Cultural relics carry splendid civilization, inherit history and culture, maintain the national spirit, are precious wealth for carrying forward China's excellent traditional culture, and are unique resources to meet the spiritual and cultural needs of the people and serve economic and social development. The number of cultural relics and monuments in Inner Mongolia is large, rich in types and widely distributed, and the task of protection is arduous and the responsibility is heavy. Since the "13th Five-Year Plan", the cultural relics system of the whole region has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of important expositions on cultural relics work, fully implemented the work policy of "protection first, rescue first, rational utilization, and strengthening management", closely focused on the overall situation of reform and development of the autonomous region to plan, deploy and promote cultural relics work, and the protection, inheritance and reform and utilization of cultural relics showed a good development trend.
The synergy of cultural relics development has been significantly enhanced
The autonomous region issued the "Implementation Opinions on Further Strengthening the Work of Cultural Relics" and "Implementation Opinions on Strengthening the Reform of the Protection and Utilization of Cultural Relics" and other documents, and the protection and safety of cultural relics were fully incorporated into the annual performance appraisal and evaluation system of the party and government leading bodies of the league and city, and the top-level design of cultural relics protection continued to be optimized. Party committees and governments at all levels have placed the cultural relics industry in an important position, and after the institutional reform, the cultural relics bureau of the autonomous region has been expanded to 4 departments and 20 establishments, and all leagues and cities have hung up the signs of the cultural relics bureau and integrated the cultural relics forces, providing a solid guarantee for the development of the cultural relics cause. The Autonomous Region Cultural Relics Bureau and the Autonomous Region Discipline Inspection Commission Supervision Commission have established a mechanism for transferring clues in cases of cultural heritage destruction, and established a public interest litigation mechanism for cultural relics protection with the Autonomous Region Procuratorate, and a pattern of development of cultural relics undertakings led by the government, coordinated by departments, and actively participated by all sectors of society has gradually taken shape. During the "13th Five-Year Plan" period, we actively sought the support of the State Administration of Cultural Relics for cultural relics work, and the whole region invested a total of 960 million yuan in special funds for cultural relics protection, which effectively promoted the smooth implementation of key cultural relics protection projects and projects.
The protection of cultural relics has been steadily advanced
Successfully completed the census of various cultural relics, a total of 21,099 immovable cultural relics were confirmed in the whole region, 36 cave temples (including cliff statues), the length of the Great Wall was 7,570 kilometers, and the remains were 13,278 sections, and the state-owned collection units registered 1125464 pieces/sets of cultural relics in the collection, basically finding out the status of cultural relics resources in our region. Eight units, including the site of the Jining Campaign, were selected as the eighth batch of national cultural relics protection units, and there are 149 national key cultural relics protection units (including 1 world cultural heritage Yuanshangdu site) and 478 autonomous region-level cultural relics protection units. The protection and repair project of Liaota in Wu'an Prefecture passed the preliminary acceptance of the expert group of the State Administration of Cultural Heritage, focusing on the implementation of nearly 300 cultural relics protection projects such as the Azha Grottoes, the Liaoshangjing Ruins, and the Juyan Ruins, effectively protecting and improving the cultural relics themselves and the surrounding environment. The Hongshan Cultural Site, the Liaoshang Capital City and the Ancestral Tombs, the Yinshan Rock Carving Site, and the Inner Mongolia section of the "Wanli Tea Ceremony" were included in the preliminary list of world cultural heritage. Seven ancient sites, including the YuanShangdu ruins, were included in the list of national large sites, and 3 sites, such as the Sarawusu site, were included in the list of national archaeological sites and parks and promoted construction in an orderly manner. The Yellow River Cultural System Protection Project was launched, the Special Plan for the Protection of Cultural Relics in the Yellow River Basin of Inner Mongolia was completed, and the investigation of the cultural relics resource system in the Yellow River Basin and the archaeological research of the Yellow River Settlement Site were fully carried out. The "Inner Mongolia Autonomous Region Great Wall Protection Plan" has been reviewed by the State Administration of Cultural Heritage, the "Great Wall National Cultural Park (Inner Mongolia Autonomous Region) Construction and Protection Plan" has been completed, and the pilot construction of the park has been carried out in an orderly manner.
