In the main report release session, researcher Huang Shisong of the First Institute released the main report of "The Overall Solution of Beijing's 'Elderly' Care Service". Yang Hua, a professor at the Central University of Finance and Economics, and Wu Ming, a professor at Peking University, respectively made keynote reports on the two topics of "building a long-term care service talent team" and "promoting the construction of a long-term care insurance system".

Huang Shisong defined the basic connotation of "old man" from the two dimensions of "older" in age and "older" in physical function, and clearly outlined the "group portrait" of "old man". According to the report, by 2023, the number of "elderly people" in Beijing will not be less than 887,400, and by 2035 it will exceed 1.456 million. Starting from the classification of care services in the world, Yang Hua discussed the practical problems of long-term care services in mainland China, such as the large demand for talents, the shortage of medical service talents, and the urgent need to improve the training system. This paper systematically analyzes the experiences of Germany and Japan from the dimensions of occupational division of labor, job differences, and cross-attribution.
