In June 2022, in the Q&A online live broadcast of the Xigang Yunlang Land Project, the "godfather of real estate speculation" Ou Zhizhi shouted at the mobile phone screen when answering the owner's questions. His anger and impatience are all due to the owner's doubts about Beijing Cambodia Land and his personal situation.

Every question seemed to irritate him, and the mere fact that "watch your wording" came up at least five times during the one-hour, 13-minute livestream.

Over the past 20 years, the story of the company has been widely spread by flipping houses, founding a reservoir forum, and writing books on his own reservoir philosophy and property investment logic to influence the middle class. Many people who are anxious about assets, including the young post-90s, will have the pleasure of "destroying the three views and building a new life" when they see the clear thinking logic and cold values of Ou Zhihua, so they will worship him as a wealth mentor in life.

The response of European results often sets off a sensation in the real estate market. But for Ou Effect, going overseas to speculate on land is still the first thing. In 2018 and 2019, he and his partner Wang Mudi and others successively established 13 companies in Cambodia, collectively referred to as "Beijing-Cambodia Land" internally, as the contractor of Xigang Yunlang Land, obtained the lease and use rights of 400 hectares of land, and then transferred it to domestic reservoir fans in batches according to the number of acres.

The concept he created is that buying land in Westport is equivalent to foreigners investing in China in the 70s, and the future appreciation space is beyond imagination. He said that as long as he holds 20 acres of Yunlang land, he is expected to achieve A9 (assets reach 9 figures). He even predicts that by 2030, the population of Xigang will reach 2 million, and the price per mu of Yunlang land will reach at least 10 million.

However, the fans of the reservoir who walked quickly to the bus found that four years later, the land they had spent millions on had not only failed to complete the promised road repair project, but also had not even obtained the land certificate. The original promise that the land certificate refund could not be done is also empty and there is no way.

The attitude of Leou's effectiveness in the live broadcast made Wu Song feel "indifferent", and she asked for a refund for more than three years. In communication with Wang Mudi, the other party also gave a clear response of "can be refunded", but there are still more than 1 million land payments that have not been refunded. In August 2022, Wu Song's son found Ou Cheng after an offline event in Guangzhou, and he stepped forward to ask: "Why haven't you returned the money?" Perhaps, it is not only Wu Song's mother and son who are anxious, according to Wang Mudi, the three-year epidemic has disrupted many plans. The funds of several large owners were affected, and the final payment was delayed, which was 180 million, which greatly affected the speed of land leveling. The financial woes seem to be accumulating like dominoes. In August 2023, Wu Song and his son came to the Beijing office of Kung Fu Finance, where Wang Mudi and Ou Zhili are the main shareholders, which once served the function of signing agreements between Beijing and Cambodia Land and investors, with only one table and two staff members. The staff said that both bosses were not there, and they did not know the situation and could not do anything.

The mother and son stayed outside the office for more than two months, and they didn't see Wang Mudi and Ou Zheng. Until one day in November, they went to the Kung Fu Finance office again, only to find that the entire office had been emptied, and the only desks and staff were gone.

Li Yan, who has read almost all of Ou's anthologies, is a staunch follower. But by September this year, after asking for a land certificate for half a year without results, it could not hold on. He began to wonder if the rumors were true, why can't he even see the map of the land he bought four years ago? "I don't even know if this land still exists?"

What made him even more incomprehensible was that, according to the contract between the two parties, Beijing Cambodia Land had to deliver the land certificate to Li Yan within one month of the signing of the contract.

The wave of skepticism was strong. Many owners feel that they have been defrauded and want to pursue criminal responsibility. A rare scene occurred at a preaching meeting on December 17 last year, where Ou Zheng was surrounded and splashed with water by former believers, and fans who still supported Ou Shen on the scene were accidentally injured. And Ou Zhi, who was sitting on the side, was expressionless and did not dodge.

02 "Let the world yearn for Westport"

Four years ago, there was an unprecedented frenzy in the market. Wu Song, a single mother, also made a major decision in her life in this frenzy.

In June 2019, Wu Song stepped on a train to Beijing to attend an event organized by Kung Fu Finance at the Zhongfu Building in Chaoyang District. has always been a loyal fan of "Caijing Langyan", and she pays special attention to the every move of the show's host Wang Mudi. Hearing that he was promoting foreign land, Wu Song decided to go to the event site to have a look.

In the bustling venue, Wu Song met his son's idol - Ou Zhi. When he finally appeared, Wu Song felt an indescribable shock. The atmosphere of the whole venue reached a climax in an instant, with applause surging like a tide and cheers one after another.