The results of archaeological excavations are remarkable
The newly discovered remnants of the Yumin culture pushed the upper limit of neolithic culture in our region to about 8400 years ago. The major archaeological project "Archaeological China - Prehistoric Settlements and Societies in the Hetao Area" organized by the State Administration of Cultural Heritage has been accelerated, and the site of the Houcheng Longshan Era Stone City, which is about 4,000 years old, has been discovered and excavated in Qingshuihe County, Hohhot, which is the largest and highest specification central city in the late Neolithic period found in Inner Mongolia so far. A large rammed earth building platform cleared from the ruins of the ancient city of Shaliangzi in the Han Dynasty, which was initially judged to be a warehouse building site, is a relatively large-scale Han Dynasty single rammed platform building discovered so far in the northern Xinjiang region of China, which is of great significance for the study of Han Dynasty construction technology, the economic strategy of the Han Dynasty central government to the areas along the Great Wall in the north, and the economic form of the agricultural and pastoral staggered areas in the north. The archaeology of the ancient city of Shengle in the Northern Wei Dynasty has made a major breakthrough, and the ruins of the dam-top sacrifice building were found at the top of the Daqing Mountain in Wuchuan County, Hohhot City, integrating the functions of mingtang, yong and lingtai in the Chinese sacrifice ceremony, which is the true embodiment of the history of the Chinese national community jointly created by all ethnic groups. After years of continuous archaeological excavations, the Liaoshangjing site has enriched the basic materials of the archaeology of the capital city of the Liao Dynasty, improved the research level of the layout and evolution of the site of the capital city of Liaoshang, and has important academic value for the archaeological and historical research of the capital city of the Liao Dynasty.
The vast number of archaeologists have always carried forward the fine tradition of rigorous and realistic, dedicated dedication, and constantly strengthened the collation and research of archaeological excavation materials, and a series of archaeological research projects such as cultural exchanges, ethnic integration, and human-land relations have been supported and published. "Comprehensive Archaeological Research on the Lower Cultural Settlement Site of Erdaojingzi Xiajiadian in Chifeng City" and "Collation and Research of Archaeological Data on Tuchengzi Site and Surrounding Tombs in Inner Mongolia and Linger" have been listed as major projects of the National Social Science Foundation, and the "Excavation Report of the Eastern Zhou Tomb Group in Daihai Area" won the first prize of the Seventh Government Award for Outstanding Achievements in Philosophy and Social Sciences in the Autonomous Region.
The foundation for revolutionary cultural relics work has been continuously consolidated
Efforts have been made to improve the institutional mechanism for the protection and utilization of revolutionary cultural relics, and documents such as the "Implementation Plan for the Protection and Utilization of Revolutionary Cultural Relics in inner Mongolia Autonomous Region (2019-2023)" have been formulated and promulgated, and the legislative work of revolutionary cultural relics has continued to advance. Actively promote the new situation of overall planning of revolutionary cultural relics, connecting dots and connecting points, and creating contiguous films, focusing on important memorial halls such as the Ulanfu Memorial Hall, the Daqingshan Anti-Japanese Base Area Memorial Hall, the Xing'an League's "One Museum and Three Sites", and the Chengchuan Memorial Hall of Yan'an Nationalities College, to comprehensively promote the protection and utilization of revolutionary cultural relics. Breakthroughs have been made in the overall protection of revolutionary cultural relics, and 19 flag counties (urban areas) have been included in the list of counties in the second batch of national revolutionary cultural relics protection and utilization areas. The first batch of 39 immovable revolutionary cultural relics in the Inner Mongolia Autonomous Region were announced, including 6 national key cultural relics protection units and 33 autonomous region-level key cultural relics protection units. Inner Mongolia Revolutionary History Museum, Inner Mongolia Party Committee Office Site Exhibition Upgrade, May Day Site North Side Of the Red Theme Sculpture Construction Project Orderly Construction and Exhibition, Inner Mongolia Museum collected 40,000 pieces / sets of revolutionary cultural relics. The museum in the whole district organized a series of exhibitions around the centenary of the founding of the party, inheriting the red gene and continuing the red blood.
