During the three years I have worked in the Oroqen Autonomous Banner, I have realized that in order to do a good job here, a foreign cadre should pay attention to the following issues:

(1) It is necessary to establish the spirit of serving the Oroqen people and overcome the idea of being a guest. In the past, the Oroqen nation was brutally oppressed by the Kuomintang reactionaries and the Japanese puppeteers for a long time, and was relatively backward in all aspects, so it could not demand the Oroqen autonomous banner as it did in other areas, and should regard how to help the Oroqen nationality shake off its backward state and build the Oroqen autonomous banner well as its glorious political task. Because they lacked this spirit, some comrades were not at ease in their work and demanded that they be transferred to other areas, believing that "it is inconvenient to eat, wear, and have fun in this place," that "it is a great difficulty to build roads and railways and install electric lights," and that "no one knows about the hard work in this place."

They regard the cooperatives that the Oroqen people love and cherish the most as "small shops" and the health centers that are the most important in the hearts of the Oroqen people as "medicine shops." They cannot see the great future of the Oroqen Autonomous Banner in the future, and they are not interested in everything in the Oroqen Autonomous Banner, so it is impossible for them to do their work well.

The way to overcome this kind of "guest" mentality is to regularly criticize the party and the league and strengthen the ideological education on communism among the party, league members, and ordinary cadres. In addition, it is necessary to educate foreign cadres when they first arrive, explain to them the importance of the work of the Oroqen Autonomous Banner, and introduce some materials and newsletters about the Oroqen nationality, which will have a great effect on calming their work mood. Because the party branch attaches great importance to this aspect of work, there has been a significant improvement. Experience has proved that some people who did not attach importance to working in the Oroqen Autonomous Banner have been able to work actively and diligently after criticizing the idea of "being guests."

(2) Learn the Oroqen language. After overcoming the idea of "being a guest", not knowing Oroqen will cause a great loss to work. This is especially true for those who are in constant contact with the masses and teach. For example, the teachers of the Oroqen Primary School made this clause in the Patriotic Pact: "We are determined to learn the Oroqen language, be familiar with their customs, lifestyles, and psychological state, and create convenient conditions for work." After such a determined study, two of the five Dahur teachers are fully able to teach in Oroqen, while the other three are not familiar with it and continue to study hard. This creates a lot of convenience for work.

(3) It is necessary to implement the ethnic policy and respect the customs and habits of ethnic minorities. If you work in areas inhabited by minority nationalities and do not understand the ethnic policy, or if you understand it and do not implement it, you will be able to detach yourself from the masses and do your work. For example, the Oroqen hunters like to drink, and some people are dissatisfied with this, and want to use impatience to change their habit of drinking more at once, and the result is naturally inevitable to hit the nail. Experience has shown that the change of old habits cannot be accomplished in a day or two, and as soon as the political consciousness of the masses is raised, they will rise up and reform the old habits themselves. For example, after realizing the importance of forest protection and fire prevention, the Oroqen hunters themselves proposed: during the fire prevention period, it is forbidden to drink alcohol and smoke. In addition, it is necessary to pay attention to some minor problems, such as the fact that there are no wells in the Oroqen tribes, and they completely eat the spring water and stream water in the high mountains, and if you do not pay attention and wash your face and other things in the spring water and stream water, it will cause them great dissatisfaction. For example, if we don't understand the etiquette of the Oroqen people, shaking hands with them will also cause dissatisfaction. Therefore, it is important to study ethnic policies and be familiar with the customs and habits of the Oroqen people.

(4) The need to have the spirit of hard work. Hard work is the general condition for us to do a good job, but in the Oroqen Autonomous Banner is even more important. To work here, you have to learn to ride a horse, and you have to be prepared to fall. In the rainy summer season, the roads are full of mud, and even the best Oroqen hunter riders have to stumble when walking in the mountains. In addition, there are many mosquitoes and large grasshoppers in the Oroqen Autonomous Banner, and there is a great shortage of vegetables, all of which inevitably cause some difficulties in daily life. But these difficulties can be overcome. As long as we strengthen our will to serve the Oroqen people and give full play to our revolutionary perseverance, we can overcome any difficulties in life.
