Establish a working group related to the optimization of payment services, and clarify the division of internal and external responsibilities. The Qitaihe Branch of the People's Bank of China has set up a working group for optimizing payment services composed of the Anti-Money Laundering and Payment and Settlement Section, the Foreign Exchange Management Section, and the Currency, Gold and Silver Section, to grasp the payment service work, foreign currency service work, and cash service work respectively. Externally, a working group for promoting the implementation of payment services composed of commercial banks and Qitaihe Branch of UnionPay Commerce in the jurisdiction has been set up to be responsible for implementing the relevant work deployed by the working group for optimizing payment services, striving to optimize the acceptance environment for payment services, actively expanding the coverage of payment services, improving payment products and services for overseas personnel coming to China, actively optimizing products and services for the elderly, and continuously strengthening the publicity and promotion of optimizing payment services.
Strengthen the thorough investigation to ensure that the tasks are deployed in place
Organize all commercial banks and UnionPay Business Qitaihe Branch in the jurisdiction to carry out a thorough survey, and count and summarize the number of existing POS machines and ATMs in each institution, and the number of merchants that can accept bank cards and mobile payments, focusing on eight scenarios such as "food, housing, transportation, travel, shopping, entertainment, medical treatment, and learning". On the basis of full investigation and mapping, the Qitaihe Branch of the People's Bank of China formulated the "Operation Plan of the Working Group for Optimizing Payment Services", set the overall goal of Qitaihe City, the phased implementation goals of commercial banks and UnionPay Business Qitaihe Branch, and put forward the specific tasks, time arrangements and work requirements of overseas bank card acceptance, mobile payment and other aspects according to the work idea of "large-value card swiping, small-amount code scanning, and cash pocketing", so as to ensure the linkage of all parties, vigorously grasp implementation, and achieve "full coverage of key scenarios, Payment facilitation is guaranteed".
Strengthen environmental transformation to ensure that the goals are achieved
In order to complete the transformation of the overseas bank card acceptance environment, the Qitaihe Branch of the People's Bank of China organized commercial banks and UnionPay Business Qitaihe Branch to carry out a survey of the situation according to the overseas bank card acceptance needs of key business districts in Heilongjiang Province issued by the Ministry of Culture and Tourism, and learned in detail about the deployment of inbound tourism facilitation equipment such as foreign card POS machines, exchange points and ATMs of various institutions. Combined with the thorough investigation of the deployment of various institutions, the equipment deployment plan for three-star and above hotels, provincial tourist resorts, rural tourism key villages and other scenarios will be coordinated and deployed. At present, the Kunlun Hotel in Qitaihe City and the Chinese herbal medicine tourism resort in Boli Yuanming Cold Land of Qitaihe have completed part of the deployment tasks of wild card POS machines, and the equipment use test work has been carried out synchronously and effectively, and various work goals will be gradually realized.
