Next, I will first introduce the relevant situation of natural resource elements such as the approval of land use and sea use and real estate registration from January to April.
The first is the approval of land use. From January to April 2024, the approved area of agricultural land conversion and land acquisition nationwide was 107,363.63 hectares (1,610,500 mu), an increase of 56.57% year-on-year; Among them, 218 projects were approved by the State Council, an increase of 275.86% year-on-year, and the approved land area was 51,145.61 hectares (767,200 mu), an increase of 240.32% year-on-year. The ministry approved 50 pilot land use projects for construction projects, a year-on-year decrease of 2.00%, and the approved land area was 2,864.49 hectares (43,000 mu), an increase of 76.05% year-on-year.
The second is the examination and approval of sea use. From January to April 2024, there will be 1,155 new sea-using island projects across the country, covering an area of about 96,200 hectares, an increase of 78.52% and 21.65% year-on-year, respectively. In order to solve the above problems, the Mineral Resources Law, the Land Management Law, the Environmental Protection Law, the Soil and Water Conservation Law and other national laws and regulations, as well as the "Land Reclamation Regulations", have clarified the basic principles and requirements of "who develops, who protects", "who damages, who reclaims", "while mining, while governance", etc., the relevant administrative departments of the State Council and local governments have successively established policy mechanisms, standards and norms, supervision and law enforcement and other institutional systems and working mechanisms, and have been continuously improved. The 4 national standards fully embody the new ideas and concepts of ecological civilization construction in the new era, fully connect with relevant laws and regulations and administrative management requirements, learn from the requirements of relevant foreign technical standards, absorb international advanced concepts such as nature-based solutions (NbS) and adaptive management, summarize the successful experience of the mainland, put forward 5 basic principles for mining enterprises to carry out ecological restoration, clarify the work requirements of 6 key links, and guide enterprises to follow the integrated protection and restoration concept of "mountains, rivers, forests, fields, lakes, grass and sand", and adhere to the priority of conservation. Conservation is the first priority, and the restoration of nature is the priority.
