In order to build a resilient city and properly solve the problem of the construction of electric bicycle parking places and charging facilities in the city, the Municipal Planning and Resources Bureau has formulated the "Notice on Printing and Distribution<关于本市电动自行车停放场所和充电设施规划资源实施意见>", which forms planning resource guidelines from the perspective of spatial governance.
The "Implementation Opinions" put forward planning resource policy opinions on existing residential communities, existing commercial centers and commercial buildings and other public places, as well as new residential projects.
1. Regarding the addition of electric bicycle parking places and charging facilities in existing residential communities, it is clear that the bottom line requirements for safety are strictly observed, the approval process is simplified, and the research on the implementation plan is strengthened on the basis of community autonomy. If there are indeed difficulties in the addition of the community, it is proposed to make reasonable use of the surrounding public open space in accordance with laws and regulations.
2. Regarding the construction of electric bicycle parking places in existing commercial centers, commercial buildings and other public places, it is proposed to make reasonable use of existing parking lots (libraries) and combine the "15-minute community life circle" action to support the implementation of the project. The "Implementation Opinions" emphasize that it is necessary to add new electric bicycle parking lots according to local conditions, focusing on solving the parking needs of consumers, express delivery, takeaway and other personnel.
3. Regarding the parking places and charging facilities for electric bicycles in new residential projects, it is clear that the management of planning approval should be strictly regulated. The first is to clarify the management standards, among which the affordable rental housing projects can appropriately improve the construction standards. The second is to standardize management, strengthen the review of the whole process of project planning and resource management, and ensure that the construction of electric bicycle parking places and charging facilities is designed, constructed and put into use at the same time as the main project.
