In late autumn, the Wujiang River is rippling with blue waves, flocks of Mandarin ducks competing to play in the water, unknown birds flying past the river, and mischievous small animals flashing in the lush mezzanine mountains. This is the scene that this reporter recently saw in the Wujiang (Shiquan section), the largest river in Guizhou. However, just half a year ago, there were cages here, "water hyacinths" encroached on the entire river surface, and the residue of fish farming floated with the water. The old and new comparisons reflect that the "river chief system" is playing a significant role in the construction of the National Ecological Civilization Pilot Zone in Guizhou, and the concept of green development is nurturing the latest achievements of ecological civilization.

The Wujiang River is the longest tributary of the southern bank of the upper reaches of the Yangtze River and the largest river in Guizhou Province, and the Guizhou section of the main stream covers the upper and middle reaches of the Wujiang River. This year, Guizhou began to fully implement the five-level river chief system of provinces, cities, counties, townships and villages, and set up more than 20,000 river lengths for more than 3,000 rivers. "Building an ecological civilization is a millennium plan for the sustainable development of the nation, and we must establish and practice the concept that green water and green mountains are golden mountains and silver mountains, treat the ecological environment like life, and implement the strictest ecological environmental protection system." As the county-level river chief of the Wujiang River (Shiquan section), Pi Guihuai, member of the Standing Committee of the Tongren Municipal Party Committee and secretary of the Shijian County CPC Committee, recently said after touring the river.

The ecological improvement of the Wujiang River has deepened with the implementation of the river chief system, and the river chief patrols the river, the supervision of the obligatory supervisors, and the strict assessment system... In order to protect Wujiang, a series of protective locks have been installed. "From the county level, quarterly river patrols, semi-annual inspections, and annual assessments are required, township river chiefs patrol the river every month, village-level river chiefs go to the river patrols every week, and volunteer supervisors go to the river patrols from time to time, find problems to be solved on the spot, and timely feedback to the relevant departments to solve the problems that cannot be solved." Pi Guihuai said.

"When patrolling the river, it was found that some villagers regarded the river as a natural garbage pond, and the reason was that in addition to poor hygiene habits, it was related to the lag in the construction of village-level garbage treatment facilities, so it was suggested that the town should pay close attention to the construction of garbage collection ponds and promote the county to improve the rural garbage transfer and treatment mechanism as soon as possible." Chen Chaofu, a volunteer supervisor of the Wujiang River (Shiquan section), said. Eight river volunteer supervisors in the Wujiang River (Shiquan section) have successively put forward a number of suggestions such as confiscating illegal electric fish tools, improving garbage collection facilities, and dismantling breeding bases with potential safety hazards, which have been adopted by relevant government departments.

"The river is territorially managed, but it involves environmental protection, water affairs, waterways, forestry, public security and other departments, and the river chief system has established a mechanism of 'river chief responsibility, department performance, special management, and social supervision', under the leadership of the river chief, the coordination is smoother and the management synergy is formed." Zhuo Tianming, mayor of Benzhuang Town, Shiquan County, said, "With the full cooperation of various departments, in late May this year, more than 800 fish cages on the Wujiang River were dismantled, the main source of pollution in the Wujiang River (Shiquan Section) was completely eliminated, and the surrounding aquaculture enterprises were rectified." ”

"The pollution is gone, the river is clear, the Mandarin ducks that flew away are flying back, the river chief system makes everyone's awareness of protecting the 'Mother River' gradually improved, the ecology is beautiful, and in the end it is still ourselves that benefits." Yang Shizhong, a villager in Xinzhuang Village, Honzhuang Town, who lives on the edge of the WuJiang River, said.

"Shiquan will increase financial investment, set up special posts for river management, hire poor households who are familiar with water-based archives, give appropriate remuneration according to the length of the river, and promote the implementation of the river chief system and poverty alleviation together." Pi Guihuai said. in Oden Hill
