In order to speed up the improvement of patent quality, the company revised the "Liaohe Oilfield Company Intellectual Property Management Measures", set up the Oilfield Company Patent Award, which is selected once a year, and also added foreign patent authorization awards. Carry out the implementation of intellectual property standards, standardize the establishment of intellectual property management system, and become the fourth unit of PetroChina's oil and gas field enterprises to pass the standard implementation certification.

Enhance core competitiveness in key areas
Liaohe Oilfield has set up 7 intellectual property specialists in the special project of PetroChina "Research on Key Technologies for Greatly Enhancing Oil Recovery Efficiency", compiled intellectual property analysis reports, and laid out 50 invention patents. Systematically carry out the existing and next 3~5 years of intellectual property layout of oilfield companies, correspond the company's existing patents and soft works to the key technology system according to the advantageous technical fields, new fields and new tracks, conventional technical fields, etc., and strengthen the future intellectual property layout planning of the key technology system in key areas such as gas storage, associated mines, and new energy. In 2023, we will carry out patent navigation for key technologies of oilfield surface engineering oil, gas and water treatment and gas storage group injection and production, and the oilfield surface engineering oil, gas and water treatment navigation project will successfully obtain special fund support from Panjin City, and help scientific researchers benchmark the current status of domestic and foreign technology development through global patent search, competitor analysis, important technology development strategies and other information analysis, and the overall layout of 34 patents.

Ensure the quality of intellectual property declaration
Liaohe Oilfield has adopted a combination of issuing indicators and publicizing and guiding the way to sort out and compile a list of international patents, technical secrets and software copyright cultivation plans, and at the same time hold the company's intellectual property work promotion meeting to deploy key work. In 2023, Liaohe Oilfield will carry out 50 demonstrations of intellectual property rights of its subordinate units, organize and carry out patent demonstrations of company-level exploration, development, surface and engineering professional groups, and the company's chief technical expert will serve as the leader of the review team to carry out the second demonstration of the subordinate units as Class A patents, and finally identify and declare 76 Class A patents, including 14 international patents.

Taking the opportunity of the Intellectual Property Publicity Week, the oilfield company carried out professional lectures and actively organized and participated in the training of patent agent qualification examinations. In 2023, 7 people will pass the patent agent qualification examination. At present, the number of certificate holders of the company has reached 17, and it is in the forefront of PetroChina's oil and gas field enterprises.

Improve the driving role of scientific and technological innovation
Oilfield companies have smoothed the channels for reporting intellectual property infringement information, encouraged employees to provide suspected intellectual property infringement information in a timely manner, monitored the status of their own products, equipment, technologies, and intellectual property rights that may involve others, and tracked the declaration and subsequent application of intellectual property rights of outsourcing research units, and there were no infringement cases in 2023. Through the organization and implementation of 20 achievements transformation projects of oilfield companies, which were incorporated into the company's scientific and technological project plan management, and the implementation plan was accurately formulated, more than 2,200 wells were transformed and applied with independent intellectual property rights, 154,000 tons of oil were added, and 230 million yuan of benefits were achieved.
Liaohe Oilfield organized and participated in the "China Petroleum and Petrochemical Science and Technology Innovation Conference and New Technology Achievement Exhibition", sorted out the advantages of independent intellectual property rights and displayed them, and won the attention of China Petroleum and Pipeline Bureau and many brother units. By actively promoting the application of advantageous technologies such as heavy oil thermal recovery and hydraulic sandblasting and seam, the company has been transformed and applied to 3 countries and 4 places such as Canada and Kazakhstan internationally, and expanded to 8 units in 7 provinces such as Xinjiang, Changqing and Tongliao uranium industry in China, and the patent license fee has increased by 66% year-on-year in the signing of technical service contracts throughout the year.
