The livestock and poultry manure resource utilization project focuses on large livestock and poultry breeding counties to support the infrastructure construction of livestock and poultry manure collection, storage, treatment and utilization.

The agricultural non-point source pollution control project focuses on the Yangtze River and Yellow River basins, taking into account other important river basins, giving priority to water environment sensitive areas and major grain producing areas, and focusing on supporting the construction of infrastructure projects for farmland non-point source pollution, livestock and poultry breeding pollution, and aquaculture pollution prevention and control.

The grassland animal husbandry transformation and upgrading project focuses on pastoral and semi-pastoral provinces (regions) to support the construction of infrastructure in areas such as high-yield, stable-yield, high-quality forage bases, modern grassland ecological pastures or standardized-scale farms, high-quality breeding stocks and forage seed multiplication bases, and forage storage and transportation systems for disaster prevention and mitigation.

For livestock and poultry manure resource utilization projects, agricultural non-point source pollution control projects, and grassland animal husbandry transformation and upgrading projects, the proportion of investment support in the central budget is 50%, and the total amount of support for each county for livestock and poultry manure resource utilization projects does not exceed 30 million yuan, the total amount of support for each county for agricultural non-point source pollution control projects does not exceed 50 million yuan, and the annual amount of support for each county for grassland animal husbandry transformation and upgrading projects does not exceed 50 million yuan.

Measures for the management of special investment in ecological protection and restoration within the central budget

Chapter I: General Provisions

Article 1 In accordance with the "Government Investment Regulations" and the relevant provisions of the central budget investment management, in order to strengthen and standardize the special management of investment in the central budget for ecological protection and restoration, ensure the smooth implementation of the project, and improve the efficiency of the use of funds, combined with the characteristics of project management, these ecological protection measures are formulated.

Article 2 These measures apply to the declaration, review, issuance and supervision of investments in the central budget of ecological protection and restoration projects. Among them, the declaration, issuance and implementation, supervision and inspection and performance evaluation of local agricultural green development projects shall be implemented in accordance with the relevant provisions of the Notice of the General Office of the National Development and Reform Commission and the General Office of the Ministry of Agriculture and Rural Affairs on Issues Concerning the Management of Investment Plans for Local Agricultural Projects Subsidized by the Central Budget (Fagaiban Nongjing [2019] No. 302).

Article 3 This special project is managed in accordance with the mode of "major special project + task list", and all of them are binding tasks. Adhere to the principles of fairness and justice, priority for urgent use, complete procedures, and comprehensive supervision, and treat all types of investment entities equally. The investment in this special central budget shall be used for new or continued projects, and shall not be used for completed projects in principle.

Article 4: In principle, the period for the implementation of special projects is 5 years, and if it is still necessary to continue to implement them after the expiration of the implementation period, a new application for establishment shall be made in accordance with the relevant provisions.

Chapter II: Scope, Methods and Standards of Support

Article 5 This special project is mainly used for ecological protection and restoration projects in key areas that are included in the "Overall Plan for Major Projects for the Protection and Restoration of National Important Ecosystems (2021-2035)" and its special construction plan, and the "Plan for the Sixth Phase of the Three-North Project"; Ecological protection support system projects deployed in the "Plan for the Construction of Major Projects of the Ecological Protection and Restoration Support System (2021-2035)", the "Construction Plan for the Construction of National Parks and Other Nature Reserves and Major Projects for the Protection of Wild Fauna and Flora (2021-2035)" and other relevant national special plans; Agricultural green development projects deployed by relevant national special plans (implementation plans) such as the resource utilization of livestock and poultry manure, agricultural non-point source pollution control, Yangtze River biodiversity conservation, and grassland animal husbandry transformation and upgrading. These include:

(1) Ecological protection and restoration projects in key areas such as "dual" and "three norths", including afforestation, restoration of degraded grasslands, protection and restoration of wetlands (mainly supporting the construction of important wetland protection infrastructure such as wetlands of international importance, wetlands of national importance, and national nature reserves of wetland types, restoration of degraded wetlands, scientific research and monitoring, etc.), desertification and fossil desertification control and water source engineering, water-saving irrigation, small water conservancy and water conservation facilities such as grain mills, etc., and overall support for the woody grain and oil bases in the project.

