Notice on doing a good job in the physical examination of general colleges and universities in 2023

　　In order to effectively do a good job in the 2023 physical examination for admission to ordinary colleges and universities in our province (hereinafter referred to as the college entrance examination physical examination), in accordance with the relevant documents of the Ministry of Education, the National Health Commission, our province and the relevant provisions of the Law on the Prevention and Control of Infectious Diseases, the following notice is hereby issued on matters related to the physical examination of the college entrance examination:

　　 1. Organization and management

　　The physical examination of the college entrance examination shall be jointly organized and managed by the municipal (prefecture) admission examination body in conjunction with the local health department, and the county (city, district) admission examination body in conjunction with the local health department is responsible for organizing and implementing it. Admission examination institutions at all levels should attach great importance to it, take the initiative to coordinate with local health departments, and jointly organize the physical examination of this year's college entrance examination.

　　1. Strengthen the prevention and control of infectious diseases. On the basis of ensuring safety and fairness, the physical examination work of the college entrance examination in various localities should focus on strengthening measures for the prevention and control of infectious diseases to ensure the life safety and physical health of candidates and staff. (1) All localities should establish a leading group for physical examination work in accordance with local requirements for the prevention and control of infectious diseases, specially formulate physical examination work plans and relevant emergency plans, and clarify the specific responsibilities of admission examination bodies, physical examination hospitals, schools and relevant departments, as well as work discipline, work requirements and work procedures in each link. (2) It is necessary to take the initiative to communicate and report with the local health department, scientifically and rationally arrange and arrange the physical examination site under the guidance of the health department, increase the support of infectious disease prevention and control materials, and strengthen the ventilation and disinfection and health and safety management of the physical examination workplace. (3) It is necessary to guide candidates to carry out physical examinations in an orderly manner under the situation of infectious diseases, avoid excessive gathering of crowds, and reduce the risk of infectious disease transmission as much as possible. (4) Pay special attention to the physical health testing of non-local candidates and non-school candidates, and do a good job in the prevention and control of infectious diseases in advance in accordance with the requirements of the local health department.

　　 2. Strengthen the business management of physical examination work. All localities should stand at the height of ensuring the quality of talent selection in colleges and universities, maintaining fairness and justice, and social harmony and stability, and fully understand the importance of doing a good job in physical examination. (1) It is necessary to appoint personnel with good political ideology, strong sense of responsibility, decent style, familiar professional work, and no immediate family members to participate in the college entrance examination this year to serve as physical examination work, and the chief examiner should be a doctor with the title of deputy chief physician or above and a strong sense of responsibility. (2) Organize all staff to carefully study relevant enrollment policies, physical examination standards and epidemic prevention and control knowledge, and ensure that all staff are familiar with operating procedures and work requirements. (3) It is necessary to jointly agree with the local health department that qualified medical units (in principle, hospitals above grade II A or above or corresponding medical units) to carry out physical examinations for candidates. The site requires reasonable layout, good ventilation, good lighting, quiet environment and meets the requirements of epidemic prevention and control. (4) It is necessary to strengthen discipline education for doctors and staff participating in the examination, and put an end to violations of discipline and fraud. A veto will be imposed on those who have engaged in favoritism or malpractice or have problems with medical ethics during the medical examination in previous years. Fraud in physical examination work will be dealt with seriously in accordance with the Measures for Handling Violations in National Education Examinations, the Interim Measures for Handling Violations in the Enrollment of Ordinary Colleges and Universities, and relevant administrative regulations.　　　　

　　3. Standardize physical examination procedures. Strictly implement physical examination standards and procedures, and put an end to all irregular behaviors. (1) The main examination hospital or corresponding medical unit is responsible for the authenticity of the candidate's physical examination conclusion. The medical examination conclusion made by a non-designated medical institution for the candidate is invalid. Where the implementation of work responsibilities causes problems left over from the enrollment of ordinary colleges and universities, the responsibility of relevant personnel will be investigated. (2) The main examination hospital or corresponding medical unit shall be responsible for comprehensively reviewing the examination results of each department, ensuring that the physical examination conclusions of each project are consistent with the overall conclusions, and organizing expert consultations for difficult problems. (3) Each participating doctor shall carefully and accurately collect physical examination information to avoid errors, and be responsible for the accuracy and authenticity of the items he or she examines. (4) In the process of physical examination, experts must be organized to carry out patrols and spot checks, and problems must be corrected and dealt with in time. (5) It is necessary to implement special personnel to cooperate with medical units to strictly check the identity of candidates and prevent substitute examination. (6) Each city (state) admission examination body shall formulate a method for informing candidates of their own physical examination conclusions. After the completion of the physical examination, the staff shall check whether all items in the physical examination form have corresponding conclusions, and after confirming that there are no missing tests or missing items, the physical examination form shall be submitted to the candidates for reading and signing for confirmation. If the candidate refuses to sign without justifiable reasons or does not confirm the signature within the specified time, it is deemed to have waived his rights, and the remaining problems arising therefrom shall be borne by the candidate himself. Each city (prefecture) and county (city, district) admission examination body shall retain relevant evidence materials for candidates to waive their rights (including waiving the physical examination or not signing and confirming the physical examination results within the specified time, etc.).

