On January 31, the 2024 Guangzhou (Nansha) Agricultural Opening-up and Cooperation High-quality Development Theme Promotion Conference was successfully held in the Nansha Pearl Modern Urban Agriculture Experimental Park, Nansha District, Guangzhou, and the construction of the Guangzhou (Nansha) Agricultural Opening-up and Cooperation Pilot Zone was officially launched at the event. At the event, the construction of the Guangzhou (Nansha) Agricultural Opening-up and Cooperation Pilot Zone was officially launched, and relevant agricultural departments, associations, organizations and institutions from Guangdong, Hong Kong and Macao were invited to give keynote speeches on the supervision of veterinary services in the Hong Kong Special Administrative Region, the development opportunities of Macao's modern urban agriculture in Nansha, and how to promote the high-quality development of agriculture in the Greater Bay Area in the context of pollution reduction and carbon reduction, so as to jointly explore the challenges and opportunities of Hong Kong, Macao and Nansha in the development of modern agriculture, explore new models of agricultural development, and jointly build a new pattern of modern agricultural innovation and development.
Sui Pengfei said in his speech that the launch of the Nansha Pilot Zone is a new opportunity for the opening up and cooperation of Nansha's agriculture, which is an important milestone and embodies the expectations of 22 ministries and commissions of the central government organs. He suggested that in the next step, Nansha should explore agricultural development around the four key points of popularity, information, transaction and discourse, and at the same time solidly promote the relevant work from the three aspects of cohesion, innovation policy and integration elements.
Liu Palmhui mentioned in his speech that the construction of Nansha as a pilot zone for agricultural opening up and cooperation is a major action to thoroughly implement the specific deployment of the "1310" of the Provincial Party Committee, an important measure for Guangdong to implement a high-level opening up, and an important starting point for the in-depth implementation of the "High-quality Development Project of 100 Counties, Thousands of Towns and Thousands of Villages" and the creation of a "Bay Area Model" for rural revitalization. At the end of 2023, the Guangzhou (Nansha) Agricultural Opening-up and Cooperation Pilot Zone was officially recognized by the Ministry of Agriculture and Rural Affairs, and in early January, the National Development and Reform Commission, the Ministry of Commerce, and the State Administration for Market Regulation jointly issued the "Opinions on Supporting Guangzhou Nansha to Relax Market Access and Strengthen the Reform of the Regulatory System". This series of policy measures has further empowered the development and opening up of Nansha, and fully reflects the country's great attention and strong support for the Guangdong-Hong Kong-Macao Greater Bay Area and Nansha in Guangzhou.
Wang Huanqing pointed out in his speech that at present, Nansha is focusing on improving the function of opening up to the outside world, based on the development needs of agricultural opening up in the Guangdong-Hong Kong-Macao Greater Bay Area, making good use of the "multi-zone superposition" effect of national new areas, pilot free trade zones, and Guangdong-Hong Kong-Macao comprehensive cooperation demonstration zones, relying on the world-class sea, land and air transportation system that reaches the world, standardizing high-standard international economic and trade rules, vigorously promoting the first trial of policies and systems, focusing on advantageous industries such as aquaculture, modern seed industry and prefabricated vegetables, accelerating the construction of "one park and four districts", and accelerating the construction of a base in the Bay Area. In his introduction speech, Duan Dehai introduced that the Guangzhou (Nansha) Agricultural Opening-up and Cooperation Pilot Zone was recognized by the Ministry of Agriculture and Rural Affairs, which is an important milestone in the agricultural development of Nansha, and has important strategic significance for Nansha to build a high-level open platform based in the Bay Area, cooperating with Hong Kong and Macao, and facing the world. Nansha will take this opportunity to build Nansha into a Chinese core for integrated innovation in the seed industry, a RCEP agricultural cooperation interchange area, and a global agriculture-related system innovation test site based on the needs of agricultural opening up and development in the Guangdong-Hong Kong-Macao Greater Bay Area. He said that Nansha is an important platform for the superposition of multiple policies, an open door for the efficient flow of resource elements, and a highland for the development of modern agriculture with great potential.
Building "One Park and Four Districts" to Explore the "Nansha Model" of Agriculture
It is understood that the next step in Nansha will be in accordance with the overall plan and two-year action plan approved by the Ministry of Agriculture and Rural Affairs, and strive to promote the construction of "one park and four districts", through the construction of a number of major public platforms, the construction of a number of key projects, the implementation of a number of innovative policies, to explore the Nansha model of high-level agricultural opening to the outside world, and to serve the construction of a new development pattern of dual circulation.
Among them, "one park" refers to the comprehensive processing park of agricultural products, which promotes the development of modern agricultural processing industry and processing trade. Through the agglomeration of international agricultural product processing industry, international grain trading and processing industry, agricultural industrialization (prefabricated food) industry, national port supporting export processing industry, and bonded storage and processing of agricultural products, we will build an industrial cluster for intensive processing of agricultural products.
The "four zones" include the entrepot trade zone for agricultural products: to promote the development of entrepot trade of agricultural products. By speeding up the construction of a global grain distribution and transshipment center, we will make full use of the high-quality agricultural raw materials of RCEP member countries to develop the agricultural product processing industry, and establish a procurement list of primary agricultural products covering crops, fruits, flowers, livestock and poultry products, aquatic products, tropical cash crops and other categories, so as to expand and strengthen entrepot trade.
Modern Seed Industry Cooperation Zone: Create a Chinese core for integrated innovation in the seed industry. Through the construction of a modern industrial cluster of the international seed industry, we will create a new highland for seed industry innovation and build an international seed industry trading service platform. Intensify efforts to attract investment, build a seed industry headquarters base agglomeration area, and seize the commanding heights of the seed industry.
Technology Integration Innovation Zone: Enhance the level of agricultural science and technology development. Through the promotion of smart green agriculture industry quality and efficiency improvement technology, the integration of ecological design, cloud computing, Internet of Things, biotechnology, intelligent equipment technology and other agricultural products factory production. By building a smart green agriculture technology cooperation platform, a diversified scientific and technological innovation mechanism will be formed, and it will become a radiation source for the introduction, transformation and innovation of new varieties.
Lingang Agricultural Service Zone: Improve the level of agricultural trade and investment facilitation. By improving the production and circulation services of agricultural products, improving the customs clearance services of port platforms, upgrading bonded and cold-chain logistics and warehousing services for agricultural products, innovating financial services for international trade of agricultural products, and improving information sharing services for cross-border trade and investment of agricultural products, we will provide service guarantee for the whole chain of production, processing and sales of agricultural products.
In addition, modern agricultural exchanges and cooperation between Nansha and Hong Kong and Macao are also continuing. At present, Nansha District is vigorously carrying out the "first and first trial", step by step to promote the integration of animal diagnosis and treatment with Hong Kong and Macao, to create an "international pet community", actively create a cooperation platform for entrepreneurship and employment of talents in the animal diagnosis and treatment industry in the Hong Kong Special Administrative Region, and innovate the implementation of animal diagnosis and treatment industry qualification recognition and the introduction of advanced animal diagnosis and treatment technology in Nansha District and the Hong Kong Special Administrative Region.
