Reporter: What are the main contents of the revision of the "Interim Regulations on Military Convalescence Work"?

Answer: The following aspects are mainly standardized: In terms of serving and preparing for war, the focus of convalescent resources will be invested in preparing for war, and the officers and men who have suffered from war wounds in the execution of combat operations and other major military operation tasks will be clearly regarded as the primary support objects for rehabilitation and recuperation; it is clear that officers and men who perform major tasks and have won the honor of battle merit will be the key arrangement objects for special convalescence; and it is clear that the scope of special service convalescence objects can be expanded according to the key and special post needs of combat strength generation.

Answer: Military personnel participating in convalescence should hold their valid identity documents and military security cards, and the attachés should hold their valid identity documents for admission to the hospital. Where documents are incomplete, information does not match, or the attaché does not meet the requirements, the nursing home may not handle admission. The sanator shall confirm the itinerary 1 week before admission and 2 days before discharge, and the nursing home shall arrange a pick-up and drop-off station.

A: The duration of rehabilitation shall not exceed 30 days per session.

Astronauts, flight crews and submarine divers arrange special service recuperation once a year for 30 days; surface ship personnel, military personnel stationed at altitudes of more than 4,000 meters above sea level and more than one type of island, and military personnel over the age of 45 stationed at altitudes of 3,000 meters to 4,000 meters above sea level, are arranged for special service recuperation every 2 years for 15 days.

Command and management officers at or above the treatment level of five levels may be arranged once a year for health care and convalescence, officers of the treatment level 9 to the treatment level 6 can be arranged once every 2 years, and the command and management officers of the treatment level 13 to the treatment level 10 can be arranged once every 3 years, each time for 15 days. Retired cadres managed by the military shall arrange health care and recuperation according to their pre-retirement treatment level (rank) and in accordance with the convalescence cycle of active officers at the corresponding treatment level. Health care and convalescent services may not be arranged consecutively to the same convalescent institution.

The duration of the special convalescence is 10 days, and the recuperation cycle is usually not less than 3 years.

Reporter: Does participating in convalescence account for personal leave?

A: The number of days a soldier participating in rehabilitation and convalescence is counted as sick leave time, and the number of days of rehabilitation due to injury or illness due to the performance of combat and other major military operations is not counted as sick leave time.

The number of days of special convalescence is not counted as the annual leave time, but if the military personnel stationed in the plateau or island participate in the special service recuperation and bring an attaché, the number of days of convalescence is counted as the annual leave time.

The number of days spent participating in health care and special convalescence is counted as the annual leave time.

Answer: Convalescents and their attachés participating in convalescence may reimburse travel expenses in accordance with the relevant provisions on the management of military travel expenses, and the food and accommodation during the convalescence period shall be guaranteed by the convalescent institutions.

Reporter: How do military personnel apply to participate in convalescence?

Answer: When a soldier participates in rehabilitation and convalescence, the medical institution shall make a referral recommendation, and the individual shall fill in the "Convalescence Approval Form", attach the "Summary of The Illness" issued by the medical institution, and apply for the indicators in accordance with the established channels; to participate in the health care recuperation, the individual shall fill in the "Convalescence Approval Form"; the health department shall organize the daily medical security institutions to review the contraindications and indications, confirm that the health status meets the conditions, and apply for the convalescence indicators in accordance with the prescribed channels after being reviewed by the political work department of the unit at or above the regiment level; participate in the special convalescence and special convalescence.
