Why?
The reason was that in 1968, he was inexplicably framed for wanting to seize power and was transferred to the Shenyang Military Region as the first deputy commander. He said that he was a deputy commander, but after arriving in the military region, his freedom had been restricted and he had been delegated to labor.
It was not until 1974, under the supervision of Chairman Mao, that he returned to Beijing.
In 1975, when he was reinstated as deputy commander of the Beijing Military Region, Premier Zhou, who was seriously ill, told him whether he should retake the work of the garrison area. Fu Chongbi said that he had been working for more than a year and had been imprisoned for seven years, but he had a lingering feeling in his heart and did not want to do it. Premier Zhou did not force him, and the matter was not resolved.
In 1977, when Deng Xiaoping was vice chairman of the Central Military Commission and chief of the general staff, he talked to him and hoped that he would arrest the garrison area and reorganize it. Not only him, but also those who had framed and criticized him, still worked in the garrison area, thinking about it and finally agreeing to take office.
He went to the garrison, regardless of the previous accusations, not counting the backs, and united with the people who had hurt him to straighten out the garrison. In this way, he worked for five years and was transferred to the political commissar of the Beijing Military Region.
