The National Institute of Natural Disaster Prevention and Control of the Ministry of Emergency Management (hereinafter referred to as the National Institute of Natural Disaster Research) is the first national scientific research institution for comprehensive prevention and control of natural disasters in mainland China and a scientific and technological innovation and technical support platform for emergency management. According to the needs of the work, the National Institute for Disaster Research plans to openly recruit staff, and the relevant matters are hereby announced as follows:

1. Recruitment positions and numbers

This open recruitment involves 33 positions, and plans to recruit 24 fresh graduates (20 students from outside Beijing, 4 students from Beijing), and 10 social in-service (including postdoctoral outbound) personnel.

Second, the scope of recruitment

Fresh graduates (excluding military academy graduates, orientation students or commissioned training graduates, and <境>graduates studying abroad) are under the age of 35 (born on or after January 1, 1989). Among them, students from outside Beijing must meet the requirements for applying for employment and settlement in Beijing, and master's students must be no more than 30 years old (born on or after January 1, 1994) and doctoral students should not be more than 35 years old (born on or after January 1, 1989). Beijing students refer to those who already have a permanent residence in Beijing, excluding the collective household registration of Beijing universities. The corresponding academic degree certificate must be obtained within the time limit prescribed by the state.

Employees are generally not more than 35 years old (born on or after January 1, 1989) and have a permanent residence in Beijing. Among them, the age of doctoral students or sixth-level management positions is relaxed to 40 years old (born on or after January 1, 1984), and the age is relaxed to 45 years old (born on or after January 1, 1979) for those with deputy senior or above professional and technical titles or five-level management positions equivalent to the position level. Postdoctoral personnel are not more than 35 years old (born on or after January 1, 1989) and must be postdoctoral personnel in 2024.

The professional conditions required for the recruitment position are the majors corresponding to the highest academic qualifications obtained by the applicants.

III. Eligibility

(1) Have the nationality of the People's Republic of China, support the Constitution of the People's Republic of China, and support the leadership of the Communist Party of China and the socialist system;

(2) Have a firm political stance, deeply understand the decisive significance of the "two establishments", enhance the "four consciousnesses", strengthen the "four self-confidences", and achieve the "two safeguards", and maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping as the core in terms of ideology, politics and action;

(3) Have good moral character;

(4) Love the cause of emergency management, be able to adapt to the needs of emergency management and the professional characteristics of high load, high risk and high pressure;

(5) Have the basic qualities, academic qualifications, professional abilities, physical conditions and psychological qualities that match the position;

(6) Meet other requirements required by the post;

(7) Those who have any of the following circumstances are not allowed to apply for the examination:

1. Those who have received criminal punishments, expulsion from the Party or school, or other Party discipline and government sanctions;

2. Those who are currently undergoing disciplinary review or are under investigation for suspected violations or crimes;

3. They have been entered into the list of targets for joint disciplinary action for untrustworthiness in accordance with law;

4. Those who have been found to have committed fraud or other serious violations of examination and recruitment discipline in national statutory examinations or in the recruitment of civil servants and public institutions at all levels, and are still in the period of prohibition from examinations;

5. Have had academic misconduct or other negative behaviors;

6. Those who have been punished by a unit at or above the department level during their time at the school;

7. The employment constitutes a recusal relationship;

8. Other circumstances where laws and regulations provide that they must not be hired as staff of public institutions.

4. Recruitment procedures and requirements

(1) How to register.

From the date of the announcement to 17:00 on April 25, 2024, the applicants will send the "Registration Form for Open Recruitment of Personnel of the National Institute of Natural Disaster Prevention and Control of the Ministry of Emergency Management" and the electronic version of relevant application materials to the designated mailbox for open recruitment of our hospital: [email protected]. Each person is limited to one position, and all application information cannot be modified once submitted. Applicants shall provide complete, true and valid personal information as required. If there are husband and wife, direct blood relatives, collateral blood relatives within three generations, close in-law relatives and other relatives who are employed in our unit, or who serve as the director of the Ministry of Emergency Management and above leading cadres and leaders of public institutions affiliated to the Ministry of Emergency Management, they must fill in truthfully and take the initiative to report. If false information is provided or concealed, once verified, the qualification for application and employment will be cancelled immediately.

Social in-service (including postdoctoral outbound) personnel need to submit the following materials: registration form, personal resume, ID card (double-sided), degree certificate, professional title certificate, award certificate, English proficiency certificate, etc., Beijing household registration personnel please provide a scanned copy of the household registration book (home page and personal page). Please name the subject of the email and your resume: name + professional name (major code) + education + highest degree graduated from college + department and position (social incumbents/postdoctoral outbounds).

(2) Qualification review.

According to the application conditions and job requirements, the qualification of the candidates will be reviewed. The ratio of the number of people who have passed the qualification examination for the same position to the number of people planned to be recruited for the position reaches 3:1 before the examination can be opened. After the registration deadline, if the proportion of the examination is not reached, the recruitment plan for the position will be reduced or cancelled.

