Tianxing Repulse Bay was once listed by netizens as one of the "Top Ten Unfinished Buildings in Huaihua".

In the same month, the Huaihua Municipal Bureau of Housing and Urban-Rural Development replied on the red network "Ask Politics Hunan" that the project has been suspended since 2015 mainly due to the limited strength of the development enterprise and the inability to follow up the follow-up construction funds.

Huaihua Housing and Urban-Rural Development Bureau said in its reply that after many efforts, at the end of September 2018, Hunan Wenshang United Real Estate Development Group Co., Ltd. and Zhejiang Hengshuo Enterprise Management Co., Ltd. (Hengde Construction Co., Ltd.) signed a cooperative development agreement for the project.

In June 2020, some netizens asked that Tianxing Repulse Bay has been unfinished for almost 11 years, and in February 2019, I saw that the developer signed a joint development agreement with a company in Zhejiang, but why hasn't construction started yet?

According to the Huaihua Municipal Bureau of Natural Resources and Planning, in September 2018, Wenshang Company and Zhejiang Hengshuo Enterprise Management Co., Ltd. signed the "Repulse Bay Project Cooperation Contract". The project has been included in the urban real estate development historical legacy project and the urban unfinished building project. In April 2019, Wenshang Company and Hengshuo Company had signed a "Debt Treatment Contract" for the debt of about 550 million yuan of the project. The project has been unable to restart real estate development and construction due to the difficulty in dealing with the creditor's rights and debts of the construction unit. In the first half of 2020, the construction unit has applied for bankruptcy reorganization, and the construction will start after the judicial administrator is determined and the relevant procedures are completed.

According to the "Hunan Daily", on November 14 this year, Shen Xiaoming, secretary of the Hunan Provincial Party Committee, conducted research in Huaihua. He said that in recent years, owners have been coming to inquire about the progress of the building's construction.

A staff member said that the Greenland 21 City Community opened at the end of 2018 and has been sold for 5 years, and there is indeed a delay in delivery, "If it is long, it may be 3 years, and if it is short, it may be a year and a half, two years, and there are various time periods." ”

It also said that the company is still operating, including sales, property, engineering, etc., and is now under construction.

The project has a long overdue delivery time, with a total of 1,965 units of guaranteed delivery, of which 620 have been delivered so far, and 1,345 units have not yet been delivered.

According to the "Zhuzhou Daily", on November 19, Cao Huiquan, secretary of the Zhuzhou Municipal Party Committee, secretly visited the issue of ensuring the delivery of the Greenland 21 City project, asking to put himself in the shoes of the masses, go all out to promote the work of ensuring the delivery of the building, and ensure that the house is handed over to the buyers as soon as possible.

As early as October last year, the central government allocated a special construction fund for "guaranteed delivery of buildings" has been in place, including many real estate projects including Greenland 21 City, follow-up construction funds have been guaranteed, and the municipal party committee, municipal government and housing and urban-rural development departments are making every effort to promote the resumption of real estate work.

In May this year, Zou Zhichao, Secretary of the Shifeng District Party Committee of Zhuzhou City and Secretary of the Party Working Committee of Zhuzhou Economic Development Zone, went to the Greenland 21 City Project to schedule and ensure the delivery of the building. The project team said that it will spare no effort to fulfill its corporate and social responsibilities, and strive to resume the suspended project as soon as possible.

In August, when Cao Huiquan, secretary of the Zhuzhou Municipal Party Committee, visited Shifeng District (Zhuzhou Economic Development Zone), he listened to the opinions and suggestions of the representatives of the project buyers face-to-face, and assigned the issue to be supervised.

Chen Hong still remembers the day she took her son to see the house two years ago.

On a sunny weekend in December 2021, she and her son, who is in the first grade of primary school, came to the Greenland 21 City Marketing Center. The sales manager pointed out to her the location of 17 buildings, where her future house was located.

She drove onto the road next to Building 17. Before coming, she described the appearance of the room in her heart, as exquisite as the real estate manager said in the circle of friends: covering an area of 100 square meters, floor-to-ceiling windows facing south, plenty of sunlight, 3 bedrooms and one living room.

She plans to send her children to a nearby elementary school after she gets the house. She inquired about that primary school, and the teachers and environment were very good.

After parking, Chen Hong and his son saw that Building 17 was only half a section of concrete, surrounded by a fence, and there was no sign of construction.

Her heart was half cold.

Afraid that her son would be disappointed, she said to him, "Our house may be which one in front of it." "I can't tell him the ones in the back are rotten. ”

She then searched for "Greenland 21 City" on the Internet and found that some netizens said that the house had not been delivered for a long time, and it was suspected that it was unfinished. She added this "neighbor" and finally added to the owner group, which the property had always said had no owner group before.

