It is understood that the "Opinions of the Supreme People's Court on Strengthening and Innovating the Adjudication of Environmental Resources in the New Era and Providing Judicial Services and Guarantees for the Modernization of Harmonious Coexistence between Man and Nature" requires that people's courts at all levels should focus on the construction of institutional mechanisms, build a general pattern of criminal, civil, administrative, and coordinated trial of environmental resource cases, improve preventive and restorative judicial measures, improve the public interest litigation system, and enrich diversified dispute resolution methods.

The opinions emphasize the effective solution of outstanding ecological and environmental problems around the people, and help to fight the battle against pollution in depth. Lawfully try cases involving the remediation of urban black and odorous water bodies, promote the risk control and restoration of pollution pollution on construction land, and properly handle disputes related to urban transformation, garbage classification, and ecological landscape construction. Severely crack down on illegal occupation and pollution of cultivated land and other illegal crimes in accordance with the law, and try cases involving the prevention and control of agricultural non-point source pollution in accordance with law.

The opinions propose to strengthen the comprehensive protection of ecosystems and effectively protect biodiversity. Help win the protracted battle against fishing in the Yangtze River for ten years, severely crack down on all kinds of fishing-related crimes in accordance with the law, and properly handle disputes caused by the relocation and resettlement of fishermen and the conversion of production and occupation. Promote the continuous improvement of the ecological environment of the Yellow River Basin, and protect important ecosystems such as the source of the Yellow River, the main stream and important tributaries of the Yellow River, and the wetlands of the middle and lower reaches of the Delta in accordance with the law. Ensure the construction of the natural protected area system, and build a solid judicial barrier for ecological security.

In terms of helping the green and low-carbon transformation of the economy and society, the opinions call for improving the judicial protection level of natural resource property rights, increasing the judicial protection of water resources, and severely cracking down on illegal crimes such as damaging the water environment and water ecology in accordance with the law.
