The reporter learned from the recent press conference of the Information Office of the State Council that the quantity and quality of China's intellectual property creation have improved, the protection of intellectual property rights has been continuously strengthened, and the social satisfaction with intellectual property protection has reached a new high.
According to the State Intellectual Property Office, in 2023, China will authorize 921,000 invention patents, approve 4.383 million registered trademarks, and register 11,000 integrated circuit layout designs. According to the Global Innovation Index 2023 report released by the World Intellectual Property Organization, China has 24 of the world's top 100 science and technology clusters, ranking first in the world for the first time.
At the same time, China's intellectual property protection has been strengthened. In 2023, China investigated and prosecuted 44,000 cases of patent and trademark violations, 68,000 administrative cases of patent infringement disputes, and 4,745 cases of copyright infringement and piracy, raising social satisfaction with intellectual property protection to a new high of 82.04 points.
According to reports, China is speeding up the formulation and introduction of the implementation plan for the construction of the intellectual property protection system, which will focus on the shortcomings and weaknesses of intellectual property protection, and put forward a series of effective measures from seven aspects, including policy standards, authorization and confirmation of rights, law enforcement and justice, protection management, social co-governance, security governance, and capacity support, to further strengthen the protection of intellectual property rights.
Shen Changyu, director of the State Intellectual Property Office, said that in order to solve the problems of frequent infringement, long rights protection cycle, high cost of rights protection, low compensation for infringement and difficulty in adducing evidence, the State Intellectual Property Office will take a series of targeted measures in the intellectual property protection system this year.
According to the relevant person in charge of the State Administration for Market Regulation, on April 16 this year, the State Administration for Market Regulation issued the "Implementation Plan for the Special Enforcement Action of "Guarding Intellectual Property Rights" (2024-2025), which will carry out a two-year special action across the country and will further strengthen the enforcement of intellectual property rights. The person in charge of the Copyright Administration of the Propaganda Department of the CPC Central Committee said that it will support law enforcement departments at all levels to carry out copyright law enforcement work, continue to carry out special actions such as the "Sword Network Action", the Youth Copyright Protection Season, and the crackdown on the piracy and dissemination of cinema films, highlight the investigation and handling of major cases and the governance of key industries, and continuously optimize the copyright protection environment.
Shen Changyu introduced that in the next step, the State Intellectual Property Office will work with relevant departments to continue to accelerate the inventory of existing patents, while making greater efforts to promote the transformation and implementation of patents, promote the industrialization of a number of high-value patents as soon as possible, and help cultivate and develop new quality productivity and promote high-quality development with the efficient use of intellectual property rights.