This god-like being in the hearts of fans soon began his sermon. "Flipping houses is the track of A8, but land is the track of A9", "Land is a good thing and a real wealth, but it must go overseas and go to Cambodia", "Cambodia is a new tiger that has just woken up".

The land in the mouth of Ou Fa is located in Cambodia's second largest city, the only special economic zone of Sigang Yunlang Park, about 18 kilometers away from the center of Sigang City, about 7 kilometers away from Sigang Airport, there are mountains and rivers, picturesque scenery, and a large area of rare natural mangrove forest is to add a bit of mystery and magnificence to this land, is a famous tourist attraction.

But according to Ou Zhi's description, the land seems to have become a magical place that can double people's wealth.

"At present, there are many Chinese in Xigang, the demand for housing and business is strong, and the potential appreciation of land has a lot of room for appreciation", "the land price will soon rise to 1 million / mu", "Xigang is the next Shenzhen", Ou Cheng tried his best to advocate the value of land.

These words echoed in Wu Song's ears, as if there was some kind of magic, Wu Song quickly paid a deposit of 10,000 yuan to study in Cambodia, according to the agreement at that time, if you buy land, this 10,000 yuan can also be converted into land money.

When she discussed with her son whether she should buy the land in Westport, her son, who already liked to read the Anthology of Ou Shen, did not hesitate to express his support. He firmly believes that Ou Zhi will not deceive people, and the recommendation must be reliable. Before going to Cambodia, Wu Song bought 3 acres of land at a price of 390,000 yuan per mu.

In July 2019, when the study tour was held as scheduled, Ou pointed to a piece of land and said that it would continue to grow by building facilities such as gaming halls, hotels and resorts here. He continued to emphasize that "overseas investment is the right time" and "Southeast Asia is the best track". Even in the white paper on the land of Westport, it was written that "let the world yearn for Westport".

What makes Wu Song even more excited is that the price of land is rising every week. For example, when the event was held in Beijing, the price launched was 400,000 yuan per mu, which will rise to 405,000 yuan in Zhengzhou next week, and will continue to rise to 410,000 yuan next week.

Wu Song has ever seen the highest price of a piece of land sold for 600,000 yuan per mu. "If it goes up 5,000 a week, it will go up 20,000 a month. If this piece of land is 5 acres, you can earn 100,000 yuan a month."

Ou Cheng even claimed that the users who bought land in the early days had doubled their investment in just half a year, and easily made millions of huge profits. Such words are undoubtedly extremely tempting for investors like Wu Song.

Under the amplification of the huge wealth effect, people's desires are also infinitely amplified. Wu Song decided to sell one of his houses and put all his money into investing in the land of Westport. Before August 4, 2019, she had purchased 4 plots of land in succession, totaling 18 acres. "My health is getting worse and worse, and I want to leave enough money for my son to live," Wu Song said.

Also pushed into the game by this atmosphere is Li Yan. On February 20, 2019, he used 5,500 yuan to join the community set up by Ou Zheng on Knowledge Planet, and he saw an announcement from December 3, 2018, about the sale of land in Westport.

Since his understanding of the Westport project was not deep enough, Li Yan chose to continue to observe and understand. In the following six months, Li Yan participated in two offline sharing sessions organized by Ou Cheng and Wang Mudi to learn more about the Westport project.

What impressed Li Yan was that after each sharing meeting, there would be scenes of fans snatching and killing in seconds. This warm atmosphere made Li Yan feel the popularity of the Xigang project, watching the land price getting higher and higher, Li Yan red-eyed, from August 209, before and after the purchase of about 13 acres of land, the unit price ranged from 190,000 to 478,000 yuan, a total of more than 3 million yuan.

However, both Wu Song and Li Yan did not realize that there were huge risks and uncertainties hidden behind this seemingly beautiful dream. When they woke up from the dream, they realized that they were already in a huge whirlpool of risk.

03 Behind the dispute over the nature of the land: there is still a legal gap

Although the future of Westport New Town seems wonderful, the difficulties and dangers on the road to access have been overlooked, intentionally or unintentionally, and this difficulty is even beyond their expectations.

Phoenix.com's "Eye of the Storm" inquired a large amount of information and found that behind the high-profile promotion of land by Ou Cheng and Wang Mudi, although the relevant land was supported by the relevant Cambodian government, there were no specific legal provisions to rely on in the development and use of this land.

