1. Attach great importance to the prevention and control of the epidemic during the May Day holiday and in spring and summer

At present, the epidemic situation of infectious diseases in the mainland is generally stable. The global epidemic caused by the JN.1 variant of the new coronavirus has passed its peak and dropped to a low level, and the new crown epidemic in mainland China continues to maintain a low-level wave epidemic trend, but the new crown virus is still mutating, and the epidemic still has a certain degree of recurrence. The prevention and control of some infectious diseases in mainland China is facing new situations and new characteristics, the influenza epidemic in some areas has not yet fallen back to the level of the same period in previous years, the pertussis epidemic has shown a rapid growth trend, the number of reported cases of hand, foot and mouth disease has increased significantly, and the common epidemic of multiple diseases has become the norm. Dengue fever and measles have rebounded in many countries and regions around the world, and the risk of overseas epidemics being imported to the mainland has increased. The increase in the mobility of people and the increase in gathering activities during the May Day holiday may increase the risk of epidemic transmission, and the task of prevention and control is arduous and complex. All localities and departments should attach great importance to it, always put the prevention and control of key infectious diseases such as the new crown in a prominent position, do not slack off in thinking, do not relax prevention and control, and do not increase measures, resolutely keep a close eye on it, and make unremitting efforts, solidly promote the implementation of various prevention and control measures, continue to maintain the overall stability of the epidemic situation, and create a good environment for economic and social development.

2. Strengthen epidemic prevention and control at ports

All ports should pay close attention to the global epidemic of key infectious diseases such as new crown, dengue fever, measles, malaria, etc., especially the epidemic situation of infectious diseases in neighboring countries and regions and key source countries, and constantly improve relevant plans and plans in accordance with the principle of "one country, one policy, one disease, one port, one policy". Departments such as for disease control and prevention, health, and customs should strengthen information sharing, and promptly grasp the epidemic trends and pathogen mutations of key infectious diseases such as the new crown. 3. Strengthen monitoring, early warning, investigation and handling

All localities should continue to implement multi-channel monitoring of the new crown such as case reports, fever clinics, sentinel hospitals, and virus mutations, as well as multi-pathogen surveillance of respiratory infectious diseases, and promptly grasp the epidemiological characteristics and changes in the pathogen spectrum of respiratory infectious diseases in the mainland. All localities should carry out monitoring and early warning work in combination with the epidemic characteristics of infectious diseases in spring and summer and local conditions, strengthen the monitoring of school clusters of intestinal infectious diseases such as hand, foot and mouth disease, strengthen pathogenic monitoring and analysis in areas where the epidemic of whooping cough is rising, and strengthen the monitoring of vector organisms in areas where the epidemic of mosquito-borne infectious diseases such as dengue fever and malaria is rising. All localities should dynamically carry out comprehensive analysis and assessment of the epidemic situation, and promptly grasp the epidemic characteristics and development trends of infectious diseases. After the outbreak of an epidemic, promptly do a good job of investigation and handling, strengthen the epidemiological investigation of cases, report information on the epidemic situation of infectious diseases in accordance with relevant requirements and laws and regulations, and do a good job of reporting cluster epidemics and public health emergencies, so as to achieve early detection, early reporting, and early handling.

4. Strengthen medical treatment for infectious diseases

All localities should make preparations for medical treatment and response according to the local epidemic situation of infectious diseases in spring and summer, strengthen the training of medical personnel, and improve the ability to identify and diagnose infectious diseases in the early stage. Strengthen the management of medical services, strengthen the implementation of the first diagnosis responsibility system, do a good job in the "May Day" holiday fever clinic, emergency and other medical emergency duty arrangements, and select experienced medical personnel on duty to ensure that medical services are stable and orderly.

5. Strengthen vaccination

All localities should continue to do a good job in vaccination, take vaccination in the national immunization program as the current key work, strengthen the monitoring and evaluation of the vaccination rate around the core goal of the national immunization program vaccination rate of not less than 90%, and conscientiously organize and carry out the work of checking for omissions and making up for vaccination. 6. Strengthen epidemic prevention and control in key institutions

All localities should strengthen epidemic prevention and control in institutions such as for the elderly, childcare, schools, and social welfare, and urge them to do a good job of daily protection and health monitoring. Guide childcare establishments and schools to implement measures such as morning and afternoon inspections, health education, environmental disinfection, and tracking and registration of absenteeism due to illness, strengthen the management of food and drinking water, strictly prevent the occurrence of cluster epidemics, and truly ensure the health of students and campus safety. Guide elderly care establishments and social welfare establishments to strengthen the management of visits by outsiders, the elderly and children returning home and to hospital, and those with symptoms such as fever, cough, and diarrhea should promptly seek medical attention for investigation, so as to reduce the risk of the introduction and spread of the epidemic.

7. Strengthen epidemic prevention and control for travel and tourism activities

All localities should guide passenger terminals to increase or open entry and exit stations and security inspection channels in a timely manner according to changes in passenger flow, guide passengers to enter and exit stations in an orderly manner, and wait for buses (ships and planes), strengthen the cleaning, disinfection, ventilation and ventilation of passenger terminals, highway service areas and toll stations, and transportation vehicles, and advocate that passengers scientifically wear masks when entering passenger terminals and taking public transportation. Tourist attractions in all regions should timely and dynamically divert the flow of passengers, avoid large-scale gatherings of people in indoor venues, do a good job in cleaning and disinfection, ventilation and ventilation of crowded and confined places such as indoor tourism venues and indoor venues, and appropriately increase the frequency of cleaning and disinfection of frequently contacted public supplies and equipment and facilities. 8. Strengthen publicity and education

All localities should release information on the epidemic in a timely, accurate, and objective manner, do a good job of scientific interpretation and health tips, carry out targeted publicity on prevention and control knowledge and health education, vigorously advocate healthy lifestyles, and strive to increase the public's awareness of self-protection and timely medical treatment. Guide travelers to understand the epidemic situation of infectious diseases at their destinations in advance, make protective preparations before, during and after arriving at their destinations, and implement protective measures such as wearing masks scientifically, washing hands frequently, and preventing mosquito bites. People with respiratory symptoms such as fever and cough are encouraged to avoid participating in group activities or going to crowded places. Pay close attention to public opinion trends and social hotspots, and promptly release authoritative information to resolve doubts and doubts.

9. Strengthen organizational leadership

All localities should tighten and consolidate the "quadripartite responsibility" of party committees and governments at all levels, departments, organs, enterprises, public institutions, and individuals in epidemic prevention and control, normalize and institutionalize good mechanisms and good practices in the prevention and control of the new crown epidemic, continue to adhere to joint prevention and control and the prevention of multiple diseases, and strengthen the transition between normal and emergency. Strengthen the "May Day" holiday on duty, establish and improve the shift rest system, and do a good job in ensuring the supply of medical supplies. Strengthen the deployment of prevention and control of infectious diseases in spring and summer in light of local conditions, focus on key links, highlight the key points of prevention and control, and report in a timely manner, respond quickly, and deal with the epidemic in a timely manner once it is discovered.
