Li Yugang, born in August 1965, 56 years old, from Pixian County, Jiangsu Province, joined the Communist Party of China in August 1985, joined the Communist Party of China in March 1989, graduated from the Party School of heilongjiang provincial party committee with a master's degree in economic management, a senior executive MBA, and an engineer.
According to public information, Li Yugang has been working in Heilongjiang, and was the deputy manager of The Three Construction Company in Jixi City and the secretary of the Jixi Municipal Party Committee of the Communist Youth League.
In March 1997, Li Yugang was transferred to the mayor of Mashan District of Jixi City, and two years later, he was appointed secretary of the Mashan District Committee.
In October 2002, Li Yugang was promoted to member of the Standing Committee of the Jixi Municipal Party Committee and secretary of the Political and Legal Committee, and in 2006, he was transferred to vice mayor and deputy secretary of the party group.
In September 2011, Li Yugang was transferred to the mayor of Shuangyashan City 3 years later, and in 2016, he became the mayor of Qiqihar City.
In March 2021, Li Yugang took office as the new secretary of the Qiqihar Municipal Party Committee for 7 months.

Qiqihar City is located in the northwest of Heilongjiang Province, is the intersection of Heilongjiang, Jilin and Inner Mongolia provinces (districts), with a total land area of 42,469 square kilometers and a total population of 5.59 million people.

For example, in May 2019, Li Yugang, then the mayor of Qiqihar City, adopted a secret visit, did not say hello, went directly to the scene, and randomly carried out special research on the optimization of the service environment and the simplification of the work process for some window service units in the central urban area.
For another example, on September 29, 2021, Li Yugang, who had just served as the secretary of the Qiqihar Municipal Party Committee, went to the central urban area to supervise and inspect the work of epidemic prevention and control, safe production, and market supply assurance in the way of "four noes and two straights".
In addition, Li Yugang also dealt with the problem of water suspension in the main urban area of Qiqihar City.
According to media reports, in July this year, due to the breach of two reservoirs in the upper reaches of the Nen River, the turbidity of the Water Quality of the Nen River increased dramatically from 15:00 on July 20, which is rare in history. Due to the major impact on the water quality of the water, Qiqihar Liuyuan Water Plant is running with high turbidity, and the water treatment volume is greatly affected, in order to ensure that the effluent quality of Liuyuan Water Plant meets the standard, the reduction operation is taken from 6 o'clock on July 21. In order to ensure the quality of water supply, the water supply in sub-regions and periods is adopted within the regional scope of the three northern districts.
On the afternoon of July 21, Li Yugang conducted a survey on the problems existing in the current water supply production of Liuyuan Water Plant. He stressed that relevant departments and enterprises should overcome all difficulties, scientifically formulate water supply plans, and ensure that the people use water for domestic use.

Hu Changsheng worked in Sichuan, Qinghai and Fujian, and before crossing provinces to Heilongjiang in January 2021, he was deputy secretary of the Fujian Provincial Party Committee and secretary of the Xiamen Municipal Party Committee.
Yang Bo has worked in Inner Mongolia for a long time, served as the secretary of the Alxa League Committee, crossed the province to Heilongjiang in December 2019, became the secretary of the Jiamusi Municipal Party Committee, and was promoted to vice governor in April this year.
In addition to taking up new posts in the Heilongjiang Provincial Government, a number of Heilongjiang Provincial Government leaders have been transferred to other positions.
For example, in May 2021, Shen Ying, vice governor of Heilongjiang Province, was appointed as a member of the Standing Committee of the Heilongjiang Provincial Party Committee and director of the Organization Department; for example, in September 2021, Cheng Zhiming, former vice governor of Heilongjiang Province, was appointed as a member of the Party Group of the Henan Provincial Committee of the Chinese People's Political Consultative Conference.