The nature of the land on the Yunlang plot has caused a huge controversy in China. Based on the report of "Interface" in 2020, the Yunlang land plot was referred to as an economic concession land. According to the Land Law of the Kingdom of Cambodia, economic concessions are mainly for industrialization and agricultural development, and tourism development such as resorts cannot be done as advertised.

But the wrinkles set off by this controversy were quickly smoothed out by the public response of Beijing-Cambodia Land. But the public response also reflects the limitations of their understanding.

KCL explained that the Xigang Yunlang plot is not an economic concession land, but a long-term lease land that can be used for tourism development. According to the Land Law, there are only three types of concessions: 1) social concessions, which allow the beneficiary to build a dwelling or lower to maintain economic development, 2) Economic concession, which allows the beneficiary to carry out industrial and agricultural development, and 3) Special development/exploitation concessions, mainly for mining, ports, airports, fisheries, etc.

After checking a number of official documents, Phoenix.com's "Eye of the Storm" found that although the Xigang Yunlang plot is not an economic concession land, it is not a long-term lease land in the pure sense, but a kind of concession land, which can only be used exclusively for tourism development concessions.

According to the earliest transaction documents of the national Yunlang Park land obtained by Phoenix.com's "Eye of the Storm", the Yunlang plot originally belonged to the national public land, and in order to promote development, it was converted into national private land in 2008, and then approved by the Royal Government of Cambodia and transferred to private enterprises for resort tourism development.

Since the 90s of the last century, the Cambodian government has granted concessions to private enterprises through transfer leases for various purposes. This concession, in addition to the three categories explained above by Beijing-Cambodia Land, there is another category, which is not reflected in the land law, and belongs to tourism concession land.

The website of the Open Development Authority of Cambodia (ODC) and the Chinese representative of Jingshi Cambodia Law Firm, Liu Jinya, have confirmed that there is a kind of tourist concession land in Cambodia, and there is no legal provision at present.

The nature of such land determines that there are many restrictions and a lot of room for interpretation.

According to the Land Law and Sub-Decree No. 129 on the circulation of state-owned land, concession land must be transferred to another person with the consent of the competent authority, and the competent authority and the transferee must re-enter into a new contract.

However, in July 2020, the official public response of KCL stated that on September 3, 2019, KCL signed a long-term lease agreement with ESARD, and completed the contract filing and registration procedures with the Ministry of Environmental Protection. This statement seems to contradict the law.

There were also negligences in the process of signing the transfer agreement with the investor.

For example, in September 2019, the 400-hectare "land lease certificate" published by Ou Effectiveness showed that the company would draw up a master plan and a development plan to submit to the Ministry of Environment for review. In other words, the owner's subsequent development must comply with the plan submitted by the company to the Ministry of Environment.

However, when transferring the land, the company did not show a specific plan, but transferred the risk to the owner. According to a number of land transfer agreements obtained by Eye of the Storm, investors must first submit to the government for approval before the target land can be designed, planned, constructed, fireproof, environmentally protected and sanitated, and greened. If it is contrary to the overall plan, it is not yet known whether the construction application will be approved. Even if it is approved, once the land is subdivided into hundreds or even the previous owners, and developed independently, will it affect the unified planning that the government expects? 

Many small owners have been unable to obtain land lease certificates for a long time. Dozens of documents related to Yunlang land searched by Phoenix.com's "Eye of the Storm" on the official website of the National Open and Development Bureau of Cambodia also show that all companies have obtained the land use rights for tourism development, and no individuals have been found to hold them.

Secondly, there is a risk that the land will be reclaimed. According to Article 55 of the Land Law of Cambodia, the government can decide to revoke a land concession if it does not meet the requirements of the law.

In 2009, the Ministry of Agriculture, Forestry and Fisheries of Cambodia set up five special working groups to conduct a comprehensive and detailed assessment and review of economic concessions in 16 provinces across the country. The Royal Government has taken decisive measures to revoke the development contracts of 38 companies for economic concessions that have failed to act in a timely manner or have been slow in their development.

By 2015, the former head of Cambodia's Ministry of Agriculture, Forestry and Fisheries (MAFF) revealed that 71 companies holding economic concessions had had their concessions revoked or downsized for violating government contracts and not complying with Cambodia's land laws.

04 Behind the Drumming Game: Disappearing Shareholders

In order to promote the development of the local economy, Cambodia has opened its land market to foreign investors, allowing them to obtain land use rights through concessions and long-term leases. However, land deals involving multinational chaebols and individual investors, such as the Yunlang plot, are uncommon.

