On April 12, the National Natural Science Foundation of China issued a total of 15 notices on the results of the handling of misconduct cases in 2024 (the first batch). It involved 15 colleges and universities, including Xi'an Jiaotong University, Tongji University, Central South University, and Shandong University, and dealt with 21 people, mainly involving problems such as asking for entrustment and greetings, arbitraging funds, plagiarizing and plagiarizing other people's fund applications, buying and selling papers and falsifying pictures, and fictitious authors. Relevant personnel will be disqualified from applying for the National Natural Science Foundation of China and participating in the application for 2-5 years.

Recently, after the investigation and deliberation of the Supervisory Committee of the National Natural Science Foundation of China and the approval of the committee meeting of the National Natural Science Foundation of China, the National Natural Science Foundation of China has dealt with the subjects involved in the relevant scientific research misconduct cases. In accordance with relevant provisions, the relevant facts of the case and the outcome of the handling are hereby reported.

1. The Supervisory Committee of the National Natural Science Foundation of China conducted an investigation into the suspected academic misconduct of Beijing University of Civil Engineering and Architecture.

  After investigation, in 2022, the season organized an online meeting, arranged for relevant personnel to collect information on possible fund project review experts, and contacted some experts by Ji Ji and others after the meeting, and in 2023, the season asked a number of potential review experts for the key projects he applied for (unfunded) through phone calls, text messages, WeChat and other forms.

  If there is a problem of interfering with the order of the evaluation of the fund project, which violates the agreement of the "Letter of Commitment of the Applicants and Participants of the National Natural Science Foundation of China", the season shall be responsible for the above problems.

  After the deliberation of the second meeting of the sixth session of the Supervisory Committee of the National Natural Science Foundation of China, and the approval of the 21st committee meeting of the National Natural Science Foundation of China in 2023, it was decided to follow the measures for the investigation and handling of scientific research misconduct in accordance with Article 44, Paragraphs 1 and 4, In the second paragraph of Article 50, the qualifications for applying for and participating in seasonal projects of the National Natural Science Foundation of China shall be cancelled for 3 years (December 26, 2023 to December 25, 2026), and the qualifications for the evaluation of seasonal projects of the National Natural Science Foundation of China shall be cancelled for 5 years (December 26, 2023 to December 25, 2028), and the seasonal notice will be criticized.

2. The Supervisory Committee of the National Natural Science Foundation of China conducted an investigation into Yang Lijun of North China Electric Power University on suspicion of academic misconduct.

  After investigation, Yang Lijun applied for key projects of the National Natural Science Foundation of China for two consecutive years in 2022 and 2023 (none of which were funded), and asked a number of potential review experts by sending emails and other means.

  Yang Lijun has violated the provisions of the Letter of Commitment of Applicants and Participants of the National Natural Science Foundation of China, and Yang Lijun should be responsible for the above problems.

  After the deliberation of the second meeting of the sixth session of the Supervisory Committee of the National Natural Science Foundation of China and the approval of the 21st committee meeting of the National Natural Science Foundation of China in 2023, it was decided to cancel Yang Lijun's application and participation in the National Natural Science Foundation of China project application and participation application for 3 years (December 26, 2023 to December 25, 2026) in accordance with the first paragraph of Article 44 of the Measures for the Investigation and Handling of Scientific Research Misconduct in National Natural Science Foundation of China Projects, and give Yang Lijun a notice of criticism.

  After investigation, the paper involved had the problems of buying and selling experimental research data, using other people's signatures without consent, and marking fund projects in scientific research results unrelated to science fund projects.   It was decided to revoke Chen Zheling's National Natural Science Foundation of China project "Research on the Mechanism of Rho Mediating Breast Cancer Invasion and Metastasis by Regulating MYH9" in accordance with Article 47, Article 42, Paragraph 2, and Article 43, Paragraph 1 of the Measures for the Investigation and Handling of Scientific Research Misconduct of National Natural Science Foundation of China (Approval No. 81802623), recover the allocated funds, cancel Chen Zheling's application for the National Natural Science Foundation of China and his qualifications to participate in the application for 3 years (December 26, 2023 to December 25, 2026), and give Chen Zheling a notice of criticism.

5. The Supervisory Committee of the National Natural Science Foundation of China conducted an investigation into the suspected academic misconduct of two papers published by Zhang Zhongqiang and Tan Xiao of Central South University, and the papers involved are as follows:

  After investigation, some of the pictures in paper 1 are the same as some of the pictures in multiple papers by different people in multiple units but represent different meanings, the pictures involved are from a third party, and the paper has the problem of picture plagiarism; Zhang Zhongqiang, the first author of paper 1, Tong Jingshan, the corresponding author, Tan Xiao, the first author of paper 2, and Tong Jingshan, who provided the pictures involved, should be responsible for the objective results of the problems in the paper.

  In addition, Zhang Zhongqiang included paper 1 in the progress report of the fund project (approval number 81900371) and the application for the fund project (application number 8227033919), and Tan Xiao included paper 2 in the application for the fund project (approval number 82002616), and Zhang Zhongqiang and Tan Xiao should also be responsible for this issue respectively.