(2) Key ecological resources protection projects, including forest and grassland fire prevention and extinguishing, forest and grass germplasm resources conservation and research, management and protection sites, and the construction of monitoring, supervision and evaluation systems for major ecological protection and restoration projects.

(3) Wildlife protection and nature reserve construction projects, including the construction of facilities for the protection and management of important nature reserves such as national parks and national nature reserves, and the construction of facilities and equipment for the protection of wild animals and plants.

(4) Forestry industry and law enforcement capacity building projects, including greening in key areas, forestry science and technology innovation capabilities, forestry law enforcement and supervision capabilities, and public infrastructure construction in state-owned forest areas.

(5) Livestock and poultry manure resource utilization projects, focusing on large livestock and poultry breeding counties, to support the infrastructure construction of livestock and poultry manure collection, storage, treatment, utilization and other links.

(6) Agricultural non-point source pollution control projects, focusing on the Yangtze River and Yellow River basins, taking into account other important river basins, giving priority to water environment sensitive areas and major grain producing areas, and focusing on supporting the construction of infrastructure projects for farmland non-point source pollution, livestock and poultry breeding pollution, and aquaculture pollution prevention and control.

(7) The Yangtze River Biodiversity Conservation Project focuses on counties (cities, districts) in the Yangtze River basin such as "one river, two lakes, seven rivers and 332 aquatic life reserves" that prohibit fishing and retreat, and focuses on supporting infrastructure construction in areas such as the protection of rare and endangered species resources, the protection and restoration of key habitats, the capacity building of fishery administration and law enforcement, the monitoring of aquatic biological resources and habitats, and the improvement of aquatic biological protection technology capabilities.

(8) The transformation and upgrading project of grassland animal husbandry, focusing on pastoral and semi-pastoral provinces, supports the construction of infrastructure such as high-yield, stable-yield, high-quality forage bases, modern grassland ecological pastures or standardized-scale farms, high-quality breeding stock and forage seed multiplication bases, and forage storage and transportation systems for disaster prevention and mitigation.

(9) Other projects, including other projects approved and issued by the State Council or the National Development and Reform Commission, in areas such as ecological protection and restoration, and green agricultural development.

Article 6 This special project mainly supports non-operating projects that cannot effectively allocate resources in the market. In principle, special funds are arranged according to the project, mainly in the form of direct investment; For operational projects that really need support, capital injection is mainly adopted, and investment subsidies, loan interest discounts and other methods can also be appropriately adopted.

Article 7 In accordance with the principle of division of powers between the central and local governments, the level of economic and social development of the region, etc., the implementation of differentiated investment support policies within the central budget. The specific support criteria are as follows:

(1) For ecological protection and restoration projects in key areas such as "dual" and "three norths", the proportion of investment support in the central budget in the eastern, central, western and northeastern regions (including areas implemented with reference to relevant policies, the same below) shall be 60%, 70%, 80% and 80% respectively; Wetland protection and restoration projects are implemented at 80%.

(2) Key ecological resource protection projects, of which the proportion of investment support in the central budget for forest and grassland fire prevention and extinguishing projects in the eastern, central, western and northeastern regions is 60%, 70%, 80% and 80% respectively, of which the maximum investment in the central budget for forest fire prevention emergency road construction shall not exceed 500,000 yuan/km for new construction and 300,000 yuan/km for renovation; The proportion of investment support in the central budget for the national forest and grass germplasm resources preservation bank project is 80%, and the proportion of investment support in the central budget for the projects of native tree species supply and breeding base, seed collection and improvement seed base, and grass seed base is 40%; For the construction project of management and maintenance housing, the investment quota support standard in the central budget is 350,000 yuan/unit for new construction or reconstruction and renovation, 250,000 yuan/unit for reinforcement or mobile management and maintenance housing, and 100,000 yuan/unit for functional improvement.

(3) Wildlife protection and nature reserve construction projects, including national parks, national nature reserves and other important nature reserve protection management and scientific research and monitoring facilities construction projects, wildlife protection and facilities and equipment construction projects, the proportion of investment support within the central budget is 80%.

(4) Forestry industry and law enforcement capacity building projects, of which 100% of the central budget investment support for greening projects in key areas; 80% of the central budget investment support for forestry science and technology innovation capacity and public infrastructure construction projects in state-owned forest areas; For forestry law enforcement and supervision capacity building projects, the investment quota support standard in the central budget is 400,000 yuan/first-level station and 300,000 yuan/second-level station.

