Water, as the source of life and the foundation of ecology, is related to the quality of life of the people and the sustainable development of the city. Songjiang District takes the Huangpu River as a link, connecting 1,646 vertical and horizontal water networks. The water system in the region is developed, but some rivers have poor mobility and poor water quality. Therefore, how to make water flow more cheerfully, improve water quality, and make the water environment look new? Let's take a look at the research notes of Chen Long, Secretary of the Party Group and Director of the Songjiang District Water Affairs Bureau.

Realize "one tide leads to one hundred rivers"
Since the "14th Five-Year Plan", under the strong leadership of the Songjiang District Party Committee and the Songjiang District Government, the water affairs system has always followed the principle of "five water co-governance", and contributed to the high-quality development of "Songjiang New Town" with a higher standard of water ecological civilization construction.
After working in the Water Bureau, I became more and more aware of the important role of water resources dispatch in water environment management. With the acceleration of modernization, the people's demand for a healthy river and lake environment continues to increase. Flowing water does not rot, and the water flows smoothly. How to carry out the smooth flow of living water, how to make water flow more cheerfully, and how to better serve the people of Songjiang are questions that I often think about in my research.
"Heroes by Water Quality"
Dig deep into the way to control the river and manage the water
When I first arrived at the Water Affairs Bureau, I found that the advantages of the Songjiang water system were very obvious, with the Huangpu River as a link, connecting 1,646 vertical and horizontal water systems in series, relying on the historical context of Shanghai's roots, intertwined into a water town between mountains and rivers, people and water. But at the same time, there is also a shortcoming, some small tributaries and small streams, especially the "broken head river", can not play the role of water diversion simply through the switch gate, this part of the river perennial mobility is poor, over time, the river appearance and water quality will not be good.
During the weekday lunch break, I like to go for a walk by the river next to the unit, and I often hear pedestrian conversations along the walk, "The waterfront space environment is very good, but the water in the river does not flow much, if the water can flow, it will add more vitality and vitality to the scenery on both sides of the river." Anglers along the river also say that fish like flowing water, and it would be nice to be able to move the water.
Every time I pass by the river on both sides of Songjiang New Town, I will stop to see how the water environment of the river is looking, observe whether the water in the river is flowing, and how can I make the water flow more smoothly?
What the people want, what the government wants, and what the people want is the driving force and direction of our work. Therefore, I went to the relevant departments to investigate and negotiate, first, to actively promote the construction of "Songjiang New Town Green Ring Water Vein" to create more "waterfront space" to serve the people, and second, to continuously optimize the drainage scheme of each water conservancy control piece, enhance the smooth flow capacity of the river, and continuously improve the regional water quality.
Water quality is the lifeblood of a river or lake. The quality of rivers and lakes is a direct reflection of the quality of work, and it is also the ultimate embodiment of the results of water control. Both water supply and drainage eventually flow into the river, and the health of both water and shore development can ultimately be reflected by indicators of water quality.
"The problem is in the river, the root is on the shore". The purpose is to make this concept of water control form a consensus in our overall situation as soon as possible, so that all cadres and workers can clench their fingers into fists to form a strong joint force for water control, and make the water of 1,646 rivers and lakes in Songjiang better.

Break through the barriers to the smooth flow of living water
After many field investigations and discussions, it was learned that in order to achieve stable improvement of river and lake water quality, the smooth flow of living water is the key. The so-called smooth flow of living water is to first work the word "live" to make the water move. On the premise of ensuring the safety of flood control, it is necessary to make full use of the tidal range with regular fluctuations, and do a good job of the "big mouth gates" along the rivers so that the water in the backbone rivers can flow more actively. Secondly, we should work the word "Chang" to let the water flow. It is necessary to make full use of the two areas of "water conservancy control area" and "rural polder area", coordinate linkage and active intervention, and improve the mobility of river water bodies in the region. Using the scientific scheduling of the polder area and the area, the "small mouth gate" of the polder area is well controlled, so that the water of the small and medium-sized rivers can flow more freely.
During the investigation and visit, it was also found that there are still certain shortcomings in our water environment governance work. In recent years, in order to carry out in-depth water environment governance and water resources dispatching, we have been vigorously promoting the planning and construction of relevant projects. For example, the improvement of backbone rivers such as Youdun Port has made the waterway smoother; the renovation of the Yutang sluice has made the dispatch of water resources more efficient; the transformation and standardization of polder areas have made the management of pump gates more standardized; and in the past three years, a total of 356 high-quality pump gates in rural polder areas have been upgraded.
