On July 2, the Standing Committee of the Municipal People's Congress held its 39th meeting. The first plenary meeting listened to the motions and explanations of the Municipal People's Congress Urban and Rural Construction and Environmental Protection Committee on submitting for deliberation and revision of the "Regulations on the Administration of Municipal Facilities in Changchun City"; listened to the report of the municipal government on the high-quality and balanced development of compulsory education; listened to the report of the municipal government on the construction of a diversified resolution mechanism for contradictions and disputes; listened to the report of the Municipal Intermediate People's Court on strengthening the management of litigation sources and promoting the diversified resolution of contradictions and disputes; and listened to the report of the Municipal People's Congress Personnel Representative Election Committee on the submission of the "" The motions and explanations of the Implementation Plan (Draft) for the Election of The People's Congresses at the County and Township Levels in Changchun City passed by vote; the decision on accepting Zhang Zhijun's resignation as mayor of Changchun City due to job changes was voted and passed; the decision on accepting the resignation of Jia Lina and Wang Ji from the posts of vice mayors of Changchun City due to job changes was passed by vote; and the motions for the appointment and dismissal of personnel submitted by the Changchun City Supervision Commission and the Changchun City Intermediate People's Court were deliberated and passed.
After the first plenary session, the members of the Standing Committee deliberated in groups on the relevant topics of the first plenary session.
Wang Zhihou presided over the meeting of directors and listened to the report on the deliberations of the group.
The second plenary session voted and adopted the "Decision of the Standing Committee of the Changchun Municipal People's Congress on Strengthening the Construction of a Diversified Dispute Resolution Mechanism" and the "Implementation Plan for the Election of the People's Congresses at the County and Township Levels in Changchun City"; it was voted and passed on relevant personnel matters, and it was decided to appoint Wang Zilian, Cao Wu, Wang Xuejun, and Zhao Xian as vice mayors of Changchun City, and wang Zilian as acting mayors of Changchun City. The Federation of Princes made a statement on behalf of the newly appointed personnel. The newly appointed took a constitutional oath.
Sun Jiguang, director of the Municipal Supervision Commission, Wang Haiying, executive vice mayor, Cheng Fengyi, president of the Municipal Intermediate People's Court, Li Jun, acting procurator general of the Municipal People's Procuratorate, responsible persons of the standing committees of the people's congresses of various counties (cities), and responsible persons of relevant departments of the municipal government attended the meeting as observers.
