According to the new version of the World Bank's BR Assessment Methodology Manual, the Construction Management Office explained in detail the specific content of the Level 4 indicator of "Access to Business Premises" 116, as well as the changes in the three expert questionnaires of real estate registration, building permits and environmental permits. The release of the first batch of economic assessment reports was introduced, and the scores of the top economies were analyzed. The content of the white paper "Report on the Development of Shanghai's Business Environment for Optimizing "Access to Business Premises" (2018-2024)" was introduced in detail.

The registration bureau introduced the background of the state and the city to optimize the business environment, the reform measures of the real estate registration 7.0 business environment, and the key points of the assessment of the business environment, and required the registration departments of all districts to continuously deepen the "full online office" and "cross-provincial general office" to improve the online office rate, and strengthen the standardization of windows and the normalization of work style.

The participating departments put forward relevant work requirements on promoting regional assessment, "land use list system", integration of multiple surveys, municipal excavation of roads, providing "pipeline information report", strengthening reform cases and effectiveness publicity.
