Hong Kong's drinking water is mainly derived from rainwater harvested and Dongjiang water imported from Guangdong, but since the end of last year, there have been new changes in the source of drinking water in Sai Kung, Kowloon East and parts of Hong Kong Island, with more desalination of seawater.

Tseung Kwan O Desalination Works, which began at the end of last year, supplies 135,000 cubic metres of fresh water per day, accounting for about 5% of the local fresh water consumption, to Sai Kung and parts of Kowloon East and Hong Kong Island in conjunction with the operation of the Pak Kong Water Treatment Works and the Tseung Kwan O Fresh Water Main Service Reservoir.

Although there is a change in the source of drinking water, it is believed that the neighbourhood may not be aware of it. This is because the seawater is treated in the early stage and the reverse osmosis desalination technology is used to separate the salt in the seawater from other impurities, and then the post-treatment process is used to produce fresh water that fully complies with the Hong Kong Drinking Water Standards. The cost of producing fresh water from a desalination plant is about 13 yuan per cubic metre, which is higher than the cost of Dongjiang water and rainwater harvesting, so the authorities have indicated earlier that desalination will not replace the latter two. However, the water supply of the latter two will be affected by extreme weather, so the WSD has commenced the preliminary design of the desalination plant phase 2 works, and will then apply to the Legislative Council for funding for the expansion, which will increase the fresh water production of the expansion to 10% of Hong Kong's water consumption, which is enough for Hong Kong people to drink at a critical juncture.