This is also a "rights protection group" of more than 300 people. Most people, like Chen Hong, bought off-plan houses in 11-18 buildings in Greenland 21 City, which were purchased as early as 2019, and the developer promised to deliver the houses by the end of 2021.

Today, the group has grown and is divided into many small groups on a building-by-building basis.

The owner, Gan Xiao (not his real name), is looking forward to having a home of his own here. After her divorce, she used her savings to pay a down payment of 100,000 yuan in 2020, and bought a high-rise house in Greenland 21 City with a monthly payment of 30 years. The developer promised to deliver the house within two years, but at the end of December 2021, the developer wanted to postpone the delivery by one year, citing the epidemic. Three years later, Ms. Gan still hasn't gotten a house.

In addition, "my parents had a conflict with me about buying this house, and I felt a barrier. She said.

In Chen Hong's heart, this house is the result of their family's lifelong struggle. Her mother's family sponsored the down payment on the house, and her husband, who is a chef, was responsible for repaying the loan of more than 2,000 yuan a month. In mid-May, Jiang Difei, vice governor of Hunan Provincial People's Government, carried out an unannounced inspection in Zhuzhou to learn about the progress of Evergrande Yujingtianxia's "Guaranteed Delivery Building" project and the safety production of construction sites.

At the beginning of June, Yi Jihong, chief engineer of the Hunan Provincial Department of Housing and Urban-Rural Development, led the relevant persons in charge of the special working group for the stable and healthy operation of real estate in the province, Changsha City, Huaihua City, Chenzhou City and Xiangxi Tujia and Miao Autonomous Prefecture to go to Liuyang City to investigate the work of ensuring the delivery of buildings and held a symposium. In mid-October, the research team of the Hunan Provincial Department of Housing and Urban-Rural Development went to the local area to investigate and supervise the resumption of work of real estate projects such as Evergrande Central Plaza, Evergrande Dijing, and Country Garden Shilijiangwan, and to resolve outstanding problems through letters and visits.

In the past three months, the relevant person in charge of the Hunan Provincial Department of Housing and Urban-Rural Development has also gone to Hengyang, Chenzhou, Yongzhou and Huaihua for investigation.

In the investigation of Chenzhou City, Tang Daoming, director of the Hunan Provincial Department of Housing and Urban-Rural Development, found that Jinke County of Chenzhou and Linxi County of Evergrande had deficiencies in the first floor and one policy, fund raising, debt dispute mediation, engineering construction, and stability maintenance of letters and visits, which needed to be resolved.

According to the "First Finance", in October last year, some netizens proposed on the People's Daily Online leadership message board that "the misappropriation of the pre-sale funds of the real estate in Jinke County, Chenzhou led to the suspension of the real estate for 1 year", and the Housing and Urban-Rural Development Bureau of Beihu District, Chenzhou City then replied that the Jinke County project was developed and constructed by Chenzhou Hongjing Real Estate Development Co., Ltd. and belonged to the yellow file.

The so-called "yellow file" is divided according to the type of "guaranteed delivery" real estate in Hunan, that is, real estate projects with assets greater than liabilities and temporary difficulties in funds. Theoretically, the difficulty of "ensuring the delivery of buildings" is greater than that of "green file" projects that have the strength to resume work independently, but it is smaller than that of "red file" projects with assets smaller than liabilities.

Among the suspended and unfinished real estate projects in Hunan, the development companies involved include Evergrande, Country Garden, Greenland, etc. At the beginning of this year, the Hunan Department of Housing and Urban-Rural Development issued a document saying that Evergrande Group's 45 "guaranteed delivery" projects in Hunan have a large gap in construction funds, which is a "hard bone" that is difficult to bite.

According to the latest local schedule of "guaranteed delivery of buildings", by the end of this year, the province's special loan projects for guaranteed delivery of buildings and Evergrande projects will be concentrated to ensure that the housing delivery rate is more than 90%.

According to the data of the Ministry of Housing and Urban-Rural Development, as of August this year, the overall resumption rate of special loan projects for guaranteed delivery of buildings in various regions was close to 100%, with a total of more than 1.65 million housing deliveries completed, and the housing delivery rate of the first batch of special loan projects exceeded 60%.

In Hunan, a number of cities have made progress in resuming work in real estate projects covered by special loans for guaranteed delivery of buildings. However, some citizens have reported that the real estate projects in some cities have problems such as slow progress in resuming work, difficulties in obtaining supporting funds, and hidden quality concerns in agent construction.
