Reporter: How did the anchor warning list come about? What is the standard?
Person in charge of the Network Performance (Live Broadcast) Branch of the China Performance Industry Association: In order to further standardize the management of anchors in the online performance (live broadcast) industry, purify the network performance (live broadcast) environment, and maintain the order of orderly, benign and healthy development of the industry ecology, the Network Performance (Live Broadcast) Branch of the China Performance Industry Association has officially implemented the "Network Performance (Live Broadcast) Industry Anchor "Blacklist" Management System (Trial)" since February 2018, organizing all members to implement joint boycott and punishment of anchors who seriously violate laws and regulations in the industry. At the end of 2020, under the guidance of the relevant competent departments, the Network Performance (Live Broadcast) Branch of the China Performance Industry Association further revised the management system, and finally formed the "Measures for the Administration of Warning and Comeback of Network Anchors" (hereinafter referred to as the "Measures"). Up to now, the branch has successively released nine batches of a total of 446 network anchor warning lists.
According to the measures, all anchors in the network anchor warning list are actively reported by the branch member enterprises and have been banned on this platform. In the course of live broadcast activities, the above-mentioned anchors publish information containing serious violations of laws and regulations, violations of social order and good customs, and a bad social impact, through the content review committee of the branch to review and comment on the illegal content or behavior of the anchor live broadcast, after the review is completed, the branch will publish the warning list information to the public, and issue it to each platform to ban, and simultaneously report to the competent department for the record.
Reporter: Why are there entertainers on the ninth batch of warning lists?
The person in charge of the Network Performance (Live Broadcast) Branch of the China Performance Industry Association: With the rapid development of the entertainment industry, new situations and new problems such as traffic first, deformed aesthetics, and "rice circle" chaos have emerged, and some performing arts practitioners have low political literacy, weak legal awareness, slippery moral concepts, and illegal and immoral words and deeds have occurred from time to time, which has a negative impact on society, especially young people, and seriously pollutes the social atmosphere. In this context, the Central Propaganda Department and the Ministry of Culture and Tourism have since this year dealt a heavy blow to rectifying the chaos in the field of culture and entertainment, and severely cracked down on the illegal and immoral behavior of entertainers.
In recent years, in addition to channels such as film and television and offline performances, more and more entertainers have opened accounts on live broadcast platforms to obtain economic benefits through online performances or online marketing (live streaming with goods). In accordance with the relevant spirit of the national comprehensive management of the cultural and entertainment field "prohibiting the transfer of bad artists to the comeback", the relevant member enterprises promptly took the initiative to submit the account information of the illegal and morally lost artists to the branch, and the branch organized the content review committee to review, and finally decided to include the illegal and unethical artists in the network anchor warning list for the first time.

There are also two illegal directions in this list that deserve attention, one is that the "rice circle" problem originating from the fans of the artist has also begun to spread among the anchor fans, and some fans have distorted black and white in many irrational ways, instigated fans to oppose, cracked down on the normal voice of other anchors and users, and even disregarded the laws and regulations to take various extreme measures to retaliate against the platform where they are located, causing extreme social impact; the other is that the "smelly and ugly" bad content orientation appears frequently, in order to "pretend to be crazy and sell stupid". Vulgar and funny", "sensationalism", "chasing social hot spots, interfering with the normal life of the parties", and some so-called grounded ways to obtain traffic and attract people's attention. For these new problems and new chaos, the industry has always maintained a high degree of vigilance and attention, and resolutely does not allow such anchors to have living space.