The Supervisory Committee of the National Natural Science Foundation of China has investigated two papers related to Tong Jingshan of Xuzhou Medical University (who worked in Xuzhou Medical University after returning to China) and others for suspected academic misconduct, and the papers involved are as follows:

  After investigation, the paper involved had problems of chaotic use of pictures, such as repetition within or between pictures, and the problems of not being able to provide all the original data, marking other people's science fund projects without authorization, using others' signatures without consent, and false corresponding authors and co-authors. In addition, another retracted paper by Li Ming (Li M, et al. PART1 expression is associated with poor prognosis and tumor recurrence in stage I-III non-small cell lung cancer. J. Cancer 2017; 8(10): 1795-1800.) There are also problems of unauthorized labeling of other people's science fund projects and the use of others' signatures without consent. Li Ming should be held responsible for the above problems.

  After the deliberation of the second meeting of the sixth session of the Supervisory Committee of the National Natural Science Foundation of China, and the approval of the 21st committee meeting of the National Natural Science Foundation of China in 2023, it was decided to follow Article 47, Article 40, Article 42, Item 5 of the Measures for the Investigation and Handling of Scientific Research Misconduct of National Natural Science Foundation Projects. Paragraphs 1 and 6 of Article 43 will cancel Li Ming's application and participation qualifications for the National Natural Science Foundation of China for 5 years (December 26, 2023 to December 25, 2028), and give Li Ming a notice of criticism.

8. The Supervisory Committee of the National Natural Science Foundation of China has conducted an investigation into the suspected academic misconduct of two papers published by Shen Shining and others of Zhengzhou University, and the papers involved are as follows:

9. The Supervisory Committee of the National Natural Science Foundation of China conducted an investigation into Wu Yu of Fujian Medical University on suspicion of academic misconduct.

  After investigation, Wu Yu obtained some experimental data and pictures of others during academic exchanges, and when writing his application for the 2023 fund project (application number 8237100127), he directly marked the experimental data, pictures and other achievements of others as the experimental results related to the application project, and wrote them into the application form as a "research basis". Wu Yu has the problem of plagiarizing the research results of others and falsifying the research basis of the application, and should be responsible for the above problems.

  It was decided to cancel Yang Nan's application and participation in the National Natural Science Foundation of China project for 2 years (December 26, 2023 to December 25, 2025) in accordance with Articles 47, 40 and Article 43, Item 6 of the Measures for the Investigation and Handling of Scientific Research Misconduct in National Natural Science Foundation of China, and give Yang Nan a notice of criticism.

14. The Supervisory Committee of the National Natural Science Foundation of China launched an investigation into Li Xiao of Shenzhen University on suspicion of academic misconduct.

  After investigation, Li Xiao used a large number of other people's fund project applications without the knowledge of others to write his own application for 2023 fund projects (application number 8237162197). Li Xiao has the problem of plagiarism and plagiarism of the content of other people's fund project applications, and Li Xiao should be responsible for the above problems.

  After the deliberation of the second meeting of the sixth session of the Supervisory Committee of the National Natural Science Foundation of China and the approval of the 21st committee meeting of the National Natural Science Foundation of China in 2023, it was decided to cancel Li Xiao's 2023 National Natural Science Foundation of China project "Multivalent MUC1 glycopeptide tumor vaccine based on chemical synthesis" in accordance with Article 40 of the Measures for the Investigation and Handling of Scientific Research Misconduct in National Natural Science Foundation of China Projects (Application No. 8237162197) to cancel Li Xiao's application for the National Natural Science Foundation of China and her qualifications to participate in the application for 3 years (December 26, 2023 to December 25, 2026), and give Li Xiao a notice of criticism.

15. The National Natural Science Foundation of China (NSFC) investigated Chi Guotai of Dalian University of Technology on suspicion of illegal use of funds for science fund projects.

  After investigation, Chi Guotai obtained funds for key projects of the Science Foundation (approval number 71731003 by recovering labor fees from students, and the circumstances were more serious, violating the relevant provisions of the "Measures for the Management of Funds for Projects Funded by the National Natural Science Foundation of China", and Chi Guotai, as the person in charge of the project, should be responsible for the above problems.

  After the approval of the first committee meeting of the National Natural Science Foundation of China in 2024, it was decided to revoke the project of Chi Guotai National Natural Science Foundation of China "Research on the Theory and Method of Micro Credit Evaluation in the Big Data Environment" in accordance with Item 5 of Article 35 of the Regulations of the National Natural Science Foundation of China and Item 4 of Article 45 of the Measures for the Investigation and Handling of Scientific Research Misconduct of National Natural Science Foundation Projects (Approval No. 71731003), recover the allocated funds, cancel Chi Guotai's National Natural Science Foundation project application and participation in the application for 5 years (January 9, 2024 to January 8, 2029), and give Chi Guotai a notice of criticism.