　　4. Strengthen publicity and service work. Entrance examination bodies at all levels should earnestly do a good job in publicizing and providing services for the physical examination of the college entrance examination. (1) In accordance with the relevant regulations of the state and our province, all those who register for the 2023 general college entrance examination (including unified examination candidates, single candidates, strong base plan, guaranteed students, high-level art troupes, high-level sports teams, recommended exemption students, all kinds of single recruitment, provincial public-funded targeted counterpart enrollment teacher normal students, middle-vocational skills competition winners and exemption students, and retired soldiers, migrant workers, laid-off unemployed persons, new vocational farmers, and retired soldiers, migrant workers, laid-off unemployed persons, new vocational farmers, and retired military personnel who are ready to participate in the 2023 higher vocational single recruitment All candidates of the five categories of social personnel, such as enterprise on-the-job personnel, must participate in the physical examination, and must participate in all the items required by the regulations, and truthfully fill in their past medical history. It is necessary to especially strengthen the publicity of special types of candidates who apply for various types of single-move, art and other types of examinations, so as to avoid the occurrence of missed and wrong inspections. If the candidate does not participate in the physical examination or the physical examination items are incomplete, which affects the candidate's subsequent admission, the candidate shall bear the consequences. (2) Each middle school (registration point) should carefully organize candidates to participate in physical examination, and guide candidates to truthfully fill in (paint) past medical history (including whether it has been cured, current corresponding indicators, etc.) and disability status, if there is no past medical history or disability status, fill in "none"; Candidates themselves are responsible for the authenticity of their past medical history and disability, and if they are found to have deliberately concealed the situation after admission, the university has the right to deal with it in accordance with the admission regulations. (3) It is necessary to reasonably arrange the time and frequency of physical examination, improve the efficiency of physical examination, avoid waiting for test growth time, and give more care and help to disabled candidates who participate in physical examination.

　　2. Physical examination standards

　　The physical examination standards for the college entrance examination in 2023 are based on the "Guiding Opinions on Physical Examination for Admission to Ordinary Colleges and Universities" (Teaching [2003] No. 3) issued by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation, the Notice of the General Office of the Ministry of Education and the General Office of the Ministry of Health on Issues Related to the Cancellation of Hepatitis B Project Testing for Physical Examination for Students Enrolled in Ordinary Colleges and Universities (Teaching Hall [2010] No. 2), and the "Letter on Specifying the Specific Determination Standards for Patients with Chronic Hepatitis and Abnormal Liver Function" issued by the Department of College Students of the Ministry of Education (Teaching Department Letter [2010] No. 22) and other documents.

　　3. Physical examination schedule, information collection and reporting

　　1. This year's provincial college entrance examination physical examination work is uniformly required to be completed before March 28, and the specific time is arranged by the municipal (prefecture) admission examination agency.

　　2. Candidates who have objections to the results of the physical examination may apply for re-examination. The re-examination work shall be organized and arranged by each municipal (prefecture) admission examination agency, and the re-examination work must be completed by April 8. Candidates who still have objections to the re-examination results can file an application for arbitration, and candidates must submit an arbitration application for the re-examination results at the municipal (prefecture) admission examination agency before April 15, and the Provincial Education Examination Institute is responsible for coordinating the final examination hospital to make a final ruling on the objectionable physical examination conclusion.

　　3. Physical examination information collection adopts two methods: electronic collection and import method and paper input collection method. Electronic collection and import method by the physical examination hospital in the physical examination process directly through the electronic equipment to collect the candidate's physical examination data information, physical examination data must be backed up every day, after the completion of the physical examination, the county (city, district) admission examination agency will import the physical examination data information into the system in accordance with the system requirements format, and submit the daily backup data disc to the general college admissions office of our college; The paper entry collection method is summarized by the county (city, district) admission examination agency after the physical examination form is stamped and confirmed by the physical examination hospital or the corresponding medical unit, and the personnel are arranged to enter the candidate's physical examination information through the system. Each city (state) admission examination body may decide on its own which method to use in its county (city, district). County (city, district) admission examination bodies that use paper entry and collection methods should strengthen information entry and verification work, establish mechanisms for special personnel entry and verification, strengthen responsibility management, overcome empiricism and paralyzing thinking, and ensure that physical examination information is entered accurately. Before April 15, each city (prefecture) admission examination body should summarize the physical examination information of all candidates in its county (city, district), and report the physical examination data through the "college entrance examination information management system".

　　4. Physical examinations of military academies, physical examinations of directly recruited non-commissioned officers, physical fitness tests of public security academies, etc. shall be separately notified by the relevant functional management units.
