Under the guidance of the street party working committee and the leadership of the general branch of the party in the residential area, the residential area in the upper city of the city launched a new model of "troika" joint office, and built a platform for multi-party co-governance in the community. Every Monday, she organized the cadres and volunteers of the neighborhood committee to carry out joint patrols to observe the size of the community, and every Thursday, she organized the party general branch members, resident committee cadres, industry committee members, property project managers and resident representatives to hold a "1+5+X" joint meeting to jointly discuss community affairs and coordinate the promotion of community projects. At the "Troika" joint office service center, Zhang Haiyan arranged for the members of the general branch of the party, the members of the industry committee, and the property staff to take turns to receive visiting residents. In the process of dealing with the chaos of high-altitude projectiles, she organized the "troika" and resident representatives to discuss countermeasures, docked with the functional departments of the street, united the community police and public security cadres to go door-to-door to exhort and educate relevant personnel according to law, and installed cameras outside the building for monitoring, and finally effectively curbed the phenomenon of high-altitude projectiles in the community. Since the official operation of the "Troika" office service center in September 2020, under the strong leadership of Zhang Haiyan, secretary of the general branch of the party, about 150 community affairs have been resolved in accordance with laws and regulations, the actual resolution rate has exceeded 90%, and the number of complaints from community residents through the 12345 hotline has dropped by 38%. The "Troika" joint office service center continues to amplify the platform effect, further mobilizing the enthusiasm of all parties in the community to participate in autonomy and co-governance according to law, after years of accumulation and efforts, the residential areas in the upper city of the city successfully created the eighth batch of "National Democratic Rule of Law Demonstration Communities" in 2021.
II. Make Full Use of Rule of Law Resources to Do a Good Job of "Service Workers" for The People's Relief of Worries
With the support of the street judicial office, the shangcheng residential area invites lawyers into the community every Friday to provide residents with legal consultation, legal education and other rule of law resources. Zhang Haiyan led the general branch of the party and the neighborhood committee to grasp the community rule of law, and promoted the full linkage between the community police, community lawyers and community public security directors to do practical things for residents and solve difficulties. Aunt Yao, the owner of Building 20 of the Upper City Community, renovated the house, borrowed a one-bedroom and one-hall house in the community through an intermediary to transition to a half-year decoration period, signed a rental agreement one month in advance and paid a one-time rent and deposit for half a year. On July 20, 2021, he got the key to move in, only lived for a month, and the homeowner took the property certificate to recover the house, the original lease to him was the second landlord, the lease period of the second landlord and the homeowner has expired, and the homeowner asks to reclaim the house to live in. Aunt Yao's own house has begun to be renovated, and she is suddenly caught in a dilemma, desperate to find the neighborhood committee for help. Zhang Haiyan, director of the Neighborhood Committee of the City, organized the cadres of the Neighborhood Committee to build a platform, invited the landlord, the second landlord, the intermediary and Aunt Yao to go to the conference room of the neighborhood committee to communicate and adjust, the staff of the Safety Adjustment Work Committee patiently helped them coordinate, and finally decided that within two weeks, the second landlord would rent another house for Aunt Yao to live, vacate the room and return it to the owner, and the moving fee would be paid by the second landlord, and Aunt Yao also agreed. Before moving, Aunt Yao found the neighborhood committee again to consult whether there would be any troubles after renting a house again, and the staff of the neighborhood committee warmly received Aunt Yao and helped Aunt Yao consult the community legal counsel, reminding her that she must re-sign the rental contract. After a week of interviews, adjustments, and consultations, Aunt Yao's troublesome matter was finally resolved smoothly.
