Located in the main stream of the Xijiang River, the Liyuzhou Pumping Station of the Pearl River Delta Water Resources Allocation Project is the source water intake of the project. The project is the world's largest long-distance pressure water diversion project, the water transmission line from the main stream of the Xijiang River in the west Shunde Liyuzhou, through the Shiziyang, east to the Shenzhen Gongming Reservoir, a total length of 113.2 kilometers, a total investment of about 35.4 billion yuan, an annual water supply of 1.708 billion cubic meters. Among them, 531 million cubic meters in Guangzhou, 330 million cubic meters in Dongguan and 847 million cubic meters in Shenzhen.

In the eastern part of the Pearl River Delta, 43% of the water resources support 68% of the permanent population and 74% of the total economic output, and the water resources development and utilization rate of the Dongjiang basin is approaching the warning line of 40%, while the water resources development and utilization rate of the Xijiang basin is only 1.3%. Planning to divert water from the Xijiang River to solve the dilemma of the Dongjiang River is the best way to solve the problem of water shortage in the eastern urban agglomeration of the Guangdong-Hong Kong-Macao Greater Bay Area.

It is understood that the project will lay the water pipeline 40-60 meters underground, a total of 4 high-speed railways, 8 subways, 12 highways, 16 rivers, lakes and seas, along the construction of 37 ultra-deep vertical working wells, permanent land acquisition is only 2,600 acres, compared with the traditional open channel water transmission mode, saving nearly 20,000 acres of land, reserving valuable land and shallow underground space for the future development of the Greater Bay Area.

The Pearl River Delta region has a dense river network, dense buildings, staggered road networks, complex underground faults, and changeable geology, which has strong tests and high requirements for engineering construction.
The official opening of the project marks the realization of "water from the west to the east" in Guangdong, which will change the single water supply pattern of Nansha District of Guangzhou City, Shenzhen City and Dongguan City, and provide emergency backup water sources for Hong Kong, Panyu of Guangzhou, Shunde of Foshan and other places, benefiting more than 32 million people, and can also gradually return the ecological water of the Dongjiang River Basin to further ensure the water supply safety and ecological security of the Guangdong-Hong Kong-Macao Greater Bay Area.

At present, Guangdong is accelerating the construction of a "five vertical and five horizontal" water resources allocation backbone network, that is, with the main streams of the Dongjiang, Xijiang, Beijiang, Hanjiang and Jianjiang rivers as the "vertical", and the water resources allocation of the Pearl River Delta, the allocation of water resources in Guangdong around the Beibu Gulf, the optimal allocation of water resources in eastern Guangdong, the integrated allocation of water resources in the Pearl River and the Dongshen Water Supply Project, to build the main skeleton and artery of the water network covering 16 prefectures in the province and benefiting more than 76 million people.