(5) For livestock and poultry manure resource utilization projects, agricultural non-point source pollution control projects, and grassland animal husbandry transformation and upgrading projects, the proportion of investment support in the central budget is 50%, and the total amount of support for each county for livestock and poultry manure resource utilization projects shall not exceed 30 million yuan, the total amount of support for each county for agricultural non-point source pollution control projects shall not exceed 50 million yuan, and the annual amount of support for each county for grassland animal husbandry transformation and upgrading projects shall not exceed 50 million yuan.

(6) For the Yangtze River Biodiversity Conservation Project, the proportion of investment support within the central budget in the eastern, central, and western regions shall be 40%, 50%, and 60% respectively.

(7) For projects managed by the relevant industry departments of the state and the Tibet and Xinjiang Production and Construction Corps, the proportion of investment support within the central budget shall be 100% (except for the construction of native tree species supply and breeding bases, seed collection and improvement bases, grass seed bases and other quota support projects, the resource utilization of livestock and poultry manure of the Xinjiang Production and Construction Corps and the transformation and upgrading of grassland animal husbandry); Other projects of enterprise groups or centrally managed enterprises listed separately in the plan shall be implemented with reference to the investment support standards of the central budget where the project is located.

(8) Other construction projects shall be implemented in accordance with the relevant construction plans or clear support standards in the plan.

Article 8 The investment in the central budget of this special project, ecological protection and restoration projects in key areas, and ecological protection support system projects (except for greening projects in key areas) shall be mainly carried out directly to specific projects, and in principle, they shall not be bundled or cut into pieces; Agricultural green development projects shall be bundled or directly delivered to specific projects according to the project situation.

Article 9 All provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, the development and reform departments of the Xinjiang Production and Construction Corps and the competent departments of relevant industries, the competent departments of relevant industries of the State, enterprise groups with separate planning status and enterprises under central management shall be the units for summarizing and reporting the project.

The project summary application unit shall bear the responsibility for reviewing the declared project to ensure that the preliminary work of the project is in compliance with the law, the use of funds is scientific and standardized, and the application materials are authentic and credible. Supervise and urge the project unit to adopt a variety of ways to increase local financial and self-owned capital investment, rationally use national bonds, local special bonds and policy-based development financial instruments, and strive for various loans according to the investment capacity to ensure the capital needs of project construction.

Chapter III Declaration of Investment Plan

Article 10 The project unit shall, in accordance with the relevant national special planning and relevant national industry standards or norms, do a solid job in the preliminary work of the project applying for the use of this special fund, clarify the construction content, construction scale, construction location, investment budget estimate and source, and completion time limit, so as to ensure that the preliminary work reaches the specified depth and quality. Where project units are entered into the list of seriously untrustworthy entities, they must not apply for investment support from the central budget.

Article 11 The project applying for the use of the investment plan of the special central budget must complete the approval or project filing procedures of the project proposal and feasibility study report in accordance with the regulations. Projects included in the relevant national special plans are deemed to have been approved project proposals. If the estimated investment budget proposed in the preliminary design exceeds 10% of the total investment estimated in the approved feasibility study report, the project unit shall report to the feasibility study report approval or filing department, and the approval or filing department may require the project unit to resubmit the feasibility study report.

Article 12 The project summary application unit shall strengthen the investment project reserve, reasonably put forward the annual construction tasks and calculate the capital needs, and timely include the eligible projects in the national major construction project database. According to the progress of the preliminary work of the project, the warehousing project shall be dynamically updated and filled in a timely manner, and the project information shall be gradually supplemented and improved, and the authenticity and compliance of the relevant information shall be responsible.

Article 13 The fund application report shall be submitted by the project unit and submitted to the project summary reporting unit in accordance with the procedures. The project summary application unit shall review the fund application report and submit it to the National Development and Reform Commission. The fund application report can be submitted separately or in conjunction with the annual investment plan application.

The application report for project funds or the annual investment plan of the central unit managed by the relevant industry department of the state shall be submitted to the National Development and Reform Commission as required after being reviewed by the relevant industry department of the state. The application report for the project funds or the annual investment plan application report of the enterprise group or the enterprise under the central management of other enterprises separately designated in the plan shall be submitted to the National Development and Reform Commission as required after examination and approval by the enterprise group or the enterprise under the central management. The application report for local project funds or the annual investment plan application report shall be jointly submitted to the National Development and Reform Commission and the relevant industry competent departments by the provincial development and reform department in conjunction with the relevant industry authorities as required.