Ou Zhi, who has always pursued property speculation to get rich, may have initially genuinely sold the land, but with the change of Cambodian policy, the deal seems to have evolved into a game of beating the drum and passing the flowers.

After being designated as a special economic zone in 2008, Westport ushered in a period of rapid development. Especially after 2016, Westport has become the fourth city in Cambodia to open up the offline gambling industry. According to data, 91 of the 163 casino licenses issued by the Cambodian government are in Westport, and the casinos are densely packed in Westport, which has become a paradise for online gambling.

A person familiar with the matter who has been living in Westport for a long time told Phoenix.com's "Eye of the Storm" that the local investment in these casinos is abundant, which gradually pushes up land prices and rents.

At the beginning of 2017, the land price in the center of Westport was about $50 per square meter, and by 2018 it had risen to $2,000, an increase of 40 times, and by 2019 it had risen to $5,000. Many investors are targeting land and real estate in Cambodia.

However, on August 18, 2019, Cambodian Prime Minister Hun Sen issued a decree on the same day, in principle, to stop approving and issuing various online gambling business licenses operating at home and abroad. Twelve days later, Hun Sen, presiding over a cabinet plenary meeting, issued another demand that "all online gambling businesses in Cambodia must be completely seized within 2019".

Legend has it that 200,000 gambling troops have left Cambodia, and the real estate bubble has also been punctured, and a large number of local real estate projects have been unfinished.

According to the Federation of Business Associations of Westport Province, on August 18, 2019, after the ban on gambling was issued, land prices in the core area of Westport fell by 17%-25%, and commercial lease prices fell even more, by 80% to 85%.

Interestingly, this has accelerated the land purchase plan of Ou Effect. Phoenix.com's "Eye of the Storm" found that in early August 2019, on the eve of the promulgation of the gambling ban, Ou Rong, Wang Yingxian, Wang Mudi and others established at least four companies, namely SINOREAM LAND CO., LTD, KOFUF LAND CO., LTD, SHUIKU LAND CO, LTD, and Yijianzhidi CO, LTD. Although theoretically the earliest land sale was said to be at the end of 2018, it was only on September 3, 2019 that they actually signed the lease agreement.

At a delicate time, they hastily completed the land purchase plan and transferred it to domestic investors at a high price. From 250,000 per mu of land, it once rose to 600,000 in the later stage of the epidemic.

PEK-CAMB LAND INVESTMENT CO., LTD., was established on December 12, 2018 and has a registered address in Westport, Cambodia. Shareholders include Xue Charles BI-CHUEN (Xue Biqun, more widely known as Xue Manzi), Ou Effect, Wang Mudi, WANG TSUNG-LUNG (Chinese translated as Wang Zonglong, Zheng and Taiwan Li Xin Group General Manager of the same name), Wang Yingxian five.

In addition to Ou Zheng, Wang Mudi and Wang Yingxian, who are in charge of specific affairs, the other two characters are more critical.

According to Wang Yingxian, the legal representative of Beijing Cambodia Land, it was Xue Manzi, who is known as "the first angel investor in China", who facilitated Ou Cheng and Wang Mudi to go to Xigang to acquire land. In media interviews, Xue Manzi also claimed to have bought 40 square kilometers of land in Cambodia, including Westport, and vigorously touted the investment value of Westport. But a few months later, an announcement broke on Weibo that investors were looking for Xue Manzi, implying that Xue Manzi had lost contact.

A Cambodian Chinese who did not want to be named told Phoenix.com's "Eye of the Storm" that Xue Manzi did not contribute at all, but someone took advantage of his reputation. In the public response of Beijing Cambodia Land, it was also mentioned that Xue Manzi was only a shareholder with a small proportion of Beijing Cambodia Land's shares.

It is unclear why Xue Manzi was driven by others, and why he claimed to live in Westport, Cambodia for a year, and then disappeared. However, the company that sold the land pointed to Li Xin Group, which was founded in Cambodia by Taiwanese Hsu Ming-chiu, and another mysterious company, Evergreen Success And Asia Resort Development Co, ltd ("ESARD").

Phoenix "Eye of the Storm" understands that in 2008, ESARD obtained the lease right to use 2,377 hectares of land in Yunlang Park from the Cambodian government, and after holding it for ten years without any development, it was transferred to Lixin Group in February 2018. Beijing-Cambodia Land acquired another 400 hectares from Lixin Group, which is actually a third hand.

