In 1917, the Jingguo Army, composed of Xiong Kewu and Tang Jiyao, defeated Liu Cunhou, the Sichuan overseer supported by Duan Qirui, and regained control of Sichuan. Soon after, Xiong Kewu was appointed as the overseer of Sichuan by the southern protector junta.

After many years of battlefield career, Xiong Kewu also had the heart to reorganize the troops, so he selected the elite of the Fifth Division and formed his own Guard Regiment of the Overseer's Bureau, with Zhang Chong as the regimental commander and Liu Bo as the deputy regimental commander.
