What kind of password is safer? How can fraudsters accurately identify you when they call you by impersonating public prosecutors? Internet fraud is highly hidden, and what practices are wrong? How can parents prevent their children from falling into Internet scams? What identities do fraudsters usually impersonate in the name of "swiping orders and part-time jobs"? How should we deal with the emails sent by superiors asking for the company's address book?...... These problems are all related to network security, anti-fraud and anti-fraud.

The rapid development of communication technology has brought great convenience to our production and life, but at the same time, some criminals use telecommunication network technology to defraud, so that people are emptied of their wallets without paying attention...... Telecommunications network fraud has prominent characteristics, such as the modus operandi changes rapidly, criminals have an endless stream of modus operandi, and they do everything possible to fabricate all kinds of false facts to commit fraud crimes, from the initial "winning" and "consumption" false information, to "kidnapping and ransom", "telephone arrears" and other fictitious fact fraud, and even impersonating state organ staff and public security police fraud, which is very deceptive, very difficult to identify, and very easy to lead people to be deceived. In addition, the social harm caused by Internet fraud is great, and some people's savings for many years have been defrauded by criminals overnight, and their ideological baggage is very great, and some people have even taken extreme behaviors after being deceived, which has brought great pressure to the management of social security.

Among the top 10 types of high-incidence telecom network fraud released by the Ministry of Public Security, the incidence rate of rebate fraud is the highest, accounting for about 1/3 of the cases, and the amount of losses caused by false online investment and wealth management fraud is the largest, accounting for about 1/3 of the losses. In addition, there are fake online loan fraud, fraudulent charging business logistics customer service fraud, impersonation of public security fraud, false credit fraud, false shopping and service fraud, fraud of impersonating leaders or acquaintances, fraudulent transactions of online game products, marriage and dating fraud, etc., which seriously threaten people's property security.

In the face of rampant telecommunications network fraud, the relevant state departments have been cracking down hard, and have issued relevant laws and regulations such as the "Anti-Telecom Network Fraud Law of the People's Republic of China" and the "Personal Information Protection Law of the People's Republic of China". In order to effectively enhance people's awareness of anti-fraud, enhance their understanding of telecommunication network fraud, and improve their fraud recognition and anti-fraud skills, the 2023 Beijing-Tianjin-Hebei Citizen Science Quality Competition will launch a special quiz activity of "Security and Anti-Fraud to Build a Cyber Power".

By answering the questions, the public will learn about different types of telecommunication network fraud, and learn Xi correct way to deal with them to ensure the security of personal information.

Background

With the rapid development of science and technology, the popularization of information networks has brought great convenience to our lives, but it has also allowed many lawbreakers to take advantage of the situation and erode cyberspace. They often use telephone, QQ, WeChat, email and other tools to commit crimes, and their methods are constantly renovated, causing huge property losses to the broad masses of the people.

The so-called telecommunication network fraud usually refers to the criminal behavior of criminals fabricating false information, setting up scams, carrying out remote and non-contact fraud on victims, and inducing victims to send money or transfer money to criminals through telephone, Internet and text messages. Fraudsters often take advantage of the victim's desire to seek advantages and avoid disadvantages, and the psychology of credulity and paralysis to lure the victim into committing fraud and criminal activities. Therefore, in our daily life and work, we should be vigilant and strengthen our awareness of prevention from the following aspects, so as not to be deceived.

(1) Overcome the idea of "greed for profit", do not be gullible and paralyzed, and beware of being deceived. There is no such thing as a free lunch, and there is no pie in the sky. Don't be gullible about the lottery fraud, false low-interest loan or credit card cash-out fraud and false wealth information transfer fraud carried out by criminals, and be sure to understand and analyze more to identify the authenticity to avoid being deceived.

(2) Do not easily disclose your or your family's identity, communication information, and other family and personal information to others. For fraudulent text messages and phone calls from family members who need treatment expenses for accidental injuries and friends who are in a hurry to ask for help, do not panic in a hurry, be gullible and deceived, and do not remit "urgent money" to the bank account designated by criminals.

(3) When encountering suspected telecommunications network fraud, do not be blindly gullible, and do more investigation and verification. When receiving training notices, impersonating banks, public security and law enforcement organs, etc., claiming that bank card upgrades and false recruitment, marriage matchmaking fraud, it is necessary to consult and check with relevant local units and industries in a timely manner or visit their office locations, do not believe strange calls and information, training fees are generally paid in cash or transferred to the company, should not be remitted to personal accounts, do not be gullible. For phone numbers claiming to be from public security, procuratorates, courts, banks, etc., be sure to corroborate them from multiple sources, and try to call back for verification to prevent criminals from using methods such as number change software to impersonate phone numbers.

(4) Correct use of bank cards and bank self-service machines. When you go to the bank ATM to deposit and withdraw money, you should carefully identify the authenticity of the "prompt" of the ATM, do not be gullible and deceived, it is best to call the customer service center of the bank to which the ATM belongs to understand the inquiry, and contact the real bank staff to deal with and solve the problem.

The 2023 Beijing-Tianjin-Hebei Citizen Science Quality Competition will set up different modes such as daily answering, time-limited challenge answering, PK answering, and special answering in online form, allowing you to use the "small screen" to improve scientific literacy in fragmented time. You can also take a self-test through the "Test Your Digital Science Literacy" section to understand your basic situation in scientific spirit and thought, scientific method, scientific knowledge, and problem-solving ability.

At the same time, the competition will also cooperate with relevant units to carry out special answers on different topics from different perspectives such as interpretation of national strategies, cutting-edge science and technology, social hotspots, scientific (family) spirit, emergency science popularization, and scientific rumors.