When the project summary reporting unit declares the annual investment plan, it shall fill in the performance objectives according to the regulations and submit it together with the investment plan. Simultaneously push the project in the national major construction project database, and ensure that the storage information is consistent with the preliminary work approval of the project and the annual investment plan application documents.

Article 14: Units reporting for project summaries shall be responsible for the authenticity and compliance of the application materials, and conduct a strict review of information such as whether the declared projects meet the scope of support and support standards for this special project, whether there are multiple repeated over-declarations of investments in the central budget and other constructive funds from the central government, whether approval or filing procedures have been completed, whether other funds other than investments in the central budget have been implemented, and whether the project units have been included in the list of seriously untrustworthy entities, to ensure that the preliminary work of newly started projects is mature and the procedures for applying for construction of projects under construction are completeto avoid the formation of precipitated funds after the plan is issued.

Article 15 When applying for this special investment plan, the project unit shall comprehensively assess the investment capacity and financial affordability of the local government to ensure that there is no new local government debt risk, and the project summary reporting unit shall strengthen the review and control.

Article 16 When applying for an investment plan, the project unit and the person in charge of each project in the declaration plan shall be clearly defined, and the unit directly responsible for daily supervision and the person responsible for supervision shall be approved.

Chapter IV Issuance and Implementation of Investment Plans

Article 17 After the National Development and Reform Commission accepts the fund application report, it shall review the relevant matters and, as appropriate, entrust the relevant units to conduct the assessment in accordance with the relevant provisions of the Administrative Measures for Investment Consultation and Evaluation of the National Development and Reform Commission. The entrusted unit shall organize experts to review the fund application report and approve the investment scale in line with the scope of this special support. The National Development and Reform Commission shall approve the fund application report for projects that agree to arrange investment within the central budget. The funding application report can be approved separately or combined when the investment plan is issued.

The investment plan shall be reviewed by the National Development and Reform Commission and issued to the relevant national industry authorities, and the performance targets shall be issued simultaneously. For other projects that are listed separately in the plan or centrally managed enterprises, the investment plan shall be reviewed by the National Development and Reform Commission and then issued to the enterprise group or the centrally managed enterprise, and the performance targets shall be issued simultaneously. For the projects declared by the local government, the investment plan shall be reviewed and comprehensively balanced by the National Development and Reform Commission and the relevant national industry authorities, and then issued to the relevant provincial development and reform and industry authorities, and the performance targets shall be issued simultaneously. For agricultural green development projects, the investment plan will be reviewed and comprehensively balanced by the National Development and Reform Commission, and then issued to the Ministry of Agriculture and Rural Affairs and relevant provincial development and reform departments, and the performance targets will be issued simultaneously.

Article 18 The investment plan in the central budget has been specified in the specific project, the project summary reporting unit shall forward the investment plan within 10 working days after receiving the issued documents; If the bundling method is adopted, the project summary reporting unit shall decompose the specific project within 20 working days after receiving the documents, fill in the decomposition and release information in the major construction project database in a timely manner, and be responsible for the compliance of the planned decomposition and issuance of funds.

When decomposing and issuing the investment plan, it is necessary to implement and clarify the project unit and the project responsible person, the unit directly responsible for daily supervision and the person responsible for supervision, and fill in the warehouse after being approved by the unit directly responsible for daily supervision and the person responsible for supervision. It is prohibited to break down and issue investment plans to project units that are lawfully entered into the list of seriously untrustworthy entities.

Article 19 When the project summary reporting unit forwards or decomposes the investment plan in the central budget, it shall supervise and support the project unit to strengthen the overall planning of financial resources and implement the relevant construction funds in full and in a timely manner.

Article 20 If it is really necessary to adjust the annual investment plan in the special central budget during the implementation process, the relevant provisions and procedures for the adjustment of the investment plan shall be strictly implemented, and the projects that can form effective expenditures shall be adjusted in a timely manner. The transferred projects shall meet the relevant requirements of this special project, and can start construction or have started construction in a timely manner, and the arranged central investment shall not exceed the scale of investment support in the central budget that has been determined or calculated according to the support standards of this special project.