For disaster risk simulation and prevention, disaster risk monitoring and early warning, fire risk weather and climate forecasting, weather and climate simulation and disaster big data analysis, urban disaster risk investigation and assessment, strategic planning research, For 8 positions such as comprehensive management that recruit social in-service (including postdoctoral outbound) personnel, the number of people who have passed the qualification examination for the same position and the number of planned recruits for the post should generally form effective competition, and the positions that cannot form effective competition shall be determined by the collective research of the leadership team of the unit whether to organize the professional ability level review according to the actual number of people who have passed the qualification examination. Our institute will organize an expert committee to evaluate the professional ability, development potential, and job matching degree of the candidates, with a full score of 100 points and a passing score of 60 points. After passing the professional ability level assessment, the candidates will not be tested and will directly enter the interview.

(3) Written examination.

For fresh graduates and social in-service personnel applying for personnel management and financial management posts, the written examination will be conducted uniformly. The written test mainly tests the political theory level, basic professional quality and related abilities required for the performance of the position, with a full score of 100 points and a passing score of 60 points. Only those who have passed the written test can be eligible for the interview.

(4) Interview.

In the same recruitment position, according to the written test results from high to low, according to the number of participants in the interview and the number of people to be recruited 3:1 ratio to determine the candidates for interview (if the written test scores are tied, enter the interview together). If it is less than 3:1, the actual participants in the interview shall prevail. If the applicant fails to pass the qualification review or gives up the interview qualification due to personal reasons, among the candidates who have the interview candidate qualifications for the position, they will be replaced in order according to the written test results from high to low. Applicants who voluntarily give up the interview should submit a waiver statement. The interview announcement will be published on the official website of the National Institute for Disaster Research.

Before the interview, the psychological quality of the candidates will be assessed, and the results of the assessment will not be included in the total score of the examination. The interview adopts the method of defense, which mainly tests the professional quality and comprehensive ability required for the position to be hired, with a full score of 100 points and a passing score of 80 points. Only those who have reached the passing score in the interview can be eligible for physical examination.

(5) Physical examination and inspection.

The comprehensive score is calculated according to the proportion of 40% of the written test score and 60% of the interview score. For positions that do not have a written test, the interview score is a comprehensive score. According to the comprehensive results from high to low, according to the ratio of 2:1 between the number of physical examination and the number of employees planned, the physical examination objects are determined. If it is less than 2:1, the actual entry of the physical examination shall prevail. If the candidate fails to pass the physical examination or voluntarily gives up, it will be replaced in order from the highest to the lowest comprehensive score. Applicants who voluntarily give up the physical examination shall submit a waiver statement.

The physical examination shall be conducted in accordance with the current general standards for physical examination for civil servants. The inspection work takes the form of consulting personnel files, individual conversations, etc., and comprehensively inspects the applicants' compliance with discipline and law, ability and quality, learning performance, integrity and self-discipline and job matching, and reviews and verifies the qualifications of the candidates.

(6) Publicity.

According to the examination, physical examination, and inspection, adhere to the principles of fairness and justice, suitable personnel and posts, and selection of the best among the best, in-depth investigation and comparison, comprehensive analysis and judgment, and select the best personnel to be hired. The list of personnel to be hired shall be publicized on the public recruitment service platform of public institutions affiliated to the central and state organs, the official website of the Ministry of Emergency Management and the official website of the National Institute of Disaster Research, and the publicity period shall be 7 working days.

(VII) For Lian.

After the expiration of the publicity period, if there are no problems or the problems reflected do not affect the employment, the employment formalities shall be handled after reporting in accordance with the regulations;

A probationary period system shall be implemented for new recruits, and the probationary period shall be determined in accordance with relevant regulations. Those who pass the probationary period shall be formally employed; those who fail to meet the requirements shall be cancelled.

5. Precautions

(1) The qualification review will run through all aspects of the whole process of open recruitment. Applicants shall be responsible for the authenticity of the materials provided, and if there are incomplete materials, false information or other materials that do not meet the requirements of the announcement, their qualifications for application or employment shall be cancelled. Those who provide false materials or forge or alter relevant certificates, materials, or information to defraud examination qualifications will be dealt with in accordance with the "Provisions on the Handling of Violations of Discipline and Regulations in Public Recruitment by Public Institutions" once verified.

(2) Implement a recusal system for open recruitment. Applicants who have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close relationship by marriage with the responsible personnel of our unit shall not apply for a position that has a direct subordinate relationship with the responsible personnel of our unit, or a position in personnel, finance, auditing, discipline inspection and supervision, as well as the circumstances required by the "Provisions on the Recusal of Personnel Management of Public Institutions".

(3) This open recruitment will decide whether to hire through written examinations, interviews, and physical examinations, and the results of comprehensive consideration of the degree of matching between the candidates and the position. Our unit reserves the right to cancel the recruitment position.
