On January 3, the Ministry of Industry and Information Technology, the National Development and Reform Commission and other 11 departments jointly issued the "Notice on Carrying out the Special Action of "Signal Upgrade".

The "Notice" proposes the following objectives:

By the end of 2025, more than 120,000 key locations will achieve in-depth mobile network coverage, 30,000 kilometers of railways, 500,000 kilometers of highways, and 200 subway lines will achieve continuous mobile network coverage. The depth and breadth of 5G network coverage continued to improve, and the proportion of 5G traffic increased significantly.

The average downlink access rate of the mobile network shall not be less than 220 Mbps, the average uplink access rate shall not be less than 45 Mbps, the main service indicators such as lag and latency shall be fully optimized, and the proportion of the mobile network meeting rate shall not be less than 95% (that is, the relevant rate standards shall be met in the case of 95%).

The "Notice" puts forward a number of key tasks:

(1) Promote "signal upgrading" and strengthen network coverage in key scenarios

1. Government Affairs Center. We will continue to improve the mobile network signal coverage of government service centers at all levels, focusing on key points such as government service halls, business windows, and administrative matter acceptance points, so as to support the improvement of administrative efficiency and enhance the service experience of the masses. By 2025, all government service centers at or above the county level will achieve mobile network signal coverage and quality assurance.

2. Cultural tourism scene. We will continue to improve the mobile network signal coverage of national 5A/4A tourist attractions, national museums above the second level, national tourist resorts, national night culture and tourism consumption clusters, red education bases, large stadiums, city squares, etc., focusing on key points such as tourist service centers, ticket offices, cableway upper and lower stations, scenic spots, exhibition areas, and leisure areas, and support scenic spots to carry out applications such as 4K/8K video, smart guides, and VR/AR immersive tourism. By 2025, all 5A-level scenic spots, national first-class museums, more than 3,000 4A-level scenic spots, and more than 400 national second-class museums will be improved in mobile network signal coverage and application experience.

3. Medical institutions. We will continue to improve the signal coverage of mobile networks in medical institutions above the second level and key community medical institutions, focusing on key points such as outpatient and emergency areas, infusion rooms, examination windows, inpatient departments, and operating rooms, and support the development of applications such as video calls, mobile payments, telemedicine, convenience services, and emergency response. By 2025, all tertiary medical institutions and more than 8,000 secondary medical institutions will achieve mobile network signal coverage and business guarantee.

4. Colleges and universities. We will continue to improve the signal coverage of mobile networks in ordinary colleges and vocational schools, focusing on key points such as libraries, teaching buildings, restaurants, dormitory buildings, lecture halls, gymnasiums, and campus green spaces, and support applications such as online teaching, video surveillance, and security management. By 2025, all national "double first-class" universities, universities affiliated to central departments, and universities affiliated to local governments will improve their mobile network signal coverage and application experience.

5. Transportation hubs. We will continue to improve the signal coverage of mobile networks at civil airports, passenger railway stations, passenger bus stations, port passenger stations, etc., focusing on key points such as ticket halls, waiting (car, ship) areas, and security inspection areas, so as to meet the needs of communication services such as dense traffic, strong service bursts, and multiple concurrent services. By 2025, the mobile network signal coverage and business guarantee of civil airports, 1,500 passenger railway stations and second-level and above bus passenger stations will be basically realized.

6. City subway. Innovate the overall solution of subway coverage, strengthen the application of new technologies and products, accelerate the continuous coverage of mobile network signals such as subway tunnels and above-ground lines, and focus on key points such as subway ticket gates, security inspection areas, platform halls, and dispatching rooms, so as to ensure the communication service experience in complex environments. Gradually promote the determination of the special frequency of subway wireless communication services, and ensure the security needs of subway dedicated wireless communication services. By 2025, the in-depth coverage of all subway platforms and station halls will be realized, and the continuous coverage of mobile network signals of more than 200 urban subway lines will be basically realized.

