In order to effectively do a good job in the enrollment of ordinary high schools in our state in 2024, strengthen enrollment management, and consolidate and improve the popularization of high school results, this work plan is formulated in accordance with the requirements of the Provincial Department of Education's "Notice on Doing a Good Job in the Enrollment and Admission of Ordinary High Schools in 2024", combined with the actual situation of our state.

1. General requirements

Comprehensively implement the party's education policy, in accordance with the general requirements of "stability first, stability and progress", adhere to the principle of "all should be reported, all should be examined, all should be recruited, and all should be unified", strengthen the diversified development orientation of high school schools, focus on the two major tasks of popularization and quality improvement, strictly manage enrollment plans, standardize enrollment order, promote educational fairness, steadily improve the quality of school running, and do a good job in education that satisfies the people.

II. Enrollment Plan and Admission Batch

The enrollment plan of ordinary high schools shall be determined by the education and sports bureaus of each county and city according to the layout of ordinary high schools in the county, the conditions for running the school, the quality of the school, the scale of the school, the number of junior high school graduates, and the completion rate of the enrollment plan of the previous year. The enrollment plan of the state general high school is determined by the state education and sports bureau. In order to promote the high-quality and balanced development of compulsory education, in accordance with the general requirements of "taking the lead in stability and seeking progress while maintaining stability", we will steadily promote the work of high-quality ordinary high school indicators in schools. The 2024 general high school enrollment is divided into early batch, first batch, second batch, and third batch.

3. Candidates' voluntary filling and enrollment and admission methods

Ordinary high school enrollment is carried out on the student side of the enrollment management system of junior high school in Yunnan Province, and the candidates themselves log in with their student registration number and password, and log in with their test number and password during the volunteer filling period, and select the school according to the volunteer batch and fill in the volunteer. The school will do a good job in guiding candidates to fill in the voluntary application, and the admission work will be managed by the state and county admissions and examination offices. The candidate's place of belonging is subject to the registration place for the junior high school academic proficiency test, and the candidate's choice cannot be changed once the candidate's application is confirmed and submitted online. In accordance with the enrollment plan and the converted results and comprehensive evaluation of the students' junior high school academic proficiency examinations, each high school will be given priority in the same batch according to the scores, and will be compared in the order of the first order of choice. Once a candidate has been admitted to a school, other schools are not allowed to admit the candidate.

Fourth, work discipline and requirements

(1) Strengthen organizational leadership. The competent departments of education of all counties and cities, enrollment examination bodies and relevant schools should improve their political positions, strengthen organizational leadership and overall planning of work, conscientiously do a good job in the planning and deployment of enrollment work, improve institutions, clarify responsibilities, strictly enforce discipline, improve measures, and earnestly do a good job in all aspects of enrollment publicity, registration confirmation, examination organization, voluntary filling, admission, etc., to ensure that the state's ordinary high school enrollment examination work is carried out safely and orderly, so that it is open and transparent, fair and just, and in good order. All localities and schools should fully understand the importance and sensitivity of enrollment work, strengthen the interpretation of enrollment policies, respond to the concerns of students, parents and society in a timely manner, and do a good job of publicity and guidance in a targeted and thorough manner on hot and difficult issues that are widely concerned by the masses. It is necessary to vigorously carry out life planning education, reasonably guide junior high school graduates to scientifically choose high school schools according to their personal aspirations and academic achievements, and guide candidates to fill in their volunteers. Risks that may arise in the process of policy implementation should be carefully studied and judged in advance, and emergency plans should be studied and formulated to resolve them in a timely and effective manner.

(2) Strengthen enrollment management. All counties and cities should make overall plans for enrollment work, report on the completion of the enrollment plan at the high school stage and the advancement of junior high school graduates, form effective supervision of all aspects and the whole process of the enrollment examination, maintain the rigid constraints and work requirements of the enrollment plan, and ensure the completion of the enrollment plan. After receiving compulsory education, the children of relocated persons may take the junior high school academic proficiency test and apply for the examination of ordinary high schools in the place of inflow, and all counties and cities should formulate admission measures in light of actual conditions. Candidates who return to their hometowns to participate in the admission will be admitted by the county or city according to the minimum admission control line set by the county or city after the admission of the county or city school. Those who return to their hometowns outside the province to participate in high school admissions shall be implemented in accordance with relevant regulations. The enrollment of ethnic high school classes shall be carried out in accordance with the prescribed registration conditions, scope and allocated quotas.

