On the 28th, the Intermediate People's Court of Yiyang City, Hunan Province, publicly pronounced a verdict on Zhang Jianguo, former member of the party committee and executive vice president of Huarong Xiangjiang Bank (deputy department level), for accepting bribes and illegally granting loans. Defendant Zhang Jianguo was sentenced to 10 years and 2 months' imprisonment and fined 700,000 yuan for accepting bribes, and eight years' imprisonment and a fine of 100,000 yuan for the crime of illegally granting loans. Several crimes were punished together, and it was decided to carry out a fixed-term imprisonment of 15 years and a fine of 800,000 yuan. Defendant Zhang Jianguo's illegal gains shall be recovered and handed over to the State Treasury.

After trial, it was ascertained that from 2006 to 2019, defendant Zhang Jianguo took advantage of his position as president of the Changsha Yuelushan Branch of China CITIC Bank and vice president of the Changsha branch of Huarong Xiangjiang Bank, president of the Changde branch, president of the Changsha branch, vice president of the head office, and executive vice president of the head office, or took advantage of the convenience of his authority and status to seek benefits for other units and individuals in terms of loan approval, fund issuance, disposal of non-performing assets, etc., through the acts of other state functionaries. The total amount of property received from others is equivalent to RMB4,063,200.

From 2011 to 2014, when defendant Zhang Jianguo was the president of the Changde Branch and the president of the Changsha branch of Huarong Xiangjiang Bank, he violated the provisions of the Commercial Bank Law of the People's Republic of China that commercial bank loans should be strictly examined for the purpose of the borrower's loans, and that loans should be separated and approved at different levels, and a total of 167 million yuan was illegally granted, resulting in losses of 24.0737 million yuan.

At trial, the Yiyang City Intermediate People's Court held that defendant Zhang Jianguo, as a state functionary, used his position to facilitate the pursuit of benefits for others, or took advantage of his authority and position to seek improper benefits for others through the acts of other state functionaries in his position, and illegally accepted other people's property and property, the amount of which was particularly huge; the amount of loans granted in violation of state regulations was particularly huge, and his conduct constituted the crime of accepting bribes and illegally granting loans. Defendant Zhang Jianguo truthfully confessed to the crime of illegally granting loans that the case-handling organs had not yet grasped, and was deemed to have surrendered voluntarily. Defendant Zhang Jianguo who truthfully confessed to the crime of accepting bribes may be given a lenient punishment. Defendant Zhang Jianguo actively returned the stolen goods and gave him a lenient punishment as appropriate. Defendant Zhang Jianguo's illegal gains shall be recovered and turned over to the state treasury. The court accordingly rendered the above-mentioned judgment in accordance with law.