7. Highway, railway, and waterway. We will continue to promote the continuous coverage of mobile network signals such as the "eight vertical and eight horizontal" high-speed railway network, key passenger general-speed railways, national highways, provincial highways, urban backbone roads, important sections of rural highways, high-grade waterways, and international navigable rivers across the border, focusing on important points such as railway platforms, highway service areas, toll stations, bridges and tunnels, ship locks, and key sections along national and provincial highways, so as to support the demand for passenger calls and comprehensive information services. By 2025, the depth coverage of key points of highways, railways and waterways will be basically realized, and the high-speed rail lines with a length of more than 30,000 kilometers, 300,000 kilometers of national highways and 200,000 kilometers of provincial roads will achieve continuous coverage of mobile network signals.

8. Key supermarkets. We will continue to promote mobile network signal coverage in commercial blocks, comprehensive commercial complexes, supermarkets and other mobile networks, focusing on key points such as customer rest areas, catering areas, shops, cashier areas, and underground parking lots, so as to meet business needs such as mobile payment, live broadcasting, video, and calls during peak periods, and support digital and convenient business services. By 2025, more than 90% of key supermarkets will have in-depth mobile network signal coverage and business guarantee.

9. Residential complexes. We will continue to promote mobile network signal coverage and fiber-to-the-room (FTTR)-based indoor Wi-Fi coverage in residential quarters, urban villages, and urban-rural junctions, focusing on key points such as activity centers, supermarkets, underground parking lots, and elevators. By 2025, more than 70% of residential communities will have improved mobile network signal coverage and application experience.

10. Commercial buildings and hotels. We will continue to promote mobile network signal coverage in super Grade A, Grade A and Grade B commercial buildings, star-rated hotels, conference centers, etc., focusing on key points such as front offices, office areas, meeting rooms, guest rooms, dining areas, and underground parking lots, so as to meet the application needs of online office, video conferencing, leisure and entertainment, and comprehensive services. By 2025, more than 60% of urban commercial buildings will have in-depth mobile network coverage and improved user experience.

11. Townships, rural areas. Consolidate and expand the achievements of poverty alleviation and the rural revitalization strategy, consolidate the foundation of 4G network coverage, accelerate the extension of 5G network to towns and administrative villages, and focus on covering key points such as the seat of township governments, village markets, village committees, village activity squares, township health centers and village clinics, improve the network coverage level of various agricultural production areas such as field planting, livestock and poultry breeding, and aquaculture, and meet the needs of rural residents for convenient information and communication, live streaming, and comprehensive agricultural applications. Encourage rural areas in developed regions to unify network planning, construction, service and other standards, so as to achieve "the same network and the same speed" in urban and rural areas. Accelerate the construction of "broadband frontiers" and enhance the network supply capacity of border areas. Promote the "lighting up" of 5G in administrative villages in an orderly manner, and monitor and optimize the 5G coverage of administrative villages across the country. By 2025, the coverage and quality of mobile networks in administrative villages will be significantly improved.

(2) Promote "perception upgrading" and accelerate the improvement of key business services

1. Optimize the deployment of Internet application infrastructure. Major Internet companies have accelerated the deployment of key content facilities, important business hubs, and resource aggregation centers to improve their comprehensive business service capabilities. Improve the deployment of content delivery network (CDN) nodes, increase the introduction of hot content, optimize acceleration performance, and improve users' end-to-end business perception. Scientifically configure the bandwidth of the application server, dynamically optimize data transmission, and meet business requirements such as large concurrency.

2. Improve the monitoring and analysis of key indicators of Internet business perception. Internet enterprises that provide services such as live video broadcasting, video calls, short videos, and cloud gaming have strengthened the monitoring and analysis of key perception indicators such as service connectivity rate, freeze rate, latency, and proportion of high-definition video, improved the compatibility of applications with mainstream terminals, increased end-to-end collaboration, and ensured the basic service needs of users. To meet the differentiated perception needs of new Internet services, accelerate the construction of user service perception evaluation standards, and ensure users' end-to-end service experience at different levels and categories.

