First, the safety production situation

In the first quarter of this year, the overall situation of production safety in the country was stable, mainly showing the characteristics of "three declines and two stability".

The "three declines" are: the total number of accidents has decreased, the number of major accidents has decreased, and the number of major accidents has decreased. A total of 3,570 accidents and 3,359 deaths occurred nationwide, with the number of accidents and fatalities falling by 36.9% and 27.9% respectively year-on-year. Among them, there were 76 major accidents, a year-on-year decrease of 2 cases or 2.6 percent, and 4 major accidents and 82 deaths, a year-on-year decrease of 1 case and 31 people.

The "two stability" means that the security situation is stable in most regions and the security situation in most industries and fields. From a regional point of view, 27 of the country's 32 provincial-level statistical units had a year-on-year decline in the number of accidents and fatalities. From the perspective of key industries, the number of accidents and fatalities in eight industries, including coal mining, chemical industry, industry and trade, fireworks, construction, road transport, railway transport and air transport, have "both declined" year-on-year, and no major or above accidents have occurred in industries such as fireworks, railway transportation, air transportation and agricultural machinery.

At the same time, it should also be noted that some industries are still with prominent risks and frequent accidents, exposing some deep-seated contradictions and problems, and the safety production situation is still relatively grim. Second, the situation of natural disasters

In the first quarter of this year, natural disasters on the mainland were mainly low-temperature, rain, snow, and freezing disasters, earthquakes, and geological disasters, and droughts, hailstorms, floods, sandstorms, and forest fires occurred to varying degrees. Various natural disasters have caused a total of 10.379 million people in 26 provinces (autonomous regions and municipalities) to be affected to varying degrees, 79 people died due to disasters, 111,000 people were urgently relocated, 66,000 houses collapsed or damaged, 9.443 million hectares of crops were affected, and direct economic losses were 23.76 billion yuan.

In the first quarter, the natural disasters in the country mainly showed the following characteristics: First, the low temperature, rain, snow and freezing disasters lasted for a long time, affected a wide range, and suffered heavy losses. Third, the concept of safe development has been further rooted in the hearts of the people. On March 13, a gas accident occurred in Yanjiao, Hebei Province, resulting in 7 deaths and 27 injuries, and accidents caused by damage and leakage of gas pipelines caused by third-party construction and excavation in some places also occurred from time to time. In addition, the risk of fire accidents in some places is relatively high in the "nine small places", hospitals, schools and nursing homes. The first is to strictly "four noes and two straights" open investigation and covert visits. A total of 1,327 enterprises in key industries and fields were randomly inspected by means of random multi-line unannounced visits and on-site visits and verifications, and 5,580 hidden dangers were found, including 141 major hidden dangers, which were handed over to the local authorities for timely rectification.

The second is to innovatively carry out "dissecting sparrows" type of investigation and research. Drawing on the practice of accident investigation, from the aspects of enterprise safety management, the performance of duties by the main person in charge, the guidance service of third-party intermediaries, and the supervision and law enforcement of relevant departments, the "dissecting sparrows" investigation was carried out on 44 enterprise units with major hidden dangers, and efforts were made to solve the problem that the hidden dangers of major accidents could not be found and eliminated.

The third is to strengthen warning education through exposure. Fourth, promote the implementation of local work. Of course, we also found some common problems in the open investigation and covert visits:

First, the main responsibility for production safety of enterprise units is not in place. The main person in charge of some enterprises did not perform their safety production duties, went through the motions in safety production inspection, discounted safety investment, and "two skins" of safety system and daily management, and some responsible persons were even absent from their posts for a long time, and passed on the responsibility for safety production through entrustment and agreement.

Second, the hidden dangers of major accidents in individual industries are relatively prominent. The investigation and management of potential safety hazards in some mines, hazardous chemicals, urban gas, transportation enterprises, restaurants, hotels and other densely populated places is a mere formality, and the hidden dangers of major accidents are always cured, and problems such as illegal fire operations and blocking emergency evacuation channels have been repeatedly prohibited.

Third, the socialized service institutions for safe production have not played an effective role. Some intermediaries do not have a strong sense of responsibility, do not have a high professional level, do not carry out safety evaluation seriously and responsibly, turn a blind eye to obvious risks and hidden dangers, do not evaluate the hidden dangers of major accidents, and lack continuous service guidance for enterprises.

In addition, there are also problems in the implementation of individual key tasks. The progress of the three-year action of individual grass-roots governments and relevant departments to promote the root cause of production safety has been slow, and the special rectification work of mines, hazardous chemicals, and urban gas has not achieved obvious results in some areas.

In the next step, the Office of the State Council Safety Committee will intensify supervision and rectification in response to the above problems, conduct in-depth and systematic analysis of typical cases, and further promote the strengthening of safety production in key areas and key industries.
