On the evening of January 25, the first episode of "Punishing Engineering Corruption" was broadcast in the TV feature film "Sword Escort Free Trade Port II.", jointly produced by the Hainan Provincial Commission for Discipline Inspection and Supervision and Hainan Radio and Television Station.
Deng Xiaogang, former director of the Hainan Provincial Department of Ecology and Environment, Sun Ying, former director of the Hainan Provincial Administration for Market Regulation, Cao Yu, former president of Hainan Tropical Ocean University, and others appeared on the scene, and the details of the case were exposed.
The author noted that the amounts involved in the case of Deng Xiaogang and Sun Ying were disclosed for the first time, which were more than 51.89 million yuan and 64.6 million yuan respectively. In addition, there are details such as Sun Ying hiding gold in the treadmill and Cao Yu storing more than 10 million yuan of stolen money in the trunk of Cao Yu's commercial car.
Deng Xiaogang was born in January 1966, a native of Wugang, Hunan, and served as the director of the Hainan Provincial Environmental Protection Department in November 2014, the director of the Provincial Department of Transportation in June 2020, and the director of the Provincial Geological Bureau in November 2021, and was investigated in July 2022.
In July 2023, Deng Xiaogang was sentenced to 14 years and six months in prison by the Hainan Provincial No. 1 Intermediate People's Court for taking bribes. The feature film disclosed for the first time that he illegally accepted other people's property totaling more than 51.89 million yuan, either directly or through specific related persons.
Sun Ying was born in April 1966, a native of Baoshan, Yunnan, and served as the director of the Hainan Provincial Tourism Commission (after the institutional reform, he was the director of the Provincial Department of Tourism, Culture, Radio, Television and Sports), and in March 2022, he was reappointed as the director of the Provincial Market Supervision Bureau.
The feature film disclosed that in one of the many properties under Sun Ying's name, the investigators found that a seemingly ordinary treadmill actually hid pieces of wrapped gold products. The gold was all bribes received by Sun Ying, smelted and recast, and then hidden in the treadmill. After evaluation, these gold products are worth more than 6.66 million yuan.
The feature film revealed that Sun Ying's corruption and depravity have a close relationship with her ex-husband Zhang Yan. In 2007, when Sun Ying was in charge of Ding'an, Zhang Yan found Sun Ying and said that he wanted to take projects and do projects in Ding'an. When discussing the benefits of the project, Zhang Yan said that he knew the rules and gave 5%. Sun Ying thought it was too little and asked for 10%.
In order to cover up the conspiracy, the two conspired to sell most of the project to other bosses, and "passed the hand" as a "trick", and the two made a benefit of up to 49 million yuan.
The feature film also revealed that in addition to her ex-husband Zhang Yan, Sun Ying's full-time driver in Ding'an, Ye Minwu, was also an important promoter of dragging her into the abyss of crime. During the New Year's holidays, Ye Minwu often helped some cadres transfer red envelopes, and Sun Ying accepted them. Later, Ye Minwu said that he wanted to do some engineering, and Sun Ying acquiesced.
Later, Ye Minwu's appetite became bigger and bigger, and he even proposed to Sun Ying to help Wang Shikai, the ringleader of the Ding'an gang, take the project. Sun Ying also did not refuse, and also accepted more than 500 yuan from Wang Shikai.
The feature film disclosed that Sun Ying illegally accepted property equivalent to more than 64.6 million yuan. In September 2023, the Hainan Provincial No. 1 Intermediate People's Court heard the case publicly.
The author noted that, unlike Sun Ying's treadmill hiding gold, Cao Yu, the former president of Hainan Tropical Ocean University, was quite naked in dealing with stolen money.
Born in June 1969, Cao Yu has worked in the education system for a long time, and has served as Deputy Secretary of the Party Committee of Hainan University, Dean of Hainan Tropical Ocean College, and Deputy Director of Hainan Provincial Geological Bureau in December 2017. Investigated in June 2022.
Investigators searched the underground garage of Cao Yu's residence and found that he hid six large suitcases in a commercial vehicle, which contained as much as 10.09 million yuan of stolen money.
