1. Central: Accelerate the construction of a housing security system with affordable rental housing as the main body

In 2016, the central government put forward the major policy of "no speculation for homeowners, rent-purchase at the same time", and since five years, the central government and various ministries and commissions have successively issued various support policies in order to accelerate the construction of a housing security system with affordable rental housing as the main body. In 2021, the central government clarified the three-in-one affordable housing system of public rental housing, affordable rental housing and co-ownership housing, mainly by the rental housing to undertake the solution of the problem of affordable housing.

At the same time, 2021 is also a year when the affordable rental housing policy is fully implemented. From the central level, the 14th Five-Year Plan clearly states that the mainland will "effectively increase the supply of affordable housing" in the future. In the Opinions on Accelerating the Development of Affordable Rental Housing issued by the Executive Meeting of the State Council in June 2021 and the General Office of the State Council in July 2021, clear policy support was given in terms of land use indicators for affordable rental housing, "commercial rent change" and "industrial rent change", and tax incentives for participating enterprises to improve the enthusiasm of enterprises.

At the same time, since the second half of the year, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development have issued documents many times to encourage and support real estate and construction enterprises to jointly promote the construction of affordable housing, and the Banking and Insurance Regulatory Commission and the central bank have also repeatedly stated that they should increase financial support for the housing rental market, jointly promote the reiTs pilot, and provide financial and financial support for the development of affordable rental housing.

2. Local: refine supervision and actively raise the supply of affordable rental housing

In 2021, local governments will focus on further regulating the order of the housing rental market, refining the supervision of the rental market, increasing the supply of affordable rental housing during the "14th Five-Year Plan" period, and landing relevant leasing policies.

On the one hand, Wuhan, Shanxi, Jiangxi and other provinces and cities have carried out a three-year action plan to regulate the order of the real estate market in response to some chaos that still exists in the rental market, and standardized the order of the rental market through supervision and inspection of the registration and management of market entities, the transformation and reconstruction of existing houses, the release of housing listings, dispute mediation, and joint supervision.

Some core first- and second-tier cities began to implement online signing and filing of housing lease contracts this year, such as Beijing, Shanghai, Shenzhen, Xi'an, Hangzhou, etc., to seriously investigate and deal with the removal of illegal listings and protect the rights and interests of tenants. At the same time, Shanghai, Nanjing, Zhengzhou, Wuhan and other cities have launched leasing fund supervision actions to resolutely curb violations such as "high in and low out", "long collection and short payment" and potential rental loans.

On the other hand, more than 20 provinces and cities have successively issued the "14th Five-Year Plan" affordable rental housing development plan to accelerate the construction of a housing security system with affordable rental housing as the main body. Judging from the currently disclosed "14th Five-Year Plan" period of affordable rental housing planning, the core first- and second-tier cities with net population inflow have a large layout of affordable rental housing. For example, shanghai, Shenzhen, Guangzhou and other cities have a target volume of more than 400,000 units (rooms), and Beijing is expected to account for no less than 40% of new affordable rental housing. At the same time, cities have further clarified the unit size, rent pricing and protection objects of affordable rental housing, insisting on small apartment types, and the rent should not be higher than 80%-90% of the assessed rent of rental housing in the same quality market in the same area, with the guarantee function as the mainstay.
