The "Provisions" adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement Xi Jinping Thought on Strengthening the Army, focus on preparing for war, concentrate on serving officers and soldiers, take the maintenance and improvement of combat effectiveness as the starting point of convalescent work, actively adapt to the new situation of the transformation and reshaping of military convalescent institutions and changes in functions, tilt the focus of work to the frontline of tasks, the frontline of the grass-roots level, and the frontline of hardship and remote areas, and strive to build a new type of convalescent work system for fighting wars and serving officers and soldiers, and improve the sense of honor and gain of officers and soldiers. The "Provisions" consists of 6 chapters and 37 articles, which regulate the types and treatment of convalescence, planning and management, guarantee and supervision, rewards and sanctions, etc., and clarify that the convalescent security is divided into four categories: rehabilitation, special convalescence, health convalescence and special convalescence, and the treatment standards such as the scope of protection and the cycle time are reasonably determined according to different functional positioning.
