In 1957, the socialist construction in the Inner Mongolia Autonomous Region, which celebrated the tenth anniversary of its establishment, was in full swing, and the demand for modern high-level comprehensive universities was becoming increasingly urgent.

Over the past 60 years since its establishment, Inner Mongolia University has trained 170,000 high-quality professionals for the country, and ethnic minority graduates account for about one-third. Chen Guoqing: Inner Mongolia is located in the northern frontier of the motherland, and its strategic position is very important. Unswervingly taking the new path of high-quality development oriented by ecological priority and green development, building an important ecological security barrier in northern China and the security and stability barrier in northern Xinjiang of the motherland, building an important national energy and strategic resource base, a national important agricultural and livestock product production base, and creating an important bridgehead for China's opening up to the north, is the strategic positioning determined by the Party Central Committee for Inner Mongolia.
Since the construction of "double first-class", the school has closely focused on this strategic positioning and the major demand for disciplines, science and technology and talents in the action plan, strengthened the top-level design of the coordinated development of disciplines, and promoted the integration of disciplines and regional economic, social and cultural integration.
The school focuses on the construction of grassland ecological animal husbandry, ecological security barriers, important energy and strategic resource bases, takes the construction of first-class disciplines in biology as the core, adjusts and optimizes the layout of disciplines, focuses on the construction of "grassland resource utilization and northern ecological security", and accelerates the development of related disciplines such as ecology, environment, chemistry, big data and artificial intelligence.

Drive high-quality development with "double first-class"
"Lookout": After biology was selected into the list of national "double-first-class" construction disciplines, what new arrangements did NTU make? The result?
Chen Guoqing: Biology, as a national "double-first-class" construction discipline, faces the world's academic frontiers, focuses on the strategic needs of national animal husbandry germplasm safety, modern green grassland animal husbandry, ecological safety barrier construction, etc., discovers and establishes major innovation themes, focuses on the theme of building a large platform, organizing a large team, and implementing a large project. Relying on the state key laboratory of reproductive regulation and breeding of grassland livestock jointly built by the province and the ministry, taking the construction of biology as the driving force, optimizing the layout of disciplines, strengthening the interdisciplinary integration of disciplines, and accelerating the development of related disciplines.
Driven by the new idea of discipline construction, the number of disciplines entering the top 30% of the country has increased from 2 to 4, and the number of disciplines entering the top 40% has increased from 6 to 9, accounting for more than half of the total number in the Inner Mongolia Autonomous Region.
In addition, the biological discipline group has made a series of achievements in supporting regional industrial transformation and upgrading, ecological environment construction, efficient and clean utilization of resources, serving the high-quality development of regional economy and society, and driving farmers and herdsmen to increase income, resulting in important economic, social and ecological benefits.
In the beef cattle industry, we have promoted the innovation of modern biological breeding technology and successfully developed new strains of beef cattle, which has been evaluated as "reaching the leading level of international similar research" and "landmark significance". From scratch, support and lead Mengdong to build the largest high-quality Simmental beef cattle breeding base and a standardized breeding base for 10,000 beef cattle in China.
In terms of sheep industry, nearly 10,000 new milk meat and new strains of dairy sheep adapted to local climatic conditions have been produced in the core group. In the Ulanqab steppe, more than one million of the largest Mongolian sheep hybrid improved groups in China have been built, and the Albas cashmere goat population has been successfully increased by 50%.
In the dairy industry, we will select and breed world-class dairy cow breeding bulls for leading enterprises, innovate dairy cow sex control technology, and realize large-scale industrialization and application.
In addition, the school has also established the Inner Mongolia Grassland Health Center, created the grassland mineral nutrition big data, proposed the ecological restoration plan of the degraded rivers and lakes in the north, innovated the key technologies for the upgrading of the potato industry, and created modern Mongolian medicine.
"Lookout": What challenges and opportunities does the construction of "Double First-class" bring to the school?
Chen Guoqing: As a university in the western frontier ethnic areas, how to solve the practical bottlenecks such as the relatively weak construction foundation, the relatively weak ability to attract talents, the relative shortage of high-level talents, the relatively insufficient capital investment, and the small number of high-level scientific research achievements, and how to seek new development space, has always been a difficult problem that must be solved in front of the school.
To adapt to the new development requirements, the school combined with its own reality, the "double first-class" construction path and method to think and explore, the overall formation of a consensus, that is, the "double first-class" construction of the University of China should be based on the international academic frontier, rooted in the northern Xinjiang of the motherland, highlight the demand orientation, in the pursuit of serving the country and the Inner Mongolia Autonomous Region development strategy to make first-class innovation and contribution, to achieve the school's first-class.
To this end, we have comprehensively launched six major strategies for the development of high-end talents, the construction of first-class disciplines, the improvement of scientific research and innovation capabilities, the cultivation of top-notch innovative talents, the support and leadership of local innovation-driven development, and the improvement of the level of internationalization, and continuously deepened the six reforms of talent management system, academic management system, scientific research system mechanism, talent training model, democratic management system and social cooperation mechanism.
For example, the school has researched and introduced a series of coordinated and pragmatic academic talent introduction and incentive systems such as the competitive "HORSE Plan", which has effectively promoted the rapid growth of a group of young talents and emerged in the academic circles. At present, the proportion of full-time teachers with doctoral degrees in the school has reached 75.9%, and it has successfully introduced world-class scientists and domestic top humanities and social science scholars to work in the school and lead the development of the discipline.
It can be said that the "double first-class" construction has created major development opportunities for the University of China and made great progress in the construction of the school. For example, a number of new discipline growth points have been supported and cultivated, 6 new first-level disciplines authorized by doctoral degrees have been added, so that the total number of first-level disciplines authorized by doctoral degrees has reached 13; the breakthrough of zero in the state key laboratory has been achieved, and 10 new research platforms at the national and ministerial levels have been added, so that the total number of platforms at this level has reached 15, while the number of research platforms at the autonomous region level has reached 43; the newly approved major national science and technology projects, and 30 major and key projects of the National Social Science Fund. The number of projects undertaken by the National Social Science Foundation and the National Natural Science Foundation of China reached a record high.
Since September 2020, our three disciplines, including environmental ecology, chemistry and engineering, have entered the top 1% of the world in ESI (Basic Science Indicators Database).
