1.1 Law enforcement collaborative case-handling system
The transportation administrative law enforcement collaborative case-handling system mainly realizes the functions of "collection, investigation, handling, work, support and management", including:
"Collection": the collection and receipt of information suspected of violating the law, and the electronic collection of evidence materials.
"Investigation": information inspection of supervision objects, "double random" spot checks and investigation of illegal acts.
"Handling": recording and electronically handling the whole process of law enforcement case handling, and coordinating the handling of cross-regional and cross-departmental law enforcement cases.
"Production": electronic production of law enforcement documents.
"Branch": electronic payment of money payment business.
"Management": maintenance and management of assets involved in the case, management of electronic case file archiving, laws and regulations, and discretionary standards.
The law enforcement collaborative case handling system includes traffic law enforcement penalty management information system, electronic monitoring system, administrative licensing and law enforcement system and other new modules.

1.2 Integrated mobile law enforcement and case-handling system
Taking into account the actual work needs of different users such as field law enforcement personnel, internal law enforcement personnel, and law enforcement supervision and management personnel, the mobile law enforcement terminal realizes the functions of information collection, information inspection, investigation and evidence collection, legal and regulatory inquiry, discretionary benchmark inquiry, case registration, case review, information reminder, case spot check, etc., increasing the ability to collect information on law enforcement cases, and improving the efficiency and standardization of front-line law enforcement and case handling.

1.4 Law enforcement supervision and evaluation system
This system mainly meets the needs of regular and irregular law enforcement evaluation and daily supervision, and realizes the daily law enforcement supervision, case file review and annual assessment of law enforcement cases by leaders.

Privilege management module features include:

1.5.1 Electronic signature system
1. Signature and seal library
The electronic signature database consists of electronic official seals and electronic signatures (including the prefabricated signatures of law enforcement personnel and the on-site signatures of the penalized personnel). Electronic signatures cover all cases such as passenger transport, water transport, taxi, public transport, freight transport, motor vehicle maintenance, driver training, car rental, supermarket control, and online car-hailing.
The electronic signature database consists of electronic official seals and electronic signatures of bureau leaders, legal department leaders and staff, law enforcement agency leaders and law enforcement case handling personnel. According to the division of law enforcement departments, the hand-signed information of relevant personnel shall be entered separately, and the electronic signature shall be made into an electronic signature, and the Legal Affairs Section of the Transportation Commission shall authorize the use of it according to business needs.
1.5.1 SMS Service System
The SMS service system includes two forms: system SMS and mobile phone SMS: the system SMS is sent to the user's terminal through the network, and the mobile phone SMS is sent to the user's mobile terminal through the wireless service provider.
The functional modules of this part should support two forms: ordinary SMS and MMS:
The SMS system is responsible for completing the general information push service;
The MMS system is responsible for completing the electronic delivery service.
The architecture of the SMS platform includes an integrated SMS sending and receiving module, a system message module and an SMS management center.
1. SMS sending and receiving integration module
The SMS integration module mainly integrates the SMS services of different service providers to realize the functions of mobile phone SMS sending, receiving, approval and so on.
(1) SMS sending
According to the business system call requirements and the type of mobile phone of the staff, the SMS sending and receiving integration module selects different service providers to send SMS, and feeds back the information such as success, failure, and error to the platform.
