At the meeting, Liu Zhenyu, member of the Provincial Committee of the Chinese People's Political Consultative Conference and director of the Operation Center of Tongchuan Big Data Industrial Park, suggested that Shaanxi Province should improve relevant legislation, increase the crackdown on intellectual property crimes, promote the optimization and adjustment of industrial structure, explore the establishment of credit standards related to intellectual property protection, promote the optimization and upgrading of industrial structure, and integrate higher levels of intellectual property protection into the whole process of promoting the high-quality development of the regional economy.

Intellectual property is an intangible asset, the most advanced technological achievement of invention and creation. The purpose of protecting intellectual property rights is to stimulate innovation, service and promote high-quality development to meet the needs of people for a better life. Liu Zhenyu believes that on the basis of realizing the importance of intellectual property protection, Shaanxi Province should first increase the crackdown on intellectual property crimes, focus on cracking down on chain-based and industrialized intellectual property crime networks, and standardize criminal punishment standards. At the same time, establish mechanisms for rewarding untrustworthiness with trustworthiness, linking intentional infringement of intellectual property rights with other systems such as the reputation, rewards, financing, and review of enterprises and individuals, forming blacklists, and establishing exit mechanisms, thereby increasing the cost of infringement and reducing the cost of rights protection.

The protection of intellectual property rights should not only combat intellectual property infringement and crime, but also strengthen intellectual property publicity and education. Liu Zhenyu proposed that Shaanxi Province should improve the public's awareness of intellectual property rights protection, enhance the ability to warn and prevent intellectual property risks, create a cultural atmosphere of respect for intellectual property rights, establish and improve the early warning and prevention mechanism for intellectual property protection, and build an innovative entrepreneurship and business environment with fair competition and fair supervision.
