On May 13, under the guidance of the Internet Information Office of the Shaanxi Provincial Party Committee of the Communist Party of China, the Internet Information Office of the Yan'an Municipal Party Committee, the Internet Information Office of all counties (cities and districts), the Western Decision-making Network, the media stationed in Yan'an, the Yan'an Financial Media Center and the county (city, district) Financial Media Center jointly sponsored the "Catching Up and Surpassing the New Chapter and Adding Glory to the Future" network theme publicity activity into Huangling County.
In order to deepen the education reform, solve the problems of "school choice fever" and "difficulty in getting a good school", and promote the high-quality and balanced development of basic education, at the end of August 2023, the Huangling County Party Committee and the county government launched a group school. Qiaoshan Middle School and Tianzhuang Middle School were formed into Qiaoshan Middle School Education Group, and the two schools became a development community of resource sharing, integration and upgrading.
With the policy and financial support of the county party committee and the county government, Huangling County adheres to the principle of "sharing advanced ideas and co-creating characteristic brands", and realizes "concept sharing and cultural co-construction" on the premise of respecting the original cultural heritage and school-running characteristics of the Tianzhuang campus, and makes every effort to expand the coverage of high-quality resources, so that the overall work of the Tianzhuang campus and the main school is coordinated and unified and developed together. Adhere to the implementation of the group's "1234" work general idea (that is, adhere to the comprehensive implementation of the party's education policy, adhere to the fundamental task of establishing morality and cultivating people, implement the education concept of moral education is to grasp quality, educate people for the party and the country, and promote the all-round development of students' morality, intelligence, physical fitness, art and labor through the three grasps of cooperative school-running, classroom revolution and evaluation reform, and four ways of scholarly campus, sunshine sports, labor education and social practice).

Adhering to the concept of "developing teachers is developing schools", the group schools have set up academic communities, unified the assessment methods such as teacher training and evaluation within the group, and made every effort to build a team of teachers with "ideals and beliefs, moral sentiments, solid knowledge and benevolent hearts". The group school organizes two campuses and is divided into seven teaching and research groups to carry out interactive teaching and research activities every academic month, with a total of 35 times per semester.
The group has set up a "Qinglan Project" mentor-apprentice pairing team composed of 30 teachers from 9 disciplines, through the construction of teacher development centers, teaching seminars, observation classes, experience sharing meetings, sending teachers to the countryside, online delivery classes and other activities to make the teachers in the group deeply integrated, carry out joint teaching and research, jointly discuss teaching problems, share teaching experience, promote the cooperation and growth of teachers, and jointly explore the professional path of subject group construction.

Coordinate the teacher resources within the group, set up posts and reasonable flow according to needs, and establish a backbone teacher exchange system. Realize the unification of assessment methods such as teacher training and evaluation within the group. The backbone, discipline leaders, and famous teachers of the group's main school were exchanged to the Tianzhuang campus in batches. The group school plans to arrange all subjects of junior high school, divided into six batches, 27 third-level and third-class backbone teachers to go to the Tianzhuang campus for exchange and rotation, and complete the two-way teaching of 7 backbone teachers of language, mathematics, foreign language and physics. Each campus of the group school organizes 5 interactive classes per week by grade, and plans to carry out 270 interactive classes this semester. Organize collective lesson preparation, jointly study course standards, teaching materials, teaching methods, learning conditions, etc., improve the efficiency of lesson preparation and teaching quality, and establish a school-based homework development mechanism with campus linkage and each performing its own duties.
The group campuses have implemented unified curriculum setting, unified teaching progress, unified teaching routine requirements and inspections, unified organization and development of large-scale activities, unified teaching and scientific research activities, and strictly implemented the "five synchronizations" (synchronous arrangement, synchronous implementation, synchronous assessment, synchronous evaluation, and synchronous application) of the education and teaching work of the two campuses. Coordinate the curriculum resources within the group, create a characteristic and diversified curriculum system, establish a mechanism for the co-construction and sharing of the group's teaching research and curriculum resources, and improve the overall teaching quality.
Educational evaluation is synchronized, and evaluation results are shared.
Focus on teaching routines, improve teaching quality, unify quality monitoring, and unify evaluation and incentives. Regularly supervise and evaluate school administration, classroom teaching, student development, etc., to promote the joint consultation, co-construction and sharing of the group's main schools and branches. With the help of the comprehensive information evaluation system, the campus proposition examination, marking evaluation, quality analysis, routine inspection and other synchronous standards have been realized. Fully exchange the advanced experience and high-quality resources in the developmental evaluation of teachers and students' academic testing and evaluation within the group, so as to realize the dual synchronization of the evaluation of teachers and students in Qiaozhong Education Group. The achievements of the collectivized school-running are the epitome of the achievements of the Huangling County Party Committee and the county government in comprehensively implementing the comprehensive educational reform focusing on the group-based schooling.

The conditions for running schools have been continuously improved. In September 2022, with an investment of more than 300 million yuan and an area of 180 acres, the new campus of Qiaoshan Middle School, which is a garden-style intelligence, was put into use; The implementation of "synchronous interactive classroom" based on the construction of informatization, so that all schools in the county "the same class" into a reality; The construction of four schools in the new district, Qiaoshan Kindergarten, Longfang Primary School and Longfang No. 2 Kindergarten, is accelerating construction and is expected to be put into use in the fall semester of 2024.
The remuneration of teachers has been greatly improved. The allowance for the class teacher has been increased from 1,000 yuan to 1,500 yuan. The living allowance for rural teachers in the group branch has been increased from 500 yuan and 800 yuan in the past to 1,000 yuan and 1,500 yuan respectively according to the region; The county finance separately lists a performance salary of 30 million yuan, which is distributed in combination with workload and teaching quality; Those who are identified as the "three levels and three categories" backbone teachers in provinces, cities and counties will be given monthly subsidies ranging from 1,500 yuan, 1,000 yuan, 800 yuan and 500 yuan respectively until retirement. The welfare of the majority of front-line teachers has been greatly improved, the enthusiasm for work has been unprecedentedly high, and the school's school-running strength has been significantly improved.
The county party committee and the county government have established a mechanism for the introduction, supplementation and cultivation of high-level talents to promote the construction of a teacher echelon with development potential. Since the spring semester of 2022, the group school has introduced a total of 14 high-level talents such as master's students. With the help of the "1+3" backbone training teacher system of the group schools, these young teachers are growing into the backbone of the teaching team with noble ethics and superb professional skills.
