On April 29, 2021, the 28th Session of the Standing Committee of the 13th National People's Congress passed the Anti-Food Waste Law of the People's Republic of China, which will come into force on the date of promulgation. The fight against food waste is no longer just an advocacy and a rally, but an obligation and responsibility that is relevant to everyone.

In the past three years, the Putuo District Market Supervision Bureau has been based on its own duties and responsibilities, focusing on promoting anti-food waste work, so that civilized fashion can infiltrate people's hearts and integrate healthy lifestyles into daily life, promote the construction of a conservation-oriented society, and continuously improve the level of civilization of the whole society.

Publicize and train, and oppose waste into the brain

Focusing on the publicity boards and electronic screens in residential areas, government agencies, business districts, catering concentration areas and other places, relying on new media platforms such as government affairs official accounts and video accounts, carry out multi-channel and extensive publicity around the "anti-waste" and "CD-ROM action".

Using a combination of online and offline models, carry out publicity and implementation training on the "Anti-Food Waste Law of the People's Republic of China" for catering service units - the course "Catering Units Understand the Anti-Food Waste Law of the People's Republic of China in One Picture" is launched in the "General Food Intelligent Management" applet, requiring all medium-sized catering units and school canteens to participate in answering questions, and include them in the training and assessment content of practitioners. At the same time, through various platforms, the "Anti-Food Waste Warning Letter", positive and negative cases, and self-made promotional videos are released, requiring enterprises to fulfill their legal obligations and take effective measures to stop food waste.

Encourage industry associations to organize catering service units to carry out training on countering food waste, so that catering service units internalize specific requirements for countering food waste.

Carry out the live broadcast activity of "random inspection of restaurants", with the theme of stopping food waste, invite food safety volunteers, insurance cadres and third-party testing institutions in the jurisdiction to carry out live inspections of restaurants "ordered" by consumers, which effectively improves the awareness of food safety and civilized dining of operators and the public.

Encourage and urge food delivery platform enterprises to take the initiative to think about how to take effective measures to stop food waste, such as launching the "Zero Food Waste Challenge" on the "Ele.me" platform, reducing food waste industry initiatives, and launching the "One Person Food" channel (which specifically provides consumers with small meals and single set meals), etc., to ensure the quality of dishes and reduce food waste.

Strictly enforce the law and supervise the formation of the concept of conservation

Strengthen the force of guidance for food and beverage service establishments, and carry out special law enforcement actions against food waste. Whether there are tips to prevent food waste, whether there is obvious waste caused by inducing consumers to overorder, whether there is serious waste in the business process, and other items to stop food waste have been included in the "Food Safety Supervision and Inspection Form for Catering Services" as clear inspection contents. Since 2021, the Putuo District Market Supervision Bureau has filed cases and punished a total of 40 catering units for failing to fulfill their anti-food waste obligations, combining punishment and education to achieve a good warning effect.

Through daily supervision, special inspections, administrative penalties and other law enforcement channels, promote catering units to consciously form an awareness of anti-catering waste, and maintain a civilized and healthy catering market atmosphere.

Establish standards to help form a long-term mechanism

On June 1, 2023, the Putuo District Market Supervision Bureau officially issued the "Management Specification for Social Catering Service Units to Stop Food Waste" (DB 31107/Z 006-2023), which is the first management specification for social catering service units in Shanghai to stop food waste.

The standards focus on key areas and main links such as banquets and buffets in food waste, and standardize various systems such as venues and equipment allocation, meal services, publicity and training, and daily management for social catering service units to stop food waste, as well as the management requirements for stopping food waste in the takeaway industry, and provide a working basis and technical guidance for establishing and improving the normalization and long-term mechanism for social catering service units to stop food waste.

The Putuo District Market Supervision Bureau continues to increase the training and publicity of the district standard, deeply integrates it with the work of food safety demonstration and creation, actively introduces social forces such as industry associations and third-party institutions, and carries out evaluation and guidance for social catering service units with reference to the requirements of the standard, tailors improvement plans, and helps social catering service units implement various systems for stopping food waste to ensure that the standards can be widely used and effectively implemented.
