His name is Chen Guoqing, male, 60 years old, a member of the Communist Party of China, senior engineer of trace inspection, began his career in October 1978, and joined the Communist Party of China in September 1997. He has successively served as a member, deputy section chief, and instructor of the Forensic Technology Section, an instructor of the Forensic Technology Brigade, a captain of the Brigade, and a first-level supervisor of police technology. In the 1980s, there were very few criminal technicians in the Beilin Branch, and the workload of trace inspection, photography, transcription, and volume making was very large. In 1990, the "4.30 murder and fragmentation case" occurred in the former Suihua City, and during the investigation of the dumping site, Chen Guoqing was meticulous, found and extracted rubber bottle caps and various wires on the river bank on the east side of the body, and found the same cloth fibers as the red vest worn by the victim on the bushes in the ditch on the east side of the body. Thus, it was determined that the site was the scene of the explosion. During the on-site investigation of the "5.13 Gun Robbery Case", it was found that three shell casings were extracted and the central scene was identified, thus confirming the information provided by the victim in the report.
In 1996, during the strike hard period alone, 13 cases were solved using technology, and in the investigation of influential cases, the role of technical work in the investigation and cracking of cases was fully brought into play. In August of that year, Chen Guoqing cracked 5 arson cases in Shuanghe Town through meticulous survey and accurate technical inspection. In September of the same year, a homicide case occurred in Yong'an Town, and Chen Guoqing correctly delineated the scope of the case through meticulous investigation and accurate characterization, thus greatly shortening the time to solve the case and providing sufficient evidence for confirming the crime.
In March of the same year, when Chen Guoqing was passing by the used goods market, he saw a person holding a very new leather jacket selling, there was no other clothing, the shape was very suspicious, so he went forward for questioning, and the suspect fled. Chen Guoqing chased after him and fought with him, and although he was injured in many places during the fight, he captured the man. After interrogation, the person confessed that the leather jacket was stolen, and when the public security police took the leather jacket to the home of the stolen resident to verify, the party found that the home was stolen. After investigation, it was confirmed that the person had committed 8 crimes.
Since may 2016, there have been frequent theft cases in various townships in which windows and doors have been pushed and dragged into the interior. Due to the poor conditions of rural video surveillance and the strong anti-reconnaissance means of criminal suspects, nearly 30 cases have not been solved. At the scene of the case, he instructed young police officers on how to combine theory and practice and imperceptibly impart work experience. New police officers can get answers whenever they encounter problems. After each investigation, he discussed and exchanged with the young police and helped the young police to summarize the gains and losses through specific cases. Under his careful guidance, the basic work of the new civilian police in criminal technical posts is solid and meticulous. In 2019, the 58-year-old Chen Guoqing took the initiative to resign from the position of captain of the sub-bureau party committee due to physical reasons, but he did not retire to the second line in advance, still stuck to the front-line post, and when there was a criminal case, he also took the young police to the scene at the first time.
