The Municipal Planning and Resources Bureau's Construction Management Office, Registration Bureau, Utilization Office, Detailed Planning Office, Survey and Adjustment Office, Municipal Affairs Office, Public Office, District Planning and Resources Bureau, relevant dispatched agencies and management committees attended the meeting.
According to the new version of the World Bank's BR Assessment Methodology Manual, the Construction Management Office explained in detail the specific content of the Level 4 indicator of "Access to Business Premises" 116, as well as the changes in the three expert questionnaires of real estate registration, building permits and environmental permits. The release of the first batch of economic assessment reports was introduced, and the scores of the top economies were analyzed. The content of the white paper "Report on the Development of Shanghai's Business Environment for Optimizing "Access to Business Premises" (2018-2024)" was introduced in detail.
The registration bureau introduced the background of the state and the city to optimize the business environment, the reform measures of the real estate registration 7.0 business environment, and the key points of the assessment of the business environment, and required the registration departments of all districts to continuously deepen the "full online office" and "cross-provincial general office" to improve the online office rate, and strengthen the standardization of windows and the normalization of work style.
The participating departments put forward relevant work requirements on promoting regional assessment, "land use list system", integration of multiple surveys, municipal excavation of roads, providing "pipeline information report", strengthening reform cases and effectiveness publicity.
Finally, the Construction Management Office put forward requirements for further optimizing the business environment to the participating units:
First, all departments attach great importance to the World Bank's BR evaluation work, and vigorously promote the implementation of various reform tasks deployed by the state and the city with a sense of responsibility of "fighting for the country".
The second is to effectively serve enterprises in their work, actively respond to the demands of enterprises, take the initiative to investigate the parks and enterprises, publicize various policies to optimize the business environment, and deliver the white paper "Optimizing the Business Environment Development Report of "Obtaining Business Premises" and "Policy Interpretation" to towns, parks and enterprises. At the same time, the reform policy was widely publicized to experts in the fields of planning resources, construction and real estate registration, and the reform suggestions of experts were actively listened to and absorbed.
The third is to strengthen the publicity of reform policies and results. All district bureaus should further sort out the excellent practice cases in the reform of the business environment; At the same time, it is necessary to actively participate in the "First China (Shanghai) Optimization of Business Environment Innovation Practice Excellent Case Collection Activity".