(3) Strict enrollment discipline. Strictly implement the "nine strict prohibitions": It is strictly forbidden to organize enrollment in advance, enrollment without examinations, enrollment beyond the plan, and enrollment across regions in violation of regulations in any form; it is strictly forbidden to mix enrollment between schools and handle transfer in violation of regulations after enrollment; it is strictly forbidden for private schools participating in public schools to solicit students in the name of public schools; it is strictly forbidden to jointly organize all kinds of examinations with social training institutions for the purpose of selecting students, or to use the results of examinations organized by social training institutions as the basis for enrollment; it is strictly forbidden to use high material rewards, exemption of tuition fees, and It is strictly forbidden to recruit students who have already been admitted to secondary vocational schools; it is strictly forbidden to recruit students who are borrowed, whose registration is separated, or whose student registration is empty; it is strictly forbidden to collect school choice fees, sponsorship fees linked to enrollment and enrollment, and to collect tuition fees across semesters; and it is strictly forbidden to publicize, publicize, and hype the "top scorers" in the high school entrance examination and the admission rate. All schools shall not sign enrollment agreements or letters of intent for admission with junior high schools, candidates and parents, and resolutely prohibit any school or teacher from acting against the will of candidates and forcing students to volunteer. All high schools are not allowed to admit candidates who have not taken the junior high school academic proficiency test, and all public high schools in the state are not allowed to admit students who choose to choose schools.

(4) Regulate private enrollment. The enrollment of private schools shall be included in the unified management of the education administrative department and the enrollment examination body, and the enrollment shall be carried out in strict accordance with the approved enrollment plan, scope and other requirements, and the information such as the fee standard and school address must be clarified before enrollment, and widely publicized in the enrollment area. It is strictly forbidden to recruit students who have been admitted according to their voluntary applications, to make false publicity in violation of regulations, to interfere with students' filling in their volunteers, to enroll students in advance without authorization, to compete for students by improper means, to buy and sell or disguised to buy and sell students or student status, and to separate their status. If it is necessary to adjust the enrollment plan due to changes in the source of students, it must be reported to the State Education and Sports Bureau for approval. For schools with serious violations, punishment of deducting enrollment plans, stopping enrollment in the current year, and even revoking the school's license will be given as appropriate.

(5) Strict management of student status. The enrollment results of the state recruitment and examination office are the only basis for establishing the student status of ordinary high school students, and the school shall not register students who have not gone through the admission procedures of the state recruitment and examination office, and the education administrative department shall not recognize them. According to the admission roster, each ordinary high school shall complete the registration of ordinary high school registration in a timely manner after the start of the school year, which shall be reviewed by the State Education and Sports Bureau and recognized by the Provincial Department of Education. All counties, cities, and schools must use the enrollment management system for junior high schools in Yunnan Province to carry out closed-loop management of the whole process of registration, voluntary filling and admission of ordinary high schools. The state admissions and examination agency is responsible for organizing the enrollment and admission of public and private ordinary high schools, and organizing the admission according to the converted results of the candidates' voluntary and academic proficiency examinations.

(6) Implement the bonus point policy. In accordance with the relevant provisions of Honghe Prefecture Ordinary High School Enrollment and Admission Bonus Care, candidates shall submit an application, fill in the "Honghe Prefecture Ordinary High School Enrollment and Admission Bonus Care Registration Form", and report to the county and city recruitment office for review and confirmation within the specified time after the relevant departments sign the opinion, the handler signs and stamps the official seal of the unit, or presents the original written certificate issued by the relevant departments, and the school and class have no objection to the publicity.