The work of the museum is improved in quality and efficiency
The museum system has been further optimized, and there are 178 existing museums on record in the region, including 3 national first-level museums, 12 second-level museums, and 22 third-level museums, and initially built a museum system with state-owned museums as the main body and non-state-owned museums as supplements, with diversified systems and complete categories. The social education function of the museum has been effectively exerted, and the museum in the whole region has received more than 18 million visitors per year, held more than 1,700 educational activities, and exhibited more than 700 exhibitions of various types, and more than 400 exhibitions of the mobile digital museum of the Inner Mongolia Museum. The conditions for the protection of cultural relics in the collection have been comprehensively upgraded, the construction project of standardized warehouses has been promoted in an orderly manner, and 67 projects for the restoration and preventive and digital protection of precious cultural relics in the collection have received state support. The digital construction of museums and the construction of wisdom museums have developed rapidly, and a number of wisdom museum projects such as the Inner Mongolia Museum and the Inner Mongolia National Liberation Memorial Hall have been completed and put into use, and cultural and creative products have led the new trend of "national tide" consumption. The inter-museum cooperation model of museums has been innovated and expanded, and the Inner Mongolia Museum has taken the lead in establishing the Inner Mongolia Museum Alliance, and the Hulunbuir National Museum, Baotou Museum, and Ordos Museum have respectively led the formation of the Eastern, Central and Western Museum Alliance, and the Alliance Museum has realized resource sharing in terms of exhibitions, youth education, curatorial talents, digital information, and cultural and creative products. The situation of cultural relics safety is stable and improving
The cultural relics safety management system and management mechanism have been gradually improved, and the illegal cases of yuanshangdu legal persons and the cases of damage to the Great Wall in Yangshugou Forest Farm have been handed over to the Supervision Commission of the Autonomous Region Discipline Inspection Commission, which has played a better deterrent role. Focusing on the three major risks of legal persons violating the law, theft and excavation, and fire accidents, adhering to the combination of special actions and normal supervision, and combining system construction with technical support, a total of 75 cases have been filed, 239 suspects have been arrested, and more than 1,700 cultural relics have been seized, which has effectively maintained the stability of the security situation of cultural relics in the region. Organize and carry out a large-scale investigation of hidden dangers in cultural relics in the whole region, establish a ledger of hidden dangers in cultural relics and health files of cultural relics, and fully implement "one site, one file, and fine management" for the national security, district security, and league city flag county insurance. For the 103 flag counties and districts in the region, cultural relics safety patrol drones have been uniformly distributed, and the level of cultural relics safety supervision has been continuously improved. The implementation of projects such as the "Horseback Cultural Relics Protection Team", "Hump Cultural Relics Protection Team", "Grassland Eagle" and "Grassland Divine Lantern" in the grassland border areas has effectively curbed the occurrence of safety accidents and illegal crimes in the excavation of ancient tombs, ancient ruins and other cultural relics.
Serving economic and social development is active and promising
Cultural relics and archaeology departments at all levels have given full play to the role of the "advance team" in cooperating with capital construction, efficiently completed 539 archaeological surveys, 235 archaeological explorations, and more than 50 archaeological excavations, and ensured the smooth implementation of a number of major national and provincial construction projects such as the Baoyin (Baotou-Yinchuan) high-speed railway, the Daihai Ecological Emergency Water Replenishment Project, the Hohhot New Airport, and the Zhirui Pumped Storage Power Station. A number of cultural relics such as the General's Office, the Mausoleum of Genghis Khan, Wusu Tuzhao, and the Former Residence of Ulan Fu have been opened for use, becoming an important window for the outside world to understand Inner Mongolia, understand Inner Mongolia, and approach Inner Mongolia. The integration and development of cultural relics and tourism has been accelerated, 29 red tourist scenic spots have been rated as graded tourist attractions, and 8 red tourist attractions such as the Manzhouli Red International Secret Traffic Line Education Base have been selected as national red tourism classic scenic spots. The protection of cultural relics is in the contemporary era, and the benefits are in the thousands of autumns. The "14th Five-Year Plan" period is the first five years of the new journey of comprehensively building a modern socialist country, and the cultural relics system of the autonomous region will set goals in accordance with the "14th Five-Year Plan for the Development of Cultural Relics in the Inner Mongolia Autonomous Region" at a higher starting point and renewal stage, with the strengthening of the sense of the Chinese national community as the main line, focusing on promoting the high-quality development of cultural relics, and striving to make the cultural relics collected in museums, the heritage displayed on the vast land, and the words written in ancient books "come alive" to further enrich the historical and cultural nourishment of the whole society. First, adhere to political guidance. Fully implement the spirit of General Secretary Xi Jinping's important expositions and important instructions on cultural relics work, regard the promotion of the development of cultural relics as an important political task, improve the management system, governance capabilities and levels of cultural relics, strive to promote the construction of archaeology with Chinese characteristics, Chinese style and Chinese style, and protect and inherit the precious historical and cultural heritage left by the ancestors. Continue to explore the unknown, reveal the origin, promote the archaeological excavation research of the "Exploration of the Source of Chinese Civilization" project in Inner Mongolia, the archaeological excavation of the early settlement site in the "Archaeological China" Hetao area, focus on the origin of the early civilization in the Yellow River and Xiliao River Basin, the Great Wall and the governance system of northern Xinjiang, etc., carry out research on the exchanges and exchanges of various ethnic groups in the northern frontier, and use more substantial archaeological results to empirically prove the history of the chinese nation's pluralism and integration, and cast a solid sense of the Chinese national community. The fourth is to persist in activation and utilization. Implement the major strategy of national cultural construction, focusing on the promotion of the Yellow River cultural heritage and the great wall national cultural park. Deepen the excavation and interpretation of the value of cultural relics resources, improve the level of exhibition and display, and better play the advantages of cultural relics in knowing the past and learning from the present, and educating people with seniority.