Last year, combined with Daxing's investigation and research work and adhering to the problem-oriented, I visited the first line of the embankment in the middle and upper reaches of the Huangpu River many times, and surveyed some of the bank sections along the tributary bridges, tributary estuary gates, landscape nodes and other bank sections, so as to truly understand the factors affecting the steady improvement of water quality, take stock of the bottom line, and strive to solve the bottleneck problem of improving the water environment. I believe that only by listening to the voices of the people and solving problems in a prominent position, solving the problems that the masses are most concerned about, and clearing the blockages, unblocking points, and eliminating blind spots, can we truly achieve the effect of solving the people's worries, relieving the people's difficulties, and warming the hearts of the people.
"Pump Gate River Co-synergy"
Promote water resources dispatch to a "higher level"
The three elements of pumps, sluices and rivers are the foundation of our survival, and we must give full play to the synergistic and linkage role to give full play to the maximum functional benefits of water management and water management. Our pumps and gates are numerous and widely distributed, almost scattered in various parts of the Songjiang water system, and the slightest irregularity in management will bring many problems.
For example, in March last year, it was found that the Huachong River pump gate in Dongjing Town was not implemented in accordance with the non-flood season working conditions (the gate is always open) in the "District Water Resources Dispatching Plan". After many times of communication and coordination with Dongjing Town Water Station, pump gate management unit and other relevant departments, a set of technically feasible, economically reasonable, flexible and safe scheduling, and convenient management plan was finally formulated. As a result, the two non-powered drainage channels in this polder area have been fully dispatched, and the water quality has been significantly improved. Dongjing Town has also changed from the original dispatch of each polder area to its own policy, and the scheduling time and frequency are not clear, to the unified scheduling of adjacent polder areas and the linkage of areas.
During the investigation, I also operated the opening and closing of pumps and gates on the spot, and experienced the effect of pumping and sluice linkage dispatching water resources. By asking the pump gate management personnel, I learned that there is a shortcoming in the current pump gate management - the water resource dispatch plan is not refined enough. To this end, we held a symposium to ask the pump gate management units of each street and town to formulate a "one polder and one plan" for water resources dispatch in combination with the actual situation of the polder area, and convened industry departments to conduct professional demonstrations on each plan. Coordinate all streets and towns, break regional boundaries, establish the idea of a game of chess in the whole district, communicate with each other in a timely manner on the source of clean water, the flow direction of water bodies and the place where the drainage goes, support each other, cooperate closely, and constantly improve and optimize the existing plan to achieve more refined management.
In my spare time, I asked my old leader for advice on the smooth flow of living water. I also took the lead in setting up a leading group for the smooth flow of living water in the overall system, and served as the team leader, and went to the frontline of the Yangtze River for many times to conduct field investigations, and continuously strengthened the fine management of water conservancy construction projects. For example, we will cooperate with the promotion of the heightening and reinforcement of the Huangpu River to improve the flood control capacity of the middle and upper reaches of the embankment, continue to promote the reconstruction and expansion project of the gate along the river, and speed up the construction of the risk removal and reinforcement of the sick and dangerous sluices, launch the "water ETC" with innovative measures to realize the intelligent management of ship navigation, supervise the sluices along the line with information and tilt the subsidy funds, and take the construction of "smart water" as the guide to realize the "one network unified management and one screen view", so as to effectively promote the smooth flow of living water.
In 2023, the water environment of the whole district will continue to be updated and improving: 93.7% of the water quality of the monitored sections of rivers and lakes in 507 urban areas and towns will be better than Class III, an increase of 6.2% over previous years. At present, our water affairs department is also actively building more happy rivers and lakes around the people, such as the "dragon boat race" held in Huating Lake during the Dragon Boat Festival last year, the construction of the "new city green ring water vein", the creation of "waterfront space", etc., all of which are trying to meet the daily life needs of Songjiang citizens and continuously improve Songjiang citizens' satisfaction with the water environment.
In the next step, I will continue to maintain a realistic and pragmatic attitude, lead team members and party members and cadres to often go to the front line of water embankments to investigate, actively respond to the concerns of the masses, strive to achieve "one tide of water to a hundred rivers", and strive to provide solid water support for the construction of a modern new Songjiang with "science and technology, civilization and ecology".
