Liu Zhidan was born on October 4, 1903 in Bao'an County,Shaanxi Province (now Zhidan County). In 1922, he was admitted to Yulin Middle School, and under the influence of progressive teachers such as Wei Yezuo and Li Zizhou, he began to study Marxist-Leninist thought and actively organized the student movement.

In 1924, the Branch of the Socialist Youth League was established in northern Shaanxi, and Liu Zhidan became one of the first members of Yulin Middle School. In 1925, Yulin established a special branch of the party, And Liu Zhidan subsequently joined the Communist Party of China, and in the winter of the same year, he was assigned by the organization to study at the Whampoa Military Academy.

In 1926, after graduating from the Whampoa Military Academy, Liu Zhidan participated in the Northern Expedition with the army. After the defeat of the Revolution in 1927, Liu Zhidan served as a secret traffic worker for the Shaanxi Provincial Committee of the Communist Party of China. In April 1928, he participated in leading the Weihua Uprising and served as the chairman of the Military Commission of the Northwest Workers' and Peasants' Revolutionary Army. In the autumn of the same year, Shaanxi Province sent Liu Zhidan back to northern Shaanxi to work and served as secretary of the Military Committee of the Cpc's Northern Shaanxi Special Committee.

In October 1931, Liu Zhidan, Xie Zichang and others formed the Northwest Anti-Imperialist Alliance Army and served as deputy commander-in-chief. Later, it was reorganized into the Shaanxi-Gansu Border Guerrilla Unit of the Chinese Workers' and Peasants' Red Army, with Liu Zhidan as the commander-in-chief, and opened up the Shaanxi-Gansu Border Soviet Zone centered on Zhaojin and Nanliang. After that, he successively served as deputy commander-in-chief and chief of staff of the Provisional Headquarters of the Red Army in Shaanxi-Gansu-Gansu Border, commander of the 42nd Division of the Red 26th Army, chairman of the Shaanxi-Gansu Border Military Committee of the COMMUNIST Party of China, and chairman of the Northwest Revolutionary Military Commission.

In September 1935, he was appointed deputy commander and chief of staff of the Red 15th Army, and participated in the command of the Battle of Laoshan. Later, he served as the commander-in-chief of the Northern Route Army and the commander of the 28th Army, and the commander of the Wa Yao Fort Garrison, where the CPC Central Committee is located. In 1942, on the sixth anniversary of Liu Zhidan's sacrifice, Comrade Mao Zedong wrote an inscription for him: "I only met Comrade Liu Zhidan once in northern Shaanxi, and I knew that he was a very good Communist Party member. His heroic sacrifice was unexpected, but his spirit of loyalty and dedication to the party and the country will always remain among the party and the people and will not be erased. In 1943, the Party Central Committee and the people of the Shaanxi-Gansu-Ningxia Border Region held a solemn public funeral ceremony for Liu Zhidan in Zhidan County, and Mao Zedong once again wrote an inscription for him: "Mass leader, national hero." Zhou Enlai's inscription: "Five thousand years up and down, thousands of heroes, the hero of the people, to count Liu Zhidan."