As for ESARD, there are two versions of its location: Hong Kong and Cambodia, and the "Eye of the Storm" of Phoenix.com searched the website of the Hong Kong Search Center and the Ministry of Commerce of Cambodia respectively, but did not find any information. But according to public reports, ESARD is related to Hun Sen's nephew, Lord Hung Du.

Phoenix.com's "Eye of the Storm" found that there is still the shadow of Lord Hongdu behind Lixin Group. A SEARCH ON THE OFFICIAL WEBSITE OF THE CAMBODIAN MINISTRY OF COMMERCE FOUND THAT THERE ARE TWO SHAREHOLDERS BEHIND LIXIN DEVELOPMENT, NAMELY XU MINGZHAO AND LORD HONGDU. In the local media publicity, Xigang New City was built by Lixin Group and Hongdu Xinjue.

Its founder, Xu Mingzhao, vowed to build it into a new commercial and economic city in Cambodia with international influence, a "Belt and Road" Southeast Asian industrial hub, and a global ecological and cultural tourism destination, integrating tourism, leisure and vacation, ecological experience, commercial finance and entertainment.

However, until now, many of the plans have not been implemented.

What was supposed to be a land deal full of wealth seems to have turned into a game of drumming and passing flowers, with everyone hoping to pass the flowers to the next person before the drums stop to avoid losing money as the last holder.

Wu Song bought 18 acres of land in 2019, but then sold 13 acres of land because he needed surgery because of illness. But after 2021, it will be very difficult to sell the remaining 5 acres of land.

According to the group chat records she provided to Phoenix.com's "Eye of the Storm", in December 2023, some owners were selling land at a price of 150,000 yuan per mu. "When I bought it, it was three or four hundred thousand yuan per mu, but now I can't sell it at a 5% discount," she said.

"There are thousands of unfinished buildings in the old town of Xigang alone, how can they go to a place more than 20 kilometers away from the city center to develop them?" asked the above-mentioned insider.

05 A10 Rich Bank Card only 500 yuan?

Although the overseas land speculation turmoil has started, in 2023 after the end of the epidemic, the investment business of Westport Land will still flash in the live broadcast room or offline forum of European results, but the promotion is not as strong as before.

More rumors about Ou Effectiveness have circulated, for example, some people say that Ou Effectiveness is already short of money, and some people say that his assets have long been transferred. It seems that it is not an open secret how much money there is, but it is another muddled account.

In public, he does not shy away from mentioning his wealth. For example, he once bluntly told the media that his assets have reached A10 and hopes to achieve A11 before 60.

On the last working day of 2023, Ou Cheng responded to the rumors of "being beaten" in the live broadcast, and still did not forget to show off his wealth, "Mr. Ou still makes a lot of money and buys a lot of houses, so he has attracted many people to be jealous, so there are all kinds of rumors about me." ”

It seems that in order to prove that he has many properties under his name, in November 2023, he also released a video in which Ou Zheng took fans to transfer his four major properties in Macau, with a total value of more than 120 million yuan.

At the beginning of the video, Ou Zheng walked from one part of the room and asked blankly: Is this house mine?

The people around coaxed that there were too many Oushen properties, and they hadn't been here since they bought them, and they didn't even remember their own properties.

As soon as the words fell, Ou Zheng seemed to remember all the details instantly, he said that he spent 560,000 yuan to buy it that year, and the house was rented out in seconds, with a return rate of 18%.

There are also three other properties in the video, without exception, Ou Zheng is both unfamiliar and familiar with these properties, while saying that he does not remember the specific transaction amount, but can also remember the time of purchase, rent and harvest increase, each house has risen by at least 30 million yuan.

Contrary to the amazement of others, he did not care about these "small houses": "The rent may not have been adjusted for five or six years," he said, "the bottom merchant is big, and I still pay a little attention to it, this house is a small house for me, and it will be managed by the intermediary."

Phoenix.com's "Eye of the Storm" tried to check the properties of Ou Zheng in the Macau Housing Registry, but it could not be found because the information about the location where it was filmed was too vague and there was no landmark or indicative information.

In addition, Ou Zhili also claimed to have a number of properties in Beijing, Shanghai, Guangzhou and Shenzhen, with a value of more than 100 million yuan, but the outside world has not been able to verify their authenticity.

Intriguingly, the huge wealth he has earned seems to have "nothing to do with him".

In the property preservation stage, she didn't expect that Ou Effect, who is known as 1 billion yuan, has only a total amount of more than 500 yuan in his name, and Ou Effectiveness only has one property in his name, and Ou Effectiveness only has a 1% share, and the remaining 99% is owned by his ex-wife.
