The construction of a community of social governance is an intrinsic requirement for promoting Chinese-style modernization. The social governance community is a community of responsibility based on emotional identity, action exchange, survival interdependence, and value co-creation of multiple subjects, and has the connotation of construction at four levels: system, resources, value, and action. It is necessary to lead the construction of the organization with party building, build consensus, gather joint forces, gather resources, work together to promote the construction of a social governance community, transform institutional advantages into governance efficiency, and enhance the sense of belonging, security and happiness of the masses.
Strengthen the guidance of party building and improve the organizational system of grassroots social governance. In the context of the enhancement of social mobility and the intensification of social atomization, it is necessary to promote organizational integration and promote the construction of grassroots social governance community through party building to lead organizational construction. Grassroots Party organizations are the "backbone" of social governance, and play the role of the core of leadership in overseeing the overall situation and coordinating all parties. General Secretary Xi Jinping emphasized during the investigation at the grassroots level, "The key to good governance at the grassroots level lies in the grassroots party organizations and the majority of party members." "In the process of improving the grassroots social governance system, it is necessary to give full play to the leading role of grassroots party organizations and the vanguard and exemplary role of party members, and build an organizational system of mass autonomy and party-mass co-governance under the guidance of party organizations.
Build social consensus and cultivate the value identity of the grassroots social community. Common values and emotional identity are powerful spiritual driving forces for building a community of social governance. It is necessary to carry forward the core values of socialism, adhere to values such as "people first", construct the identity of members of the social governance community and the code of conduct, and imperceptibly influence the values of society through the concept of community, and resolve the differences in value orientation of grassroots society. Through effective measures such as promoting traditional Chinese virtues, cultivating a culture of good-neighborliness and friendly neighborliness, inheriting good family customs and family education, and improving village rules and conventions (community conventions), the sense of community of the village (community) is condensed and the endogenous power of co-construction and co-governance is stimulated.
Gather the joint force of co-governance, and improve the collaborative governance mechanism of multiple entities. The construction of a social governance community requires all subjects to return to their respective positions and assume their responsibilities to stimulate the vitality of the whole society's participation. It includes not only party committees and governments, enterprises and institutions, industry associations, mass organizations, social organizations and other organizational subjects, but also specific individuals and scattered groups, and orderly integrate these differentiated and pluralistic subjects into the construction of a social governance community. In view of the cross-border, related, and complex characteristics of current grassroots contradictions and disputes, promote the formation of people's mediation as the foundation, with the complementary advantages and coordination and linkage of all types of mediation entities, to enhance the joint force for the prevention and resolution of grassroots social contradictions and disputes. Implement the model of "friendly neighbors and co-governance" in villages (communities) to provide the masses with livelihood services such as neighborhood watch. Establish party committees for new industries such as express logistics, takeaways, and e-commerce, and guide new employment groups to actively integrate into the grassroots governance community.
Gather multiple resources to build a resource community for co-construction and sharing. Effectively integrating all kinds of social resources that are "fragmented" at the grassroots level is the proper meaning of the grassroots social governance community. How can we skillfully use this "needle" to string together a thousand "threads"? Through such mechanisms as the linkage of "government, enterprises, and societies" and the "linkage of five societies," we should promote the integration of resources at the grassroots level and realize the transition from "fighting alone" to "managing by all employees" from the person in charge of the party committee and government or the personnel in charge. Adhere to and develop the "Fengqiao experience" in the new era, effectively promote the integration of grassroots petition and stability maintenance, comprehensive management, public security, law enforcement and judicial resources, and better maintain grassroots social stability.