3. Strengthen the application of new technologies and the research and development of product solutions. Basic telecommunications enterprises, Internet enterprises, equipment manufacturing enterprises, and terminal enterprises will work together to accelerate technical research and product research and development such as uplink enhancement and carrier aggregation for network quality improvement, innovate differentiated network solutions for key scenarios, accelerate the construction of new digital indoor subsystems, and build high-quality high-quality networks. Accelerate the optimization of scheduling algorithms, strengthen the testing of new terminal technologies, better adapt to network protocols, enrich the supply of 5G terminals, and meet multi-level consumer demand. Accelerate the introduction of new technologies such as artificial intelligence, promote intelligent network operation and maintenance, reduce the response time for poor network quality, and ensure the stable supply of network service quality.

(3) Promote the "guarantee upgrade" and strengthen the efficient coordination of resource elements

1. Coordinate and promote the convergence of cross-industry planning and the implementation of standards. All localities rely on the "one map" of territorial spatial planning to implement supervision and information systems, strengthen the connection between information infrastructure-related planning and territorial spatial planning, promote the inclusion of information infrastructure in territorial spatial planning, and the site selection and layout and construction requirements of base stations, computer rooms and other related facilities should be coordinated and guaranteed in the preparation of territorial spatial planning. Strengthen the effective connection and coordinated construction of information infrastructure planning and power facility related planning, and ensure the power supply of mobile base stations and other facilities. Coordinate and promote the implementation of the "Technical Standards for Mobile Communication Infrastructure Engineering in Buildings", so that mobile communication infrastructure and buildings are designed, constructed and accepted synchronously, and buildings that have not passed the acceptance are strictly prohibited from accessing public telecommunications networks.

2. Guarantee the right of way for the construction of communication infrastructure in key places. Local departments in charge of education, natural resources, housing and urban-rural construction, transportation, culture and tourism, health and other industries shall organize transportation hubs, railways and highways, urban subways and other public transportation service units, key supermarkets, residential quarters, commercial buildings and other owner units, government affairs centers, cultural and tourism scenic spots, medical institutions, colleges and universities, townships and rural areas and other operation and management units and grassroots units, under the conditions available, to mobile communication base stations, Reserve space for the construction of communication infrastructure such as optical fiber broadband, encourage the facilities and resources of each unit to be open to the construction of communication infrastructure free of charge, provide convenience for construction and operation and maintenance, and ensure the right of way for the construction of communication infrastructure.

3. Strengthen the energy guarantee of communication infrastructure. Support local power supply enterprises to strengthen cooperation with basic telecommunications enterprises and tower companies, allocate power capacity in advance, implement multi-channel mains power guarantee for important communication facilities, accelerate the process of conversion and conversion of qualified 5G base stations, and implement direct power trading for qualified 5G base stations to reduce 5G electricity costs. Basic telecommunications enterprises actively carry out green network transformation, accelerate the application and promotion of advanced energy-saving technologies, and reduce the power consumption of base stations. Promote local governments to simplify approval matters, optimize the approval process, and shorten the approval time in the construction of new construction and expansion of power facilities.

(4) Promote the "ability upgrade" and promote the improvement of the level of monitoring and evaluation

1. Improve network quality evaluation systems and monitoring capabilities. China Communications Standards Association has accelerated the development of an application-oriented end-to-end network quality evaluation standard system. The China Academy of Information and Communications Technology (CAICT) continues to improve the functions of the national mobile network quality perception platform, forming capabilities such as global perception of network quality, alarm of key scenario problems, and monitoring the quality of key services, and explore the establishment of a certification mechanism for network quality evaluation instruments and other tools, accelerate the R&D, innovation and industrialization of related tools, and improve the accuracy, consistency and comparability of test results of various tools.

2. Strengthen the anti-instructive capability of communication networks. Basic telecommunications enterprises have strengthened network operation monitoring, optimized the functions of relevant network management systems, and realized real-time monitoring of network operation status, dynamic management of network performance, and automatic location and timely disposal of network faults. Continuously optimize the location and layout of communication facilities and the redundancy protection of multiple routes in communication networks. Revise and improve the standards for the construction of communication infrastructure, build super base stations in disaster-prone areas, and improve the disaster resistance level of communication facilities in disaster-prone areas.
