In the impression of many people, the Civil Air Defense Office is an "unpopular unit" with a somewhat mysterious feeling. According to the investigation, there are many "doorways" for civil air defense examination and approval, which can not only "make a fuss" in the size of the project area, but also "make a fuss" in adjusting the use of wartime and the level of protection.

Some officials not only accept bribes but also "borrow the right to sell", recommend engineering construction, drawing design, equipment procurement and other businesses to project owners, the sales price is often much higher than the market price, because of the fear that the approval and acceptance will be "picked" and "wear small shoes", many project owners have to bear the pain to pay.

It is understood that almost all the fallen civil air defense officials are involved in these issues. After accepting bribes, some people "turned a blind eye" to the shrinkage of the area of the civil air defense project, cutting corners, and substandard quality, which had an impact on the quality of the "Underground Great Wall."

2 The right to be willful

A reduction of several million yuan in ex-situ construction fees

Ex-situ construction costs are another "hard-hit area" for civil air defense and corruption. However, some defense officials have abused their powers by allowing developers to defer, underpay or even waive ex-situ construction fees. According to the case-handling personnel, with the rapid urbanization process and large-scale real estate development in recent years, the power of the Civil Air Defense Office has become hot, and some officials have "the right to be willful" and "abuse their powers" and "exceed their powers" in collecting construction fees for ex-situ construction. 3 Monopoly and high prices

A number of construction industry people in Anhui said that the problem of civil air defense procurement is a monopoly and a price alliance. "Taking the civil air defense protective door as an example, it is not allowed to circulate across provinces, and can only be purchased from a few enterprises in the province. They all maintain a high price, and there is no price adjustment effect in the normal market competition. The person in charge of a large construction company said that due to the high price of some human defense equipment, construction companies undertake the civil air defense engineering part of the project, not only do not make money but may also post money, the industry generally "has a lot of resentment", but dare not speak out.

Recently, Tao Hai, former inspector of the Anhui Provincial People's Air Defense Office and former president of the Provincial Civil Defense Association, was expelled from the party and transferred to the procuratorial organs for examination and prosecution. 4 False tenders to open companies

Industry market becomes "own business"

According to the case-handling personnel, in order to make more money, some air defense officials dispatched relatives and friends to run enterprises and turned the industry market into "their own business."

The former director of the civil air defense office of a certain city in Anhui Province was founded by his cousin, and he himself occupied half of the shares without paying. Using the approval power of the civil air defense project in his hand, he greeted the heads of some real estate enterprises and solicited the drafting and design business of the civil air defense project, and within a few years, he received more than 3 million yuan of "operating profits" through this company.

Li Mou, the former chief of the engineering management and administrative examination and approval section of the Bozhou Municipal Civil Air Defense Office, who was recently sentenced for accepting bribes, embezzlement, and collusion in bidding, accepted bribes of more than 300,000 yuan from two equipment suppliers in Nanjing, Jiangsu Province, in the bidding of large-scale projects, and maliciously colluded to write their product parameters into the bidding plan to help them win the bid.

The court found that in the bidding for another large-scale civil air defense project, Li, as the project bidding contact, actually conspired with several engineering contractors to purchase the bidding rights of a company in order to contract the project in partnership. As one of the "bosses behind the scenes", he arranged for several companies to produce bidding bids separately, arbitrarily colluding in bids and bidding until the case occurred.

5 There are three major problems behind corruption

Rectification requirements "bottom to zero"

It has been learned that in the early stage of carrying out the special rectification of corruption in the civil air defense system, the third inspection group of the Anhui Provincial CPC Committee inspected the party group of the provincial civil air defense office and found that there were problems such as insufficient attention to the building of a clean and honest administration, lax policies for the examination and approval of construction and the collection and payment of construction fees for ex-situ construction, inadequate supervision of the market for special equipment, and lax enforcement of financial and economic discipline, as well as problems in bulk procurement and project bidding.

According to the investigation and handling of the case, a number of case-handling personnel believe that the civil air defense system has "collapsed and become corrupt," and there are mainly the following deep-seated problems:

Civil air defense departments in many localities have failed to implement the "Civil Air Defense Law" in place, and the examination and approval are flexible.
