The situation in Yuanmaotun was very complicated, the bully landlord Han Laoliu was still the de facto ruler of the politics and economy of Tunnei, and the peasant association was also under the control of his dog-legged zhang fuying and others. The peasant masses have not yet mobilized and organized themselves, and they are still very ignorant of the Communist Party's policy of land reform. On the one hand, Captain Xiao led the task force to expose the landlords' conspiracies and crack down on the landlords' solicitation and bribery; on the other hand, it mobilized the masses in depth, trained peasant activists Zhao Yulin, Guo Quanhai, and others, reorganized the peasant associations, and waged a struggle against the bully landlord Han Laoliu.
