The list splits the "Fashion Consumption Power Index" into 5 first-level dimensions and 15 second-level dimension data indicators, and evaluates 4 first-tier cities, 15 new first-tier cities and the remaining 18 provincial capital cities to measure their fashion spending power. Among them, the five first-level dimensions are the high-quality business district gathering index, the new consumer plasticity index, the fashion trend pioneer index, the young business innovation index and the policy environment support index.
From the overall performance point of view, the first-tier cities lead the list: Shanghai (100.00), Beijing (85.98), Shenzhen (61.29), Guangzhou (52.21), the cities ranked 5-10 are Chengdu, Hangzhou, Chongqing, Suzhou, Wuhan and Xi'an.
In this ranking, Xi'an ranked 10th in the country with a total score of 37.25, and was listed in the three first-level dimensions of the High-quality Business Circle Gathering Index, the Young Business Innovation Index and the Policy Environment Support Index.

According to the report, the top 10 of the urban high-quality business district gathering index are: Shanghai, Beijing, Shenzhen, Guangzhou, Chengdu, Chongqing, Xi'an, Hangzhou, Wuhan and Tianjin.