Article 21 The project unit shall strictly implement the main responsibility for the implementation of the investment plan, and shall start construction as soon as possible after receiving the investment plan from the central budget. Strictly implement the project legal person responsibility system, bidding and bidding system, construction supervision system and contract management system in accordance with the law, and be responsible for the construction quality and progress, capital management and production safety of the project. After the completion of the project, the project unit shall apply for or organize the completion acceptance in a timely manner. The project approval or filing department shall organize and carry out project acceptance in strict accordance with the relevant provisions of the state.

Article 22 After the acceptance of the project, it is necessary to go through the transfer procedures in a timely manner, clarify the property rights, implement the main body of operation and management and protection responsibilities, strengthen the construction of the management and protection mechanism after construction, actively explore flexible and effective management and protection mechanisms, and encourage the implementation of management and protection measures through various modes such as professional team management, contract management and protection, and forest farmers (herdsmen) self-management, so as to ensure that the project construction results are consolidated and give full play to the benefits in the long term.

Article 23 The project unit shall establish and improve the rules and regulations for the management of the use of funds, use the funds in strict accordance with the approved project construction content, scale and standards, and strictly prohibit the transfer, embezzlement and misappropriation of project construction funds.

Chapter V: Supervision, Inspection, and Performance Evaluation

Article 24 The unit directly responsible for daily supervision shall bear the main responsibility for project supervision, be responsible for the daily supervision and management of key links such as project implementation, construction management, plan implementation, fund allocation and use, and urge the project unit to standardize project management and use of funds, so as to ensure the quality of construction and investment efficiency.

Article 25 The project summary reporting unit shall strengthen the supervision of the implementation of the project and the implementation of the plan through daily scheduling, online monitoring, on-site supervision and inspection, etc., and shall promptly supervise and urge the project unit to rectify and deal with the problems found. Before the 10th of each month, the project unit shall be urged to fill in the data and information such as the commencement of the project, the completion of the investment, the image progress, and the completion acceptance of the project in a timely and accurate manner through the national major construction project database, and upload the project progress and the payment and use of funds simultaneously, and strengthen the review (confidential projects shall be implemented in accordance with relevant regulations).

Article 26 The National Development and Reform Commission and the competent departments of relevant industries of the State shall regularly track and dynamically grasp the implementation of this special plan through the national online approval and supervision platform for investment projects (national major construction project database), and when necessary, they may strengthen supervision of the implementation of the project by means of supervising self-inspection, organizing mutual sampling, on-site supervision, and entrusting third-party evaluation, and take the results of various inspections as an important reference for subsequent investment arrangements in the central budget.

Article 27 The project unit and the relevant design, construction, supervision and other units shall cooperate with the relevant design, construction, supervision and other units for all kinds of supervision and inspection carried out by the competent departments of development and reform at all levels, relevant industry departments and finance, auditing, supervision and other departments according to their functions, and truthfully provide relevant information and documents.

Article 28 The National Development and Reform Commission and the competent departments of relevant industries shall organize and carry out self-assessment on the implementation of the special investment plan, the implementation of investment projects, and the achievement of performance objectives every year, form an annual performance evaluation report, and use the performance evaluation results as an important basis for optimizing the special setting, improving the special management, and arranging the investment plan in the subsequent years.

Localities and units that fail to fill in project information through the national major construction project database in a timely, accurate and complete manner, do not meet the requirements for project implementation and plan implementation progress, and have poor performance evaluation results, will take punitive measures such as reducing the scale of investment in the central budget for the next year and suspending the acceptance of applications for investment plans in the central budget as appropriate.

Chapter VI: Supplementary Provisions

Article 29: The National Development and Reform Commission is responsible for the interpretation of these Measures.

Article 30 The project summary declaration unit may, in accordance with these measures, formulate its own management measures, and refine the requirements for investment declaration, plan issuance, project implementation, completion acceptance, supervision and inspection, information submission, etc.

Article 31 These measures shall come into force on the date of issuance and shall be valid for 5 years, and the "Measures for the Special Management of Investment in the Central Budget for Ecological Protection and Restoration in Key Areas", the "Measures for the Special Management of Investment in the Central Budget for Ecological Protection and Restoration Support System" and the "Measures for the Special Management of Investment in the Central Budget for Agricultural Green Development" issued in 2021 shall be repealed at the same time.
