Chang Baokun was born in Zhangjiakou in 1922, and his father was Chang Lian'an, a jianghu artist. Starting from "New Lantern Riddle", he adapted nearly thirty new cross-talks, and did not tire of teaching new cross-talk to other artists. Under the influence of Chang Baokun, Tianjin's cross-talk artists all participated in the cross-talk reform, and he was elected as a member of the city's literary federation and vice chairman of the trade union.

Chang Baokun performed in the factory more and more often, and more than once went to the streets to publicize the War to Resist US Aggression and Aid Korea.
