After trial, the Longxi County People's Court held that defendant Zhang Guomin, as a state functionary, took advantage of his position as director of the Wuwei City Urban Construction and Planning Bureau, director of the Wuwei Municipal Transportation Administration, secretary general of the Wuwei Municipal Party Committee, general manager of Wuwei Urban-Rural Integration Development Investment (Group) Co., Ltd., and president of Wuwei Vocational College to provide assistance to others in handling planning permission procedures, project contracting, project fund allocation, etc., and solicited and illegally accepted 9.2 million yuan of other people's property. Gold 2.5kg (valued at RMB996,750), equivalent to a total of RMB10,196,750, is a particularly large amount, and his behavior constitutes the crime of accepting bribes; Zhang Guomin has repeatedly given others RMB2.9 million and gold 2.5kg (worth RMB996,750), totaling RMB3,896,750, which constitutes the crime of bribery, and the circumstances are particularly serious. In view of the fact that defendant Zhang Guomin truthfully confessed the facts of the crime after arriving at the case, voluntarily confessed the vast majority of the facts of the crime of accepting bribes that the case-handling organs did not yet grasp, confessed the circumstances, confessed guilt and repented in court, and all the stolen money and stolen goods were recovered and returned, the defendant Zhang Guomin could be given a light punishment. Taking into account the facts, nature, circumstances, and degree of harm to society of defendant Zhang Guomin's crime, the court made the above judgment.
